Draft Resolution 1.

The United Nations Security Council


The Russo-Ukraine Conflict
Signatories: Bangladesh, Russia, United Kingdom

The General Assembly,

Bearing in mind the growing unrest and hostility in the region and that such unrest will lead
to a potential nuclear confrontation,

Keeping in mind the expansion of NATO was one of the causes of such a conflict,

Noting that military aid being provided to both sides is further worsening the situation,

Reaffirming that continuing to worsen conflict threatens not only the security of the two
countries involved but also the entire world,

Taking note of previous treaties regarding the conflict and how they proved to be ineffective,

Apprehends that third party involvement is a major factor in triggering Russian aggression,

Approving of the idea of the settlement of the conflict through bilateral means,

Aware of the existence of disputed regions in Ukraine,

Calls for the implementation of the SHARJI framework as proposed by Russia that is in the
interests of both parties involved:

a. S: Sanctions placed on Russia will be removed,


b. H: Halt all military aid being provided to Ukraine,
c. A: An investigative team under the UN will be hired to look into the claims of WMDs
present in Ukraine,
d. R: Referendums to be held through electronic voting which will determine whether
the state is sovereign or part of Russian land:
1, In disputed regions i.e Donetsk, Luhansk, Kherson and Zporizhzhia, the elections
will be held by officials consisting of 50% Ukrainians and 50% Russians.
2, In non disputed regions elections will be held by Ukrainian officials monitored by
officials from China,
e. J: Joining NATO is out of the question for Ukraine, not only will NATO stop
expanding its membership but they will also remove every military base in Central
Europe,
f. I: In Ukraine the current government will be removed as Russia is unsatisfied by it,
Accepts that upon the implementation of the SHARJI policy, both sides will come to a
negotiated ceasefire for 5 years.
Recalling its resolutions, including resolutions 242 (1967), 338 (1973), 1397 (2002), 1515
(2003), and 1850 (2008), and the Madrid principles,
Resolutions:
1. Withdrawal of Israel armed forces from territories occupied in the recent conflict” and the
“termination of all claims or states of belligerency and respect for and acknowledgment of the
sovereignty, territorial integrity and political independence of every State in the area.

2. The resolution calls for all parties to cease all firing and terminate all military activities
immediately

3. Adopting resolution 1397 (2002) by a vote of 14 in favour to none against with 1


abstention (Syria), the Council affirmed a vision of a region where two States, Israel and
Palestine, lived side by side within secure and recognized borders.
4. Endorses the Quartet Performance-based Roadmap to a Permanent Two-
State Solution to the Israeli-Palestinian Conflict (S/2003/529);
2. Calls on the parties to fulfil their obligations under the Roadmap in
cooperation with the Quartet and to achieve the vision of two States living side by
side in peace and security;
3. Decides to remain seized of the matter.
5. Declares its support for the negotiations initiated at Annapolis, Maryland on 27 Nov. 2007
and its commitment to the irreversibility of the bilateral negotiations; calls on both parties to
fulfil their obligations under the Performance-Based Roadmap, as stated in their Annapolis
Joint Understanding, and refrain from any steps that could undermine confidence or prejudice
the outcome of negotiations; calls on all States and international organizations to contribute
to an atmosphere conducive to negotiations and to support the Palestinian government that is
committed to the Quartet principles and the Arab Peace Initiative and respects the
commitments of the Palestinian Liberation Organization.
Expressing grave concern over the ongoing humanitarian crisis in the Gaza Strip,
characterized by deteriorating living conditions, a lack of access to basic services, and the
severe impact on the civilian population,
Noting the need for immediate and unhindered humanitarian assistance to the affected
population in Gaza,
Affirming the importance of achieving a just, lasting, and comprehensive peace in the Middle
East, based on relevant United Nations resolutions and the principle of land for peace,
Reiterating its support for the two-state solution, with Israel and Palestine living side by side
in peace and security within recognized borders, based on the pre-1967 borders,
Recognizing the legitimate security concerns of all parties involved and the importance of
addressing these concerns through peaceful means,
Emphasizing the responsibility of all parties to respect international humanitarian law and
human rights law,
Calls upon all parties to immediately cease hostilities and engage in meaningful dialogue to
address the root causes of the humanitarian crisis in Gaza;
Urges the international community to provide urgent humanitarian assistance to Gaza,
including medical supplies, food, and other essential services, and calls on all parties to
facilitate the unimpeded delivery of such assistance;
Encourages the resumption of negotiations between Israel and Palestine with the aim of
reaching a just and comprehensive peace agreement that addresses the legitimate concerns of
both parties;
Calls for the implementation of confidence-building measures to create an environment
conducive to the resumption of negotiations, including the easing of restrictions on the
movement of people and goods in and out of Gaza;
Expresses its support for the efforts of regional and international actors, including the
Quartet, to facilitate the peace process and address the humanitarian situation in Gaza;
Requests the Secretary-General to report to the Security Council on the implementation of
this resolution and the overall situation in the region within 30 days;
Decides to remain actively seized of the matter.
