Resolution to Dissolve House Resolution No. 5

This document is a resolution passed by the House of Representatives of Northern Mindanao Colleges to formally dissolve an earlier resolution regarding the imposition of a new political party system for student organization elections. The dissolved resolution undermined democratic principles by guaranteeing positions to candidates based on vote counts rather than qualifications. The new resolution reverts the election process to be fair, transparent and based on candidate merit and the student body's votes. It was unanimously approved.

A Resolution for the Formal Dissolution of House Resolution No. 5 Series of 2022-2023
FOURTH REGULAR SESSION
HOUSE RESOLUTION NO. 4
Series of 2023-2024

Whereas, the previous administration passed a resolution proposing the imposition of a new party
system for the selection of student organization officers, wherein candidates with lower votes would
be guaranteed fixed positions in organizations they did not run for;
Whereas, the House Resolution No. 5 undermines the principles of fair representation and
democratic election processes within student organizations;
Whereas, the proposed system leads to discrimination among officers based on the number of votes
received, rather than merit or suitability for the respective positions;
Whereas, candidates who did not run for positions in certain organizations should not be
automatically assigned to those positions, as it goes against the fundamental right of students to
choose the organizations they wish to be a part of;
Whereas, the Student Government should be elected based on the merits and qualifications of the
candidates, rather than through a system that guarantees positions based on vote counts;
Whereas, it is the duty of this current administration to uphold the principles of fairness, transparency,
and student representation within the school community;

NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved by the House of Representatives

upon the motion of Grade 12 Representative Hon. Ariel II. B. Gabisan and duly seconded by
Grade 11 Representative Hon. Jvann Parativo and all members of the House of Representatives
that:
1. The resolution passed by the previous administration, which suggests the imposition of a new
political party system for student organization officer selection, is hereby dissolved.
2. All provisions outlined in the dissolved resolution shall no longer be considered valid or
enforceable.
3. The election process for student organization officers shall revert to a fair and democratic
system where candidates are elected based on their qualifications, suitability for the positions,
and the votes they receive from the student body.
4. Any automatic assignments of candidates to positions in organizations they did not run for
shall cease immediately.
5. The Student Government and all student organizations shall conduct elections in accordance
with the principles of fairness, transparency, and democratic representation.

It was further resolved that the House of Representatives has concurred that House Resolution No. 4
Series of 2023-2024 has been duly unanimously approved.

APPROVED AND ADOPTED this 15th day of March 2024.
