Lesson 2 in the National Level
As an adolescent, you experience numerous health issues that pertain to your well-
being. This module will help you recognize and understand how the government works with
various institutions and sectors to address issues and concerns. It is important to know and
understand these policies because they embody your rights as a citizen of the country. Be
aware. Be knowledgeable. Practice your rights.
So, let’s get started!
Introductory Message
Dear Facilitator:
This module gives the learner and the parents/guardians/siblings an opportunity to
recognize and understand how the government works with various sectors to address
national health trends, issues and concerns in our country. The lessons require reading
(silently or aloud) to further enhance the reading and comprehension skills of the learner.
A Pre-Test is given to the Learner for a simple diagnosis about the lesson. An
Answer Key is provided on a separate sheet at the back of this module. Please make sure to
assist the learner in answering the tests and activities honestly to ensure reliability of
gathered information.
Furthermore, please remind the learners to use separate sheets in answering the
pre-test, self-check exercises, and post-test, properly labelled.

Substance Use and Abuse
Gateway drugs may be considered as windows to unprotected sex. These are
drugs “that people use initially that may eventually lead to the abuse of illegal drugs”
(Galvez Tan, et al., 2009). Alcohol and tobacco are gateway drugs. When alcohol is
consumed, the central nervous system is affected. Thus, a person is more vulnerable to
doing dangerous acts because of depressed decision-making skills.
Republic Act No. 9165 or the Comprehensive Dangerous Drugs Act of 2002
protects citizens from the harmful effects of dangerous drugs to their physical and
mental well-being. According to the policy, here are some which are considered as
unlawful acts and are subject to penalties and fines.
a. Importing of dangerous drugs and/or controlled precursors and essential chemicals
(narcotic drugs and psychotropic substances)
b. Selling, trading, administering, dispensing, delivering, distributing, and
transporting dangerous drugs and/or controlled precursors and essential
chemicals
c. Maintaining a drug den, drive, or resort
d. Manufacturing of dangerous drugs and/or controlled precursors and essential
chemicals
e. Manufacturing or delivery of equipment, instrument, apparatus, or other
paraphernalia for dangerous drugs and/or controlled precursors and essential
chemicals
f. Possessing dangerous drugs, equipment, instrument, apparatus, or other
paraphernalia
g. Possessing dangerous drugs during parties, social gatherings or meetings
h. Cultivating or culturing plants classified as dangerous drugs or sources of such
i. Unnecessary prescribing dangerous drugs
On the other hand, Republic Act No. 9211 or the Tobacco Regulation Act of
2003 protects people from the sale, use, and advertisements of hazardous tobacco
products.
In order to promote a healthful environment, the Act absolutely bans smoking in
public places, most especially in centers of youth activities, elevators and stairwells, fire-
hazardous places, within public and private hospitals and medical clinics, airport and other
terminals, and food preparation areas. In this light, a designated smoking and non-smoking
area should be utilized.
The Act also restricts access to sale of tobacco products to minors. Tobacco may
not be put in a vending machine, unless it verifies age, and may not be sold within 100 meters
of a school. Should tobacco be sold, there should be proper signage that indicates target
consumers.
When it comes to advertising and promotions, the Act provisions the printing of
warnings on cigarette packs in either Filipino or English. In addition, health warnings should
also be included.
Lastly, the government should provide programs and projects for those who shall
be affected by the passing of the Act. One example of which are the tobacco growers.

The Act provisions the establishment of a cooperative and assistance program for the said
people.

PRACTICE TASK 2
The Tobacco Regulation Act of 2003 requires the printing of warnings on cigarette
packs.
Directions:
1. Do this activity on a clean piece of paper to be pasted on your activity notebook.
2. In your paper, draw a pack of cigarettes (refer to the image at the next page for
example). Make it about ¼ the size of a bond paper for the labeling purposes.
3. Design the pack of cigarettes with your own version of warning label either in
English or Filipino. You may use coloring materials available at your home if you
wish to do so.

Situation No. 1:
Juan is a retired personnel who was able to acquire several assets like lands and
buildings under his name. Because Juan owned several real estate properties, his close
friend Pedro asked to borrow his private resort in Baguio for “personal use” on which Juan
agreed. Without Juan’s knowledge, Pedro used the private resort to be his drug den for
selling illegal drugs. The police found out about the drug den through their buy bust
operation.

Situation No. 2:
Selia just opened up a new sari-sari store named “Selia’s Sari-Sari” in front of
Mabuhay High School. Her sari-sari store sells various things including snacks, school
supplies and basic needs. To give in to customer demands, Selia’s husband Caloy decided
to also include cigarettes in their selling items. Caloy did not put up proper signage on target
customer for selling cigarette in their sari-sari store.
