I. INTENT AND APPLICATION OF THE PROVISIONS OF THIS SECTION
A. The Scope of Work covered within these Specifications is the complete construction of the
PROPOSED TWO-STOREY RESIDENTIAL located in BENNET ROAD, FOREST TREE,
OLONGAPO, ZAMBALES.
B. The purpose of preparing this section concisely is to streamline the process of finding crucial
information within these Specifications, thereby saving time and effort.
C. The implementation of this Section should be coordinated and aligned with each corresponding
detailed section of these specifications.
D. If any inconsistencies arise between this Section and its corresponding detailed sections, promptly
inform the Procuring Entity for clarification, and their decision will be considered final.
E. The Contractor is accountable for verifying all numbers and units specified in the Bill of
Quantities. It is expected that the Contractor will provide and install the necessary units in
compliance with the Plans and Specifications.
F. Bidders have the option to suggest alternative materials, equipment, or brands in their bid proposal,
as long as they meet equivalent specifications and functionalities compared to those specified in the
Bill of Quantities and/or Specifications.
G. During the execution of the project, the selected bidder/contractor has the possibility to
propose the replacement of materials, equipment, or brands that differ from the ones
specified in the Contract documents. However, such substitutions will only be approved by the
Procuring Entity under the following circumstances:
1. The Contractor will be responsible for any costs associated with the substitution of
materials or equipment, provided that the proposed alternatives are of equal or higher
quality in terms of construction efficiency and utility compared to the specified materials or
equipment.
2. Alternatively, if the specified materials or equipment cannot be delivered to the construction
site within the required timeframe to complete the work of other Contractors due to
uncontrollable circumstances, the Contractor may propose substitutions.
3. If there is a price discrepancy, any cost savings resulting from a substitution shall be
passed on to the Procuring Entity, and the Contract will be modified through a Change
Order to credit the Procuring Entity accordingly.
H. In order for substitution requests to be taken into consideration, supporting documentation
such as certified quotations and guaranteed delivery dates from suppliers of the proposed
substitute materials or equipment must be provided to demonstrate equality or price and
delivery differences, if applicable.
II. GENERAL CONDITIONS OF PLANS AND SPECIFICATIONS
The implementation of this Specification, Plans, and other relevant Contract Documents will adhere to
the rules and regulations outlined in the General Conditions of the Contract. The interpretation of the
Plans and specifications will be conducted by the Procuring Entity or their representative. The
Contractor is advised to consult with the Procuring Entity regarding any items requiring clarification
prior to submitting their bid. After the contract has been awarded, no excuses will be accepted for
misinterpreting the Plans and specifications. The Contractor is responsible for performing all work
deemed necessary by the Procuring Entity to a satisfactory standard.
A. The Contractor shall consult the Procuring Entity on portion of the work not mentioned in the
Specification and not illustrated on the Plans. He shall not work without proper instruction or
detailed plans approved by the Procuring Entity, otherwise he shall be responsible for the in
acceptance of the work done without details. In such case, the Contractor shall make good the
work at his own expense.

B. No alteration or addition shall be allowed without the consent and proper documentation approved
by the Procuring Entity, even such change is ordered by the Procuring Entity. The Contractor
shall bring the case to the Procuring Entity. Request for approval of such changes, alteration,
deviation of work shall not be done without the consent of the Procuring Entity. Changes may be
presented to the Procuring Entity in the form of shop drawings.
TWO (2) SET of clean Plans and Specification shall always be kept at the jobsite to be available to
the Procuring Entity or their representative upon his request during the construction.
DIVISION 1: GENERAL REQUIREMENTS
A. Processing and Securing of Permits and Insurance
The contractor holds the responsibility of obtaining all required permits for the project,
including building permits, occupancy permits, and other insurances such as Contractor's All
Risk Insurance & Third-Party Liability and Workman's Compensation Insurance (CARI). They
are also accountable for fulfilling payment obligations for assessed fees as mandated by the
Local Government Unit (LGU), ECC, and/or Regulating Agencies, among others, prior to
project commencement.
DIVISION 2: SCOPE OF WORK
A. The Contractor is obligated to thoroughly inspect the current conditions of the job site.
B. The scope of work includes all necessary additions to implement the entire set of approved Plans,
Working Drawings, and Specifications.
C. The Contractor is responsible for obtaining and completing all necessary preparations for the
relevant permits required for the Procuring Entity to occupy and utilize the building.
D. The Contractor is required to construct all Architectural, Structural, Electrical, Sanitary/Plumbing,
and Mechanical/Fire Protection works in accordance with the Plans and Specifications. All items
depicted in the Plans but not mentioned in the Specifications should be included. Any
discrepancies should be verified with the Procuring Entity.
E. The Contractor must engage a licensed surveyor to locate reference points. Shop drawings of
stakeout plans and actual reference marks must be verified and approved by the Procuring Entity
before any permanent construction commences. Referring to the Scope of Work and other Bid
Documents will provide a more detailed description of the tasks.
F. The Contractor shall submit detailed information, shop drawings, templates, and schedules
necessary for coordinating the work of various trades. The drawings should include details on
working dimensions, arrangement and sectional views, connections, and materials.
G. Final Cleaning, as a prerequisite for Final Acceptance, entails employing a reputable building
maintenance company to perform thorough cleaning of the work before the Procuring Entity's final
inspection and certification of final acceptance. The cleaning should be carried out on each
surface or unit of work to meet the expectations of a high-quality building cleaning and
maintenance program.
H. The Contractor bears the responsibility for ensuring the safety and adherence to safe working
practices by their employees, servants, and agents.
I. The Procuring Entity has the authority to make changes, such as alterations, additions, or
deductions, to the work covered by the drawings, specifications, and general scope through written
instructions, without invalidating the Contract. Provisions in the General Conditions of the contract
address such circumstances.

DIVISION 3: SITE WORK
A. VISIT AND ACCEPT SITE, AS IS. The following works shall be included:
1.0 Excavation: To prepare for building the foundation, septic tank, and plumbing, excavation
work will be carried out to dig a hole with a depth of 1.2 meters.
2.0 Backfill: The soil that is taken out during the excavation process will be reused for backfilling.
B. SITE SAFETY REQUIREMENTS
1.0 The Contractor is responsible for ensuring the proper upkeep and security of the site by
maintaining temporary board-up structures. These board-ups should be constructed as
needed and as required by EPPI (or the relevant authority) to cover the entire length, except
for necessary openings for executing the work. In such cases, doors should be installed and
kept closed at all times unless in use. The board-up structures should be made of
structurally stable materials, specifically 12mm thick painted GYPSUM BOARD on METAL
STUDS FRAMING, and equipped with all necessary accessories.
C. TEMPORARY SITE FACILITIES
The Contractor is responsible for providing an office space that serves as the Construction site
office, which will be equipped with a complete Resident Architect's/Engineer's office for conducting
business related to the project's supervision.
DIVISION 4: MASONRY
A. CONCRETE MASONRY UNITS
1.0 The construction will use reinforced concrete with a mixture of [Link] ratio, which is
classified as Class "A". The reinforced bars used will be as specified in the
structural plan.
2.0 Masonry Units (CHB): 150mm and 200m thick for all interior walls unless otherwise
indicated. Use 400 psi for non-load bearing blocks and 700 psi for load bearing blocks
where required.
B. Sand: S-1, washed, clean and greenish in color.
C. Mortar: One part "Portland" cement and two parts sand and water but not more than three
parts sand and water.
D. Plaster bond: N and H Plaster bond - Apply to all wall areas prior to plastering.
DIVISION 6: WOOD & PLASTICS
A. LUMBER AND ARCHITECTURAL WOODWORKS
1.0 Schedule of Lumber and Plywood Works
Medium Density Fiberboard: As per manufacture's specifications.
Plywood for Formworks: 6mm thick, 1.20m. x 2.40m.
DIVISION 7: THERMAL AND MOISTURE PROTECTION
All applications must strictly adhere to the specifications provided by the manufacturer. They
should be carried out exclusively by licensed or certified applicators or waterproofing
contractors who represent the specified waterproofing manufacturer or insulation company.
The Procuring Entity should be provided with relevant literature and comprehensive drawings.
DIVISION 8: DOORS AND WINDOWS
Refer to Schedule of Doors and Windows Architectural Plan A-04 and A-05. Doors require
commercially available sliding glass anolok finish on 1/4" THK glass & flush type doors. Windows require
commercially available sliding glass anolok finish on 1/4" THK glass w/ screen & PVC frame awning

DIVISION 9: FINISHES
A. FLOOR AND WALL FINISHES (TILES)
1.0 Ground Floor Finish: Porcelain Glazed Floor Tiles [60x60 cm]
2.0 Second Floor Finish: Ceramic Unglazed Floor TILES [60x60 cm]
3.0 Toilet Floor Finish: Porcelain Unglazed Floor Tiles [30x30 cm]
4.0 Toilet Wall Finish: Porcelain Glazed Wall Tiles [30x30 cm]
5.0 Balcony/Porch Floor Finish: Porcelain Unglazed Floor Tiles [20x40 cm]
6.0 Kitchen Counter and Wall Finish: Marble Glazed Tiles [60x60 cm]
B. WALL FINISHES (PAINT)
1.0 Plain Cement Plaster Finish: 10 mm. thick. on vertical, on masonry and for all concrete
hollow block surfaces, painted with Davies Elastomeric Paint (Eggshell Paint) finish as
indicated in the Drawings and for all areas not otherwise noted with other finishes.
C. CEILING FINISHES
1.0 Gypsum Board: Supply and installation of Gypsum ceiling on a 400mm x 400mm G.I.
Framing Suspended Ceiling System complete with all accessories and acrylic diffuser
lighting system.
D. PAINTING WORKS
All materials shall be Environmental protection Agency (EPA) certified and approved. The following
are painting materials:
1.0 Submit various painting materials specification data and sample to be used for Procuring
Entity's approval.
2.0 All primers, thinners and putty, also waterproofing for internal and external application shall be
the same brand as the specified material.
3.0 Painting materials including its application must be covered with minimum of five (5) year
guarantee to be rendered by the painting manufacturer.
4.0 Use DAVIES or BOYSEN only for all painted works.
DIVISION 11: TOILETS
A. PLUMBING FIXTURES AND ACCESSORIES
All fixtures should be installed with all the necessary accessories, including fittings, angle
valves, shut-off valves, supply pipe assemblies, p-traps, flanges, and other components to ensure
their functionality. The Contractor must submit model and color samples for the approval of the
Procuring Entity for all fixtures and accessories. The color of water closets and lavatories should
be white, while bidets, hose bibbs, and floor drains should be stainless steel.
DIVISION 12: ELECTRICAL SPECIFICATION
The scope of work in this section of the Specifications includes the fabrication, delivery, and
installation of the Electrical Work at the specified location. This encompasses all necessary materials and
tasks to ensure the proper completion of the installation, except for any explicitly assigned portions to be done
by others.
All work must comply with the relevant Codes and Regulations as well as the Specifications, except in
cases where conflicts arise, in which case the Codes and Regulations take precedence. The specifications for
materials and workmanship establish the required standard for providing all labor, materials, and appliances
needed for the comprehensive installation as indicated in the drawings. The Specifications serve as a general
guideline for the requirements and do not encompass all design and construction details.
DIVISION 13: PLUMBING/ SANITARY WORKS
All plumbing works to be done and sizes of pipe to be used shall be of the sizes, which are required and in
accordance with the NATIONAL PLUMBING CODE OF THE PHILIPPINES.
