BARANGAY #15 DARASDAS SOLSONA, ILOCOS NORTE FOR CALENDAR YEAR 2024 IN THE TOTAL OF THREE
HUNDRED NINETEEN THOUSAND NINE HUNDRED FOUR & 09/100 PESOS (P 319,904.09) AND CONTINUING FUND
FROM YEAR (2023) IN THE TOTAL OF THREE HUNDRED THREE THOUSAND PESOS ONLY (P 303,000.00) COVERING
THE VARIOUS EXPENDITURES FOR THE OPERATION OF THE SANGGUNIANG KABATAAN OF BARANGAY #15
DARASDAS FOR CALENDAR YEAR 2024 AND APPROPRATING FUNDS FOR THE PURPOSE.

BE IT ENACTED BY THE SANGGUNIANG KABATAAN IN SESSION ASSEMBLED, THAT:

The budget documents consisting of the following are incorporated herein and made integral part of this
Ordinance:

1. Budget of Expenditure and Source of Financing;

2. Annual Barangay Youth Investment Program (ABYIP) for 2024;
3. Comprehensive Barangay Youth Development Plan (CBYDP) for 2023 to 2025;

Section 2. Source of Funds and Use of Funds, - The sources of funds and the use of funds are presented in the
Statement of Receipts and Expenditure of the Sangguniang Kabataan of Barangay #15 Darasdas, Solsona,
Ilocos Norte.

Section 3. General Provisions. The following Policies are Authorized for the Fiscal Year:

a. Income from operating and miscellaneous fees shall be collected at maximum collection efficiency
b. Strict compliance to the Personal Services limitations shall be observed wherein no portion of the
Sangguniang Kabataan Fund shall be used for personal Services.
c. Priority in the use of savings shall be for basics services, augmentation development projects and
other mandatory expenses provided under the Local Government Code and the Sangguniang
Kabataan Reform Act of 2015.
d. All procurement shall follow strictly the provisions of R.A 9184.

Section 4. Effectively, This Orientation as effective on 01, January 2024.

Ladies & Gentlemen:

Respectfully submitting herewith is the FY 2024 Annual Budget of BARANGAY #15 Darasdas covering the period January
1 to December 31, 2024, prepared pursuant to the provision of the Local Government Code of 1991 (RA 7160) and in
accordance with forms, procedures and schedules prescribed in Local Budget Memorandum 77-A dated July 24, 2018.

Our Vision and Goals for the development of our Barangay especially for the Youth Sectors, is to continue to support
basic services aimed to provide better quality of life to our constituents. We also remain committed to sustain the
preservation and maintenance of peace and order and public safety in our community, implement priority programs
and projects like proper solid waste management, beautification and cleanliness of the community, education, sports,
socio-cultural and youth development activities of the barangay, among other

Based on the 10% Sangguniang Kabataan Share of Barangay #15 Darasdas for FY 2024, submitted to me by our
Sangguniang Kabataan Treasurer, approved by the Sangguniang Kabataan, our total Budget for this year taken from
10% of the Barangay Budget will go to the Sangguniang Kabataan Fund in our barangay, the total amount is THREE
HUNDRED NINETEEN THOUSAND NINE HUNDRED FOUR & 09/100 PESOS (P 319,904.09) & CONTINUING FUND FROM YEAR
(2023) IN THE TOTAL OF THREE HUNDRED THREE THOUSAND PESOS ONLY (P 303,000.00)

The Internal Revenue Allotment (IRA) allocation for the budget year is P _______________and the 10% Sk Share is P
319,904.09 The proposed expenditures allocation P 319,904.09 and P 303,000.00 from Continuing fund from the year 2023
is for Maintenance & Other Operating Expenses (MOOE) Capital Outlay (CO) and for the Youth Empowerment
Programs.

HONORABLE MEMBERS OF THE SANGGUNIANG KABATAAN OF BARANGAY #15 Darasdas have presented herewith the
priorities and targets and proposed 10% SK Share of our FY 2024 Sk Annual Budget. For your consideration and approval.

RESOLUTION APPROVING THE SANGGUNIANG KABATAAN BUDGET FOR CALENDAR YEAR 2024 OF
THE SANGGUNIANG KABTAAN OF BARANGAY #15 DARASDAS, SOLSONA, ILOCOS NORTE ON THE 7th
DAY OF JANUARY,2024 AT THE BARANGAY SESSION HALL.

WHEREAS, Section 392 of Republic Act 7160, otherwise known as the Local Government
Code of 1991 states that 10% of the General Fund of the Barangay shall set aside for the
Sangguniang Kabataan;

WHEREAS, Article XI of the 2019 of the Katipunan ng Kabataan and Sangguniang Kabataan
Constitution and By-laws provide guidelines for the allocation of SK Funds;

WHEREAS, Section 3.3.2.1 of Joint Memorandum Circular (JMC) no.1 series of 2019, state
that the Sangguniang Kabataan annual budget, which is the financial plan embodying the
estimates of the income and expenditures of the Sangguniang Kabataan for one (1) fiscal Year,
Shall be prepared in accordance with the approved ABYIP and in Section 3.3.2.2 states that the
SK Chairperson, with the assistance of the Sangguniang Kabataan Treasurer shall prepare the
Sangguniang Kabataan Annual Budget consisting the following; (i) estimates of income; and (ii)
expenditure program.

WHEREAS, the Sangguniang Kabataan Chairperson together with the assistance of the
Sangguniang Kabataan Treasurer prepared the Sangguniang Kabataan Annual Budget of the
Sangguniang Kabataan of Barangay #15 Darasdas, Solsona Ilocos Norte from the period of
January 01, 2024 to December 31, 2024.

WHEREAS, pursuant to Article 2 Section 12 of the 1987 Philippine Constitution states that “the
state recognizes the vital role of the youth in nation- building and shall promote and protect their
physical, moral, spiritual, intellectual and social well-being, it shall include in the youth, patriotism
and nationalism and encouragement their involvement in public and civic affairs”;

Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section 8 paragraph (a) states
that “in consultation and with the concurrence of Katipunan ng Kabataan, and within 3 months of
assumption of office, formulate a 3 year rolling plan, which shall be known as the Comprehensive
Barangay Youth Development Plan (CBYDP), Which shall serve as the basis of the Annual
Barangay Youth Investment Program (ABYIP)”;

WHEREAS, the Sangguniang Kabataan, with the concurrence of Katipunan ng Kabataan of

Barangay #15 Darasdas, Solsona, Ilocos Norte draft and approved Annual Youth Investment
Program (ABYIP).

WHEREAS, the ABYIP shall contain the specific programs, projects and activities with the
corresponding project costs including the necessary fund flows to approximate the reasonable
timing in the release of funds;

WHEREAS, the ABYIP shall reflect the total resource requirements for budget year;

NOW, THEREFORE, on motion of Sangguniang Kabataan Member Sandy Boy G. Ramos Jr.
duly seconded by the present of the body, it was;

RESOLVED, as it hereby resolved to approve the Sangguniang Kabataan Resolution No.

2023 – 01 at Sangguniang Kabataan of Barangay #15 Darasdas, Solsona, Ilocos Norte;

RESOLVED FURTHER, that copies of this resolution be furnished to the Sangguniang

Barangay, the Municipal Local Government Operation Officer and other concerned for their
information and reference.

WHEREAS, Pursuant to Article 2 Section 12 of the 1987 Philippine Constitution states that “the state recognizes the
vital role of the youth in nation- building & shall promote & protect their physical, moral, spiritual, intellectual & social:
well-being, it shall include in the youth, patriotism & nationalism & encouragement their involvement in public & civic
affairs”,

WHEREAS, the Comprehensive Barangay Youth Development Plan shall serve as the basis for the preparation of
the Annual Barangay Youth Investment Plan (ABYIP), and shall be aligned with the Philippine Youth Development Plan
(PYDP) and Local Youth Development Plan (LYDP)

WHEREAS, Implementation Rules and Regulations of Republic Act 10742 also known as the Sangguniang
Kabataan Reform Act of 2015 provides in Chapter 11 Section 8 paragraph (a) states that “In consultation & with the
concurrence of the Katipunan ng Kabataan, & within three (3) months from assumption of office, formulate a three (3)
year rolling plan which shall be known as the Comprehensive Barangay Youth Development Plan, which shall serve as
basis in preparation of the Annual Barangay Youth Investment Program,;

WHEREAS, The Sangguniang Kabataan, with the concurrence of the Katipunan ng Kabataan of Barangay #15
Darasdas drafted and approved a Comprehensive Barangay Youth Development Plan.

NOW, THEREFORE, on motion of KK Member Samantha Mae D. Agustin and duly seconded by John Paul C.
Maneja be it resolved as it hereby resolved by Katipunan ng Kabataan of Barangay #15 Darasdas, Solsona, Ilocos Norte
in session duly assembled to approve Resolution 01, “A RESOLUTION APPROVING THE COMPREHENSIVE BARANGAY
