CPCSEA GUIDELINES

FOR LABORATORY
ANIMALS:
INTRODUCTION:
WHY ARE ANIMALS USED
IN RESEARCH ?
There are 4 reasons:-
1. The principles of anatomy and
physiology are true for humans and
animals, especially mammals.
2. Certain strains or breeds of animals
get the same diseases or conditions
as humans.
3. With animals we can control their
environment (temperature,
humidity, etc.), and shield them
from diseases or conditions not
related to the research (control their
health).
4. We can use scientifically-valid
numbers of animals.
CPCSEA
• Committee for the purpose of control and supervision on experiments
on animals.
• Under the provisions of prevention of cruelty to Animal act 1960.
• Headquarter- New Delhi

OBJECTIVES:
• To promote the humane care of animals.
• To avoid unnecessary pain before, during and after experiment.
• To provide guidelines for -Housing ,care ,breeding and maintenance -
Sources of experimental animals -Acceptable experimental procedures
for anesthesia and euthanasia.
ANIMAL PROCUREMENT:
• Acquired lawfully From recognized facilities Transportation Consignment-
inspected for compliance with procurement specifications.

QUARANTINE:
• Minimizes the introduction of pathogens Minimum duration small
animals-1 week large animals-6 weeks For non human primates- limit
exposure of humans to zoonotic infections.
Physiological, psychological & nutritional stabilization:
• Physical separation Housing different species in separate rooms -to prevent
inter species disease -to eliminate anxiety -to eliminate physiological and
behavioral changes Different species in same room-similar pathogen status
and behaviorally compatible.

Veterinary care:
Adequate veterinary care should be provided Observed regularly for signs of
illness, injury or abnormal behaviour – reported to ensure timely delivery of
veterinary care.
Institutional Animal Ethics Committee (IAEC)

a) IAEC has been constituted in 2006 to fulfill purpose of Education and


Research for Educational purpose on small animals. It is renewed for every
three years.
b) The Committee for the Purpose of Control and Supervision of Experiments
on Animals (CPCSEA) has been constituted under the provisions of the
Prevention of Cruelty to Animals (PCA) Act, 1960. It gives the guidelines
for the conduct of animal experiments.
c) Animals are maintained in a proper and healthy manner.
d) Animals are not subjected to unnecessary pain or suffering before, during
and after performance of experiments on them.
e) There is no unnecessary sacrifice of animals for the sake of science. There
should be no duplication of research.
f) Animals are kept in disease free condition to ensure proper data collection.
g) Animals are procured from registered breeders.
Ethical experiment:-
Ethical experimentation refers to conducting research studies with proper
consideration for ethical principles and guidelines, ensuring participant
safety, privacy, informed consent, and minimizing potential harm.
Animal House Facilities:-
The use of healthy animal is crucial in the success of biological experiment.
An ideal house facilities area should consist of:-
1. Animal receiving room.
2. Animal storage room.
3. Animal breading room.
4. Feed storage room.
5. Cage sanitation/cleaning room.
6. Animal disposal area.
7. All the rooms of animal house are air-conditioned.
8. The temperature of 25º±2 ºC is provided throughout the year.
9. A time-controlled lighting system is used to ensure a regular diurnal
lighting cycle (12:12) wherever required. 12 hours in light and 12 hours in
dark.
