A. Introduction

In the Philippines, managing and overseeing correctional facilities, such as prisons and
rehabilitation centers, is referred to as Correctional Administration. It is essential for the
defense, safety, and rehabilitation of those convicted of crimes.

The Philippine penal system seeks to accomplish a number of goals. First and foremost,
it aims to preserve public safety by confining criminals safely and removing the from
society. Second, it seeks to assist offender’s rehabilitation and reintegration back into
society, providing them with an opportunity to change their ways and contribute to
society as contributing members of society. Finally, it promotes a just and fair system by
making sure that circumstances and treatment inside correctional facilities comply with
human rights norms.

Numerous task and duties are involved in Correctional Administration. It includes


classification and assessment of criminals to determine their security levels and suitable
rehabilitation plans. It also includes creating and implementing different programs, such
as education, job training, and mental health services, that are designed to address the
unique needs and problems of those who are imprisoned.

Moreover, the subject of Correctional Administration involves the administration of day-


today activities in correctional establishments. This involves maintaining discipline and
order, guaranteeing the security of both employees and prisoners, and supervising the
delivery of basic supplies and medical care. It also includes overseeing parole and
probation programs, which allow qualified offenders serve a portion of their sentences in
the community under specific conditions.

The Philippines understands the value of innovation and ongoing development in the
field of correctional administration. Aims are being made to improve the capacity of

B. Discussion of the Topic for Final Coverage

The given text outlines the punishable acts for inmates in a jail facility. The offenses
are categorized into minor and less grave offenses. Minor offenses include selling or
bartering non-contraband items, untidy personal appearance, making frivolous
complaints, and willful waste of food. Less grave offenses include failure to report for
work detail, behaving improperly during group functions, spreading rumors or
malicious intrigues, possession of lewd materials, and committing any act prejudicial
to good order and discipline.

Other minor offenses include rendering personal service to fellow inmates, littering
or failing to maintain cleanliness in their quarters and surroundings, taking the
cudgels for other inmates' complaints, reporting late for inmate formation without
justifiable reasons. Less grave offenses also include failure to render assistance
during emergencies such as putting out fires inside the jail or assisting an injured
personnel or inmate.

Malingering or pretending to be sick to skip work assignments is also considered a
less grave offense. Other punishable acts include loitering in unauthorized places,
using the telephone without authority from the desk officer/warden, writing on
walls/floors/furniture/equipment, withholding information that may be prejudicial to
the jail administration.

Lastly, exchanging uniforms/clothes issued by the jail facility is prohibited as well as


forcing fellow inmates to render personal service. Absence from
cell/brigade/workplace during headcount without justifiable reason is also considered

detail is also punishable. Committing any act that is prejudicial to good order and
discipline is likewise prohibited.

Lastly, failing to inform authorities when afflicted with communicable diseases such
as tuberculosis and engaging in gambling or games of chance are also considered
grave offenses within a jail/prison setting.

The Bureau of Corrections is an agency under the Department of Justice


responsible for the custody and rehabilitation of national offenders sentenced to
more than three years in prison. The purpose of confinement is to segregate the
offender from society and rehabilitate them to become responsible and law-abiding

citizens upon their release. The rules on admission, custody, and treatment of
inmates aim to promote discipline, secure reformation, and safe custody without
discrimination.

The BUCOR's mandate is to administer progressive, effective, and efficient


safekeeping and reformation programs for national inmates sentenced to more than
three years. Its mission is the effective safekeeping and rehabilitation of national
prisoners. Its vision is to improve national prisons conducive to the reformation and
rehabilitation of inmates that will bring them back into society as useful citizens.

The Bureau of Corrections (BuCor) has three mandates: safekeeping, security, and
reformation of national inmates.

Safekeeping involves providing basic necessities such as shelter, food, water,


clothing, medicine, and regulated communication and visitation privileges. The
objective is to accord the dignity of man to inmates while serving their sentence in
accordance with the United Nations Standard Minimum Rules for the Treatment of
Prisoners (UNSMRTP).

Security ensures that inmates are completely incapacitated from committing further
criminal acts and have been cut off from their criminal networks while serving their
sentence. The circumferential security activities include proper custody,
implementation of prison laws and regulations to prevent prison violence and crimes,
and efficient recovery of fugitives.

Reformation programs for inmates include moral and spiritual programs, education
and training programs, work and livelihood programs, sports and recreation
programs, health and welfare programs, and behavior modification programs.

approach, productive actions on every administrative undertaking particularly


towards personnel, facilities, equipment supplies, and BuCor lands. Every prison
shall have a Classification Board that shall classify inmates in accordance with this
Chapter.

Detainees are not required to work but may be made to police their cells and
perform other labor for hygienic or sanitary reasons.

Upon admission, detainees are informed that they may be credited in the service of
their prison sentence with the full time during which they may have undergone
preventive imprisonment if they agree in writing to abide by the same disciplinary
rules imposed on convicted inmates. Female inmates shall only be assigned to work
on jobs suitable for their age and physical condition and shall be supervised only by
women officers. Inmates over sixty years of age may be excused from mandatory
labor.

Only medium and minimum security inmates may be assigned to work in agricultural
field projects within a prison reservation. Maximum security inmates shall not be
allowed to work outside the maximum security compound. Work programs shall be
conducted in prison to promote good work habits and self-esteem among inmates

The agreement or certification mentioned above shall form part of the prison record

sentence if convicted.

However, life-term inmates are not eligible for GCTA while their sentence is on
appeal. Once granted, GCTA cannot be revoked without just cause. If an inmate's
misconduct results in the deprivation of their GCTA, it may be restored at the
discretion of the Director upon recommendation from the Superintendent.

The given text outlines the visiting rights of inmates in prison. Inmates have the right
to be visited by family and friends at regular intervals, and the Superintendent is
responsible for maintaining a list of approved visitors. The list may include
immediate family members, as well as other relatives and friends after investigation.

order the release in cases of executive clemency or amnesty. The Board of Pardons
and Parole can approve parole cases, and the Director can approve the release
upon expiration of the sentence. Before an inmate is released, they must be properly
identified and their fingerprints and other identification marks verified. Inmates
cannot be released on the basis of authority relayed through telegram or telephone.

An inmate shall be released without delay except for those suffering from a
communicable disease or mental derangement who cannot defray expenses for
treatment. In such cases, the Superintendent shall arrange for follow-up treatment in
an appropriate government institution. The Director shall notify the Commissioner of
Immigration at least thirty days before releasing a foreign national inmate and
provide certified copies of court decisions and prison records.

The Director shall inform the court where a criminal case is pending if an inmate to
be released has a pending criminal case at least thirty days before actual release.
An inmate cannot leave prison sixty days before and thirty days after an election
except for valid reasons.

All eligible inmates must undergo a one-day seminar in preparation for life outside
prison upon release. Upon release, inmates are supplied with transportation to their
home and gratuity to cover probable subsistence costs en route.

The Director administers and executes laws relating to prisons and its inmates while
enforcing rules governing operations and management. The Assistant Director
assists in formulating objectives and policies while ensuring economical
administration of programs/projects.

The Bureau operates with standard uniform design facilities including dormitories,
administrative buildings, perimeter/security fences, hospitals/infirmaries,
recreation/multipurpose halls, training/lecture centers, workshop facilities,

(CLW), and water supply systems.

Dormitories are classified into Type A (above 500 inmate capacity), Type B (101-500
inmate capacity), Type C (1-100 inmate capacity). Administrative buildings may be
constructed according to desired capacity to house command
groups/directorates/support service/operating units. Sick inmates requiring advanced
medical treatment are brought to nearest hospital if prison hospital lacks necessary
equipment/expertise. Workshop facilities accommodate 50-100 participants with
well-ventilated/fully air-conditioned training/lecture centers without welding/cutting
activities done. Conjugal rooms accommodate 20 couples with cubicle-type rooms
equipped with bed/ceiling fan/comfort room each room. Water tanks/pumps provided
where no government/commercial water system exists to prevent interruption of
supply where inmates are held.
