BARANGAY EXECUTIVE ORDER NO. 04
Series of 2024
“REORGANIZATION OF THE BARANGAY PEACE AND ORDER COUNCIL (BPOC)”
WHEREAS, threat to peace and order posed by criminality, insurgency and subversion
requires the dedicated efforts of all government officials and citizens;
WHEREAS, it is the duty of local government, the law enforcement agencies, the
prosecution services, and similar institutions of government operating in the locality to assist
the local chief executive in the proper enforcement of the laws and the administration of
justices;
WHEREAS, pursuant to Executive Order numbered three hundred nine (E.O. 309) as
amended series of 1988 wherein the local peace and order council shall have the same
composition and functions as those prescribed in the said Executive Order;
NOW THEREFOR, I, , Punong Barangay of Barangay
, , , by virtue of the powers vested in me by law, do
hereby order the reorganization of the Barangay Peace and Order Council with the following
provision;
Section 1. Composition. The Barangay Peace and Order Council shall be composed of the
following:

Section 2. Powers and Functions. The Barangay Peace and Order Council Shall:
Formulate plans and recommend such measures which will improve or enhance peace
and order and public safety in their respective areas of responsibility;
Monitor the implementation of peace and order programs and projects at the
provincial, city or municipality and barangay levels and the operation of civilian
volunteer self-defense organizations and such other counter-insurgency programs and
activities;
Make periodic assessment of the prevailing peace and order situation in their respective
areas of responsibility and submit a report thereon with recommendation to the
chairman of the peace and order council, as the case may be, at the provincial and/or
municipal levels;
Perform all other functions assigned by law, the President, or the National Peace and
Order Council.
Section 3. Secretariat.
The secretariat shall handle the administrative and technical activities. The secretariat
also shall prepare plans and programs for the consideration of the council; supervise, direct and
monitor, for the council, implementation of the approved policies, plans programs; undertake
coordination of activities with appropriate agencies of the government and provide a forum for
interdisciplinary dialogue and deliberation of major issue and problems affecting peace and
order.
Section 4. Meetings.
The Barangay Peace and Order Council shall meet at least once every month and time as
may be determined by the members. Minutes of the meetings shall be prepared by the
secretariat duly signed by the secretariat duly signed by the secretariat head and the attendees
with the corresponding attendance sheet attached to the minutes.
Section 4. Effectivity. This Executive Order shall take immediately upon its signing.
