1. PURPOSE AND SCOPE


The purpose of this Inclement Weather Plan is to detail arrangements agreed for the planning,
preparedness/prevention, response and recovery from rain/flood incidents within the project
As such, the scope of the Plan is to:

 Identify the risk.


 Support the implementation of measures to minimize the causes and impacts of incidents within the
project.
 Detail Response and Recovery arrangements including preparedness, Incident Management,
Command and Control.
 Identify linkages with Local, Regional and State emergency and wider planning arrangements with
specific emphasis on those relevant to described emergency.

The main purpose of this plan is to quick, effective and appropriate response to emergencies in order
to protect the public and personnel from fatalities and irreversible health effects, the company from
loss of property, plants, and equipment, and environmental damage.

An IWP addresses worst-case emergency scenarios, potential hazards to persons, and systems
required for adequate response. The objective of this procedure is to safely rescue and evacuate all
personnel from dangerous areas during heavy rain, accumulation of water, and flooding and to reduce
the severity of loss in the safest manner as much as possible.

2. APPLICABILITY
The severe weather response procedure applies to AST-ERP-E1 (ZONE A ASTRA CONSTRUCTION AL
AROUS ROSHN PROJECT, JEDDAH)
3. RESPONSIBILITIES

3.1 CONSTRUCTION MANAGER.


Provision of adequate resources in terms of personnel, time, and finances for implementation of the
requirements for providing emergency response services on Site manager shall make decisions as
to the plan to be followed and will take immediate and appropriate action as he receives the
information of any weather impact, and will take initiative as per the weather forecast to implement
necessary arrangements.

3.2 HSE MANAGER


HSE Manager shall keep constant communication with site team and make the necessary
arrangement to deal with the any weather emergency situation. HSES Manager Responsibilities
shall be applicable as per site Emergency Response Plan,
INCIDENT COMMANDER
In the event of any emergency, the site HSE Manager shall become the Incident Commander. As
Incident Controller, he will be in charge in management of the emergency situation and shall take
the appropriate actions with full assistance from other members of the project Emergency Response
Team
3.3 EMERGENCY RESPONSE TEAM
Emergency response team must be organized and consisting of trained personnel. The incident
commander shall manage the emergency response team. ERT shall be available during all shifts to
deal with any other related emergency.

3.4 FIRST AID MEMBERS


First aid members shall be third-party certified and trained staff who are identifiable through the
“Trained First Aider” sticker on their helmets.

4. DEFINITIONS

Incident:
Unexpected and undesired event that can cause personal injury or property loss/damaged.

Emergency:
Is an accident with the potential to cause greater harm which requires an immediate action normally
of larger scale and a great deal more of information flow? It may include fire, explosions or toxic release
that may result in injuries in a specific location or immediate surrounding areas.

Emergencies can be classified into four types:


a) Minor: An emergency situation that could be controlled by the working team and could result in
the use of portable fire protection equipment’s.
b) Moderate: An emergency situation, that could be controlled by the fire emergency team and
could be controlled by the use of mobile or fixed fire equipment/systems.
c) Major: An emergency situation, which may require the mutual aid and support of external
organizations such as special function teams (Civil Defense Rescue or Hospitals) and additional
manpower to control the situation.
d) Catastrophe: A major uncontrolled hazard that presents a danger to life and properties, which
requires massive support from external organizations and government agencies.

Designated Shelter Area:


An above-grade or internal room or hallway without windows is designated as a sheltered area during
any worst weather condition. ATSRA has a state-of-the-art shelter area for the workers which is fully
covered & insulated.

Severe Thunderstorm:
Issued when one or more of the following occurs: wind gusts > 90 km/h; hail > 2 centimeters in
diameter; rainfall > 50mm within 1 hour.

High Winds:
High winds are known to cause damage, depending upon their strength.

Tornado:
A dangerous rotating column of air in contact with both the surface of the earth and the base of a
cumulonimbus cloud (thundercloud) or a cumulus cloud.

Dust/Sand Storm:
An unusual form of windstorm that is characterized by the existence of large quantities of sand and
dust particles carried by the wind

Hail:
Any form of thunderstorm that produces precipitating hailstones is known as a hailstorm.

Heavy rainfall and flooding:


Heavy rainfall can lead to a number of hazards, most of which are floods or hazards resulting from
floods. Flooding is the inundation of areas that are not normally under water.

Lighting:
Lightning is an electrical discharge caused by imbalances between storm clouds and the ground,
or within the clouds themselves. Most lightning occurs within the clouds.

5. PRE SEVERE WEATHER CONDITIONS

5.1 Emergency Response Team:


The emergency response team shall be utilizing the Site emergency response plan (Provision of
Shelters:
Designated areas, shelters, or buildings shall be indicated on the plot map and communicated with
the all work workforce. All people be aware of where they shall go in case of a weather emergency.
(Attachment: B).
5.2 Monitoring of Weather Forecast:
The HSE Manager/Environmental Manager shall monitor the weather forecast and diASTRAinate
the information if there is any expected severe weather condition. Records shall be maintained.

5.3 Grounding:
All equipment (welding generator, welding machine, panel boards, etc.), all buildings, temporary

facilities live electrical equipment, and live buildings shall be provided lighting protection.

5.4 Equipment Protection from Rain:


For all electrical equipment, panel boards shall be provided shelter or any kind of temporary or
permanent shelter to prevent rain effects on the equipment.

5.5 Water Channels, Sewage Line:


All water channels, sewage line, and drains shall be kept clear to avoid accumulation of water.

5.6 Dewatering from Excavations, Manholes, others:


Water pumps shall be available for dewatering from the excavations, manholes, others.
Subcontractor shall have standby and inspected water pumps available to use when it is required.

5.7 Traffic Management / Vehicle Use to Transfer the People.


Traffic shall be controlled by HSE Team, where the routes shall be marked on the plot plan,
(Attachment C).
ROSHN approved detail list of vehicles and drivers must be available and diASTRAinated, to deal
with any emergency related weather conditions. Only good condition road surface and elevated
areas shall be allowed to move the traffic to evacuate the people from the site.

5.8 Uncontrolled situation:


In case required help from external rescue agencies as: Civil Defense, ambulance, or hospital in a
contingency situation. Management must communicate with the nearest external rescue agencies to
get help.

5.9 Assignment of Responsible Persons:


ASTRA areas responsible persons contact list must be available and dissiminated, to deal with
any emergency case.
 The area responsible supervisor shall take the lead to shutoff all equipment and power supplies.
 The area responsible supervisor shall also help to evacuate the people.
 After the emergency responsible supervisor shall inspect the area before
commencing the activity.

6. DURING SEVERE WEATHER CONDITIONS

6.1 Heavy Rain


During heavy rain all people shall immediately proceed to the nearest shelter. Area assigned
responsible supervisor shall immediately switch off the temporary electrical equipment. All people
shall evacuate before accumulation of water or flooding in the area.

All vehicles and equipment shall be removed to a safe location before all surfaces becomes wet.
Supervisor and HSE representative shall relocate the vehicles, before accumulation of water on low
ground level areas.

If the heavy rain starts ERT shall be activated and shall act according to the situation. In case a
person or vehicle got stuck on water and ASTRA required help form external rescue agencies like
civil defense, ambulance, or hospital in contingency situation. Management must communicate to
nearest external rescue agencies to get the assistance.

Once an EMERGENCY is declared all work permits shall be canceled and before re-commencing
the activity all work permits will only be re-issued after the site inspection/verification and declared
safe by area responsible persons, only then the work activities will resume.

6.2 High Winds/Sand Storm


As per pre-information of weather forecast, the information shall be disseminated to all. Site
inspection shall be conducted and safety precaution shall be taken accordingly. Work at Height and
Lifting activities shall cease when the prevailing wind factor reaches or excess 32kph.

In case of strong winds all work at height and lifting activities shall be stopped immediately. All
equipment shall be stopped, and traffic movement at site shall be stopped. People shall not be
allowed to openly expose to the strong winds
In case of sand storm, all project site activities shall be suspended, no one shall be allowed to
expose (perform the activity) during the sand storm.

In worse condition ERT shall be activated to immediately deal with the emergency. Once an
EMERGENCY is declared all work permits shall be canceled and before re-commencing the activity
all work permits will only be re-issued after the site inspection/verification and declared safe by area
responsible persons, only then the work activities will resume.

6.3 Flooding
In case of flooding immediate plant emergency shall be declared by joint Company/Contractor Site
Management. ERT shall be activated to deal with the situation as per the site emergency rescue
plan All people shall move to the shelter and immediately shall be transferred off-site with the help
of buses or similar vehicles, no one shall be allowed to stay at the site.

As per the information of the weather forecast, all vehicles shall be removed from the lower ground
area where there is a possible accumulation of water. In case of contingency or uncontrolled event
(person or vehicle stuck in water) and ERT is unable to assist, then the HSE Manager shall
communicate to nearest external rescue agencies like Civil Defense, and Hospital for external help.
As per the site emergency response plan.

the activity all work permits will only be re-issued after the site inspection/verification and declared
safe by area responsible persons, only then the work activities will resume.

6.4 Water Accumulation


In case the water accumulates in trenches, excavations, manholes, in buildings, no one shall be
allowed to enter inside this area, no one shall stay near the area and work activity shall be

suspended until it is declared in safe condition. ERT shall take lead to avoid any personnel moving
in the water and wet area.

Once an EMERGENCY is declared all work permits shall be canceled and before re-commencing
the activity all work permit will only be re-issued after the site inspection/verification and declared
safe by area responsible persons, only then the work activities will resume

6.5 Medical team


ASTRA medical team shall be readily available to attend any required treatment. In case of worse
scenario resulting in catastrophic injuries Site manager shall contact with consultant to provide
external help.

7. POST SEVERE WEATHER

7.1 Activities Before “ALL CLEAR” Announce


Before announcing ALL CLEAR and before starting/commencing work activities, the following steps
shall be taken:

7.1.1 Dewatering
All trenches, excavations, manholes, etc., shall undergo dewatering and after letting the area dry,
inspection will be conducted by the assigned supervisor along with the area safety representative
to secure the welfare of workers before the activity shall be allowed to commence

7.1.2 Work at Height (Scaffold)


Before resuming work at height activities all scaffoldings and scaffolding platforms shall be re-
inspected by an approved Scaffold Inspector, only after passing this inspection work at height
activities be allowed to resume. Otherwise, scaffolding shall be RED tag and required modification
or action shall be done according to as recommended by the scaffold inspector. All Inspection
records shall be kept for records and auditing purposes.

7.1.3 Work at Height (Structures, Roof)


All structures and roofs shall be re-inspected by the area supervisor along with HSE to check that
the condition is safe and able to continue the activity. All Inspection records shall be kept for records
and auditing purposes.

7.1.4 Electrical Equipment


All electrical equipment shall be inspected by competent person before use. All Inspection records
shall be kept for records and auditing purposes.

Electrical use shall not be allowed to use until the structure area or other material become dry.

7.1.5 Heavy Equipment


All heavy equipment including cranes shall be inspected before resuming work, equipment inspector
shall check all equipment before operation shall be allowed. All work permits must be re issued. All
Inspection records shall be kept for records and auditing purposes.

7.2 All Clear


Management shall check the situation and after checking and verifying the safe site condition then
“ALL CLEAR” shall be announced.

All New work permits shall be re-issued after checking and the situation verified as per the below
criteria:

1. Incident/Accident Occurs – Site supervisor


2. First Aid administer if required
3. Site supervisor informs HSE Supervisor
4. HSE Manager / Representative (Control Commander) informs Emergency Services Immediately
for arrangements of transportation
5. Control Commander informs HSE followed by Project Manager and Security Representative
6. Control commander informs nearest Hospital/Clinic including first Aider/Nurse for ambulance in
case of any human injury or fatality
7. On arrival of the HSE Manager the control commander will hand over to the duty director overall
command of the incident and assist the site supervisor
8. Consultant Management Informed
