OTHER PURPOSES.

📌2 Declaration of Policy
📌3 Composition:
✅Appointed by the President of the Philippines
✅Recommended (2 per vacancies) by the Commissioner of the Professional Regulation Commission. – (CBQ)
✅Nominated (3 nominees per vacancies) by the Philippine Nurses Association
📌4 Qualifications of the Chairperson and Members of the Board
✅Membership to the Board shall represent the three (3) areas of nursing, namely: nursing education,nursing
serviceand communityhealthnursing.– (CBQ)
✅Six (6) members of the Board -RN plus holder of a master’s degree in nursing, education or other allied
medical profession conferred by a college or university duly recognized by the Government: (CBQ)
📌5 Requirements of Qualified BON members ✅NOThave any PECUNIARY interest
📌6- 3 years appointment & Term of Office of Each BON
✅HOLD OVER doctrine is practiced- Extended ang term of office ng isa BON hanggat wala pang hahalili sa
kanyang pwesto, this is to avoid vacancy of the Office.

📌8✅Role of the BON- Issues our Licenses; therefore sila lang ang pwedeng bumawi nito.
✅Role of the PRC(CBQ)- Custodians of the minutes of Deliberations, RECORD KEEPER
Accepts Cases both Administrative and Civil, but not Criminal Cases
📌9 Duties & Powers, Determinative Powers of BON
✅ Discretionary Power- paggawa ng mga test questions
✅Examining Powers- yearly exam (2x a year)
✅Ministerial Power- Administer the Oath Taking
✅Executive Power- Law Enforcers 9173(Nursing) 7392(Midwife)
✅ Enabling- enabling your license, so pwede ka na mag practice ng profession mo.
CHED lang ang pwedeng magpasara ng mga Low Rating Schools, but it is from the RECOMMENDATION of
the BON
Different POWERS of BON:
✅Quasi – Executive- Execute or Implement the policies *E for E
✅Quasi – Legislative power- Law Enforcing * L for L
✅Quasi – Judicial power- Justice is done kapag may nag kakaso sa atin (iimbestigahan muna before irevoke
yung license) *J for J
Dito papasok si *summon- ipinatatawag ka ng court na dapat ikaw ay sumagot sa reklamo laban sayo.
*subpoena- pinatatawag ka upang tumayong witness.
✅Corrective/Directing power - kapag nawala mo ang license mo, or nasunog pagawa ka ng *AFFIDAVIT OF
LOSS (CBQ)
✅Dispensing power - pwede maging excempted sa pagtake ng board exams yung foreigners if merong
unilateral aggreement ang philippines sa bansa nila. pwede sila mag parctice as a nurse dito, and pwede din tayo
magpractice as a nurse dun sa bansa nila
✅Examining power- pag conduct ng examinations (2x a year, falls under Monday)

📌11 Removal of Board Members. * si President lang ang pwededng mag tanggal sa isang BON, but
RECOMMENDED ni PRC(CBQ)
GROUNDS PARA MATANGGAL SI BON:
✅Neglect of Duty- continuous or prolonged failure, kapabayaan
✅Incompetence- Incapacity, Inability * I for I
✅Dishonorable conducts- candalous behaviors and immoralities, pagdungis sa malinis nating uniporme.
✅Unprofessional conducts VIOLATION OF THE CODE OF CONDUCT(CBQ) Acts that are contrary to the
code of [Link] unprofessional.
sa Case naman nating mga NURSES/MIDWIVES:
pag may nag file ng CIVIL CASE against sa atin PRC ang tatanggap ng lekramo, pero BON ang magrerevoke
or mag sususpend sa atin.
we can be held responsible for - VIOLATION of the CODE OF ETHICS, UNPROFESSIONALISM
📌12 Licensure Examination - Dapat pumasa tayo sa EXAM!!!!! (papasa na ako sa MAY 2023 EXAM)

📌13 Qualifications for Admission to the Licensure Examination-
✅Graduate of BSN (degree holder) in a government recognized and duly accredited institution. (CBQ)
📌14 Scope of Examination
✅NP 1-5
📌15 Rating- 75% passing rate
📌16 Oath- All successful candidates in the examination shall be REQUIRED to take an oath of profession
before the Board or any government official authorized to administer oaths prior to entering upon the nursing
practice.
Meaning HINDI kapa ganap na NURSE/MIDWIFE kung hindi ka nakapag OATH taking.
✅si BON lang ang pwede magpa OATH taking
✅ if hindi ka nakapag oath taking, hindi ka rin pwede basta-basta magoath taking sa mga government officials
unless AUTHORIZED ni BON yung government official na yun.
📌17 Issuance of Certificate of Registration- si PRC ang magiisue ng plastic na lisensya, pero si BON ang
nagbigay nyan ha! wag ka ma LITO ATIENZA dyan! dba nga si BON ang nagbigay, sya din ang pwedeng
bumawi ng license natin.
✅ Certificate of Registration must have R.O.S.A. (CBQ)
📌18 Fees for Examination and Registration
📌19 Automatic Registration of Nurses- ipso facto(by that very fact or act)
📌20 Registration by Reciprocity
✅RELATIONSHIP BETWEEN TWO COUNTRIES- Certificate of registration/professional license may be
issued WITHOUT examination.
✅Grant the same privileges to registered nurses of the Philippines

📌22 The Board shall refuse to issue a certificate of registration to any person CONVICTED (proven guilty) by
a court of competent jurisdiction of any criminal offense involving MORALTURPITUDE , and to any person
guilty of IMMORAL or DISHONORABLECONDUCT.
📌23 BON have the power to revoke or suspend the validity of a certificate of registration of a nurse.(CBQ)
GROUNDS FOR SUSPENSION/REVOCATION:
✅Practicing profession during suspension of such practice
✅Any of the causes mentioned in any preceding sections.
✅Incompetence (gross incompetence)
✅Negligence and malpractice
✅Fraudulent misrepresentation
✅Unprofessionalconducts
✅Lackofknowledge(Serious ignorance)
Fraudulent misrepresentation uses fraud, deceit or false statements to obtain a certificate of registration. (CBQ)
REMEMBER: A license is NOT a permanent right. License is just a mere PRIVILEGE, a license does not vest
absolute rights in the holder. The Government needs to control the practice. Thus, without offending the due
process and the non-impairment clauses of the Constitution, it can be suspended or revoked by the State in the
public interest. (CBQ)

PROFESSIONAL REGULATION COMMISSION -REGULATE AND SUPERVISE the practice of the
professionals except Lawyers- Supreme Court handles their exam
TAKE NOTE: The Professional Regulation Commission (PRC), is a three-man commission attached
to Department of Labor and Employment (DOLE).
PRC is placed under the Office of the President for general supervision and coordination.
PRC plays a strategic role in developing the corps of professionals
PRC is the office who has the custody of records including the following:
✅Papers ( examination papers and results)
✅Records of minutes of deliberation
✅Cases ( administrative) and investigation- most cases are that of Civil and Administration, not Criminal
Cases( it is handled by the MTC, RTC, Supreme Court)
PRC FUNCTIONS:
✅Quasi-Judicial-Investigates cases against erring examinees and [Link] the lapse of the period
within which to file an appeal (15 days), Commission decisions become final and executory.
✅Quasi-Legislative- Formulates rules and policies on professional regulation.
✅Executive- Administer, implements, and enforces the regulatory policies of the national government
Certificate of registration- Activates the License.
Professional license- 3 years Validity UPON REGISTRATION
Republic Act 8981 - "PRC Modernization Act Of 2000"- why we have our Leris accounts. Our datas,
requirements are stored.
Ethics – A system of MORAL PRINCIPLES or moral standards governing conduct.
UNPROFESSIONAL ETHICS – Violation to code of conduct/ethics
Examples: spreading gossips, breach of confidentiality, physical abuse to patient, Malpractice,
negligence, dishonesty.
Morals - Human conduct in the application of ethics.
- Concerned with JUDGMENT PRINCIPLES of right and wrong in relation to human actions and
character.
Moral Principles:
1. Golden Rule - “Do unto others as you would have them do unto you.”
2. The principle of Totality – The whole is greater than its parts (HOLISM)
3. Epikia – There is always an exemption to the rule (CBQ)
Code of Ethics Vs. Code of Conduct- Code of ethics involves Decision Making; it is general in nature and
focuses on the values and principles, while Code of conduct is the action of a professional; it is a specific
behavior and it focuses on compliance to the rules.
BIOETHICAL PRINCIPLES AND MORAL PRINCIPLES
Autonomy -agreement to respect another's right to self-determine a course of action
- support of independent decision making.
- Autonomy refers to self-rule, or self-determination
- entails the ability to make a choice free from external constraints
- "Auto" means self, may karapatan po ang bawat isa saatin na magdesisyon sa kanyang sarili. Tandaan
mo na kahit na alam nating ikakapahamak ng pt ang kanyang desisyon, atleast ginawa natin ang dapat,
nagbigay tayo ng education, at alam ng pt ang consequences ng kanyang desisyon.
Example: In clinical situations nurses respect a patient’s autonomy, where the patient is allowed the freedom of
choice regarding treatment, such as in decision making
Informed consents & advance directives
Halimbawa, ito po ang main reason kung bakit humihingi tayo ng informed consent sa pt before mag-
undergo ng surgery.
Patient withdraws or did not agree for the surgery or procedure.
Jehovah witness refuse to receive blood products
Cancer patient refuse to continue her his chemotherapy
Mother refuse to allow her child to be immunized.
Mother who wants to deliver without anesthesia.
BENEFICENCE- DOING GOOD, an act that BENEFITs the patient, the effects of which are AFTER
doing what is GOOD for the Patient
From the word "benefit" ginagawa po natin dito kung ano ang sa tingin nating makaka-benefit sa pt. eg:
nagbibigay tayo ng vaccines sa baby para makaiwas ito ng sakit kahit na alam nating masasaktan sila sa tusok
ng karayum/syringe. Sa huli, mas matimbang parin ang 'benefits' ng vaccine sa sakit na maidudulot neto bata.
Isa pang example ay ang health teaching.. We know na malaki ang benefits ng health teaching sa pt, kaya pasok
po ito sa beneficence.
Examples:
Resuscitating a drowning victim
Providing pain medication as soon as possible to an injured patient in the emergency room
Lifting side rails on a patient’s hospital bed to prevent falls
Providing vaccinations
Performing daily tasks for patients who are unable to carry them out alone
Helping newly admitted client who has a psychotic disorder to feel safe in the facility
NONMALEFICENCE - DO NO HARM; core of medical oath and nursing ethics, It is an act done
BEFORE any harm may happen to the patient
Ang isa sa mga importanteng linya sa nursing pledge natin ay ang "I will abstain from whatever is
deleterious and mischievous, and will not take or knowingly administer any harmful drug." Magandang
halimbawa ito ng non-maleficience.
Kapatid, bilang isang HCW (health care worker), isa po sa mga dapat nating gawin ay ang iwasan ang
magkaroon ng harm sa pt as much as possible. Although may mga situations po talaga na hindi maiiwasan ang
harm, still, ang goal po natin ay ang i-minimize ang harm. Isang halimbawa neto ay ang chemotherapy sa pt na
may cancer; alam natin na may harmful effect ang chemo pero mas matimbang ang magandang naidudulot neto
sa pt.
Isa rin po sa mga simple example neto ay ang pagtas ng nurse sa side rails ng bed ng pt para maiwasan ang
harm na pwedeng mangyare.
Sa pamamagitan non-maleficience na principle, nagiging mindful tayo na pwedeng magkaroon ng harm minsan
sa procedure, at titimbangin natin kung anong harm at benefit neto sa pt.
EXAMPLES:
R eporting any suspected abuse
A pplying restrains with proper padding for restless patients to prevent injury
D O Checking blood products before administering to prevent blood transfusion related complications
M aintain safety of patient with call bell, safety side rails, hand bars in restrooms
Fidelity- Loyalty (sana ALL)- principle requires loyalty, fairness, advocacy, and dedication to our patients.
- involves an agreement to keep our promises, keeping a commitment and is based upon the virtue of
caring.
Example: a nurse is offered twice the salary to move to a new hospital, pero nagdecline si nurse kasi ayaw loyal
sya sa hospital. Another is pinagtanggol ni nurse ang hospital na pinagtatrabahuhan nya dun sa naninira sa
hospital.
Justice- EQUAL and FAIR treatment-involves giving each client his or her due and acting fairly
- refers to an equal and fair distribution of resources
- more on "equity" ang message ng justice na principle.. Sa equity, binibigay po natin kung ano ba ang
kailangan at dapat sa isang tao. For example, maraming tao ang nangangailangan ng organ transplant,
pero ang available isang organ lang.. Sa pamamagitan po ng justice ay matitimbang natin kung sino ba
talaga ang dapat bigyan ng organ na ito.
- Same din po ito sa community, mas priority po natin ang poor sa community compared sa mayayaman.
Mas kailangan tayo ng poor kaya sila ang uunahin natin.
- Mejo magkaiba po ito sa equality na "treating everyone the same" at sa equity "giving everyone what
they need." Pero both equality and equity ay applicable sa justice na principle.
Example: -pagpunta ni nurse sa far flung areas, pagbigay ng same amount of care kahit pa mahirap ang
kanyang patient
Paternalism- Acting for patients without their consent to secure good or prevent harm.
Example: A surgeon waived the consent (signs the consent) in behalf of his unconscious patient ability to give
consent, or a treatment or procedure.
Deontology- judges the morality of an action based on the action's adherence to rules; relationship between
duty and the morality of human actions
Utilitarianism This theory supports what is BEST for most people.
- “DO THE GREATEST GOOD TO THE GREATEST NUMBER”
- what is best for most people, the belief that a morally good action is one that helps the greatest number
of people
- states that the rightness or wrongness of an action depends on the consequences of the action.
Veracity- Honesty; credibility; truthfulness
Example: reporting any medication error done.
