Private Universities in the State and after careful consideration of the recommendation
of the committee, Government have been pleased to prescribe the followirq guidelirrcs
fbr establishment of Private Universities in the State of Odisha as f,ollows-
GUIDELINES FOR ESTABLISHMENT OF PRIVATE UNIVERSTTIES IN
THE STATE OF ODISHA

The Proposals for Universities rnay be divided into two categories: (i) rhe
existing colleges/institutions which intend to grduate into a Universit56 arrd (ii) -de
novo" Universities where no such institution belorging to the prornoter exists rviltrlr
Odisha as on date ofcommencement of the Univesi$,-

The objectivs of a Urivensity in Cetegory:

1-l To provide for higher education leading to excellence and innovations sgch
branches of knowledge as may be doern€d fit primarily at post-grduate and
research degree levels fully conforming to the concept of UniversitS,', namely,
University Education Report (t94Si and the Report of the cornmittee on
Renovation and Re-iuvenation of Higher Fducation in India (2009) and the
Report of the Review'Committee for Deerned to he Universities (2009)-

1.2 To engage in areas of specializatian with proven ability to make distinctivc


contributions to the objectives of the university education systern rhat is
academic engagement over and above programmes leadirig to conventional
degrees in arts. science, enginecring. n-edicine. dental. phannacy.
management, etc routinely offered by conventior:ai institutions.

1.3 To provide for high quality teaching and research and lbr the advancement of
knowledge and its dissemination through various rescarch prog{ammes
undertaken in house by substantial numbcr o1' fuli time facul{1,/lgsear.i-i
schc.-lars (l'h.Ds and Post Doctoral) in diverse clisciplincs
I'hc objectives of a tjnivcrsity' under thc 'de no\,o' catcgor'\, are:

1.4 'l'he univer-sities under this category are devoted to unique and einerging
arcas

,i;.: of knou,ledge. Thcy should be promoted by persons/institutions of proven


merit and reputation. The selection ol universities in this category should be
rnade by a conrrnittee of experts comprisirrg cnrinent acadenricians and the
Secretary of the concerned Department(s) dealing with the subject.

Eligibility criteria for establishment of State Private Universitv:

2.1 For Universities in category (i), it should have been in existence for at least 15

years in the State. However, in deserving cases fulfilling the other criteria, the

Govt. may relax the condition of 15 years of existence for institutes of National
and International repute.

2.2 Must have diversity of programme for study, proven contribution to


innovations in teaching and high quality of research output.

2.3 Must have undergone periodic reviews and assessments by recognised external
accrediting/assessment agencies recognised under any laws for the time being
in lorce.

2.4 Must have established from broad based viable under graduate/post graduate
and research programmes in several disciplines with firm inter disciplinary
orientation and linkages.

2.5 Shall not be an institution imparting education leading to conventional degrees


only.

2.6 Shall not be an institution mainly engaged in offering in training programmes


for in-service personnel, or conducting only skill oriented or production related
degrees or ciipioma programmes.

2.7 Shall be engaged in quality research activities,, publications and scholarly


works of a high standard-

2.8 Shall have adequate number of full time fully qualified faculty for teaching and
research.

2.9 Shall possess the necessaq/ infrastructule for quaiity research and seamless

access to t'r-rociern inforntation resources.

2.ll Shall have generated intellectual property in the fbrrn of,patents, copyright and
transfer of technology.

2.12 Shall have a demonstrable and proven record of extensiotl services and social
engagement.

2.13 Each constituent unit shall have accreditation with the highest grade offered
from NAAC (National Assessment and Accreditation Council) or NBA
(National Board of Accreditation).

3-2 There shall be a mandatory intensive ex"rr-t rcview of evcry university once
in every five years based on the criteria prescribed by tlre University Grarils
Comrnission/ AICTE as the case may be, from tirxre to time-

3-3 The applicrnt insitutions shall be a not for profit organisation arxd shall not be
engaged in commercialisation of higher education-

3-4 The applicant institution shall have a track record of having not violated any of
the provisions of any of the statutes/guidetines of any Statutory Authority in
the period of five years preceding the date of submission of the application
seeking status of a universiry.

4"1 It shall be registerecl either as a not-lirr-plofit society under Societies
Registratiotl Act or as a not-for-profit Trusl r-tnder tl-re Pr-rblic Trust Act or a
non-for-profit Company under the Companies r\ct.

4.2 The Chancellor shall be an eminent educationist or a distinguished public


figure otherthan the President of the sponsoring Society/Trust or his/her close
relatives.

4.3 There shall be no position of Pro-Chancellor

4.4 The Board of Management is to be by the Vice Chancellor or a


headed
distinguished academic. This body shall consist of minimum of 10 members
and maximum of l2 members.

4.5 The Board of management of the Institution shall be independent of the


Trust/Society with full autonomy. The number of representatives of the
Trust/Society on the Board of Management shall be limited to maximum of
two.

4.6 The Board of Management shall consist of eminent persons capable of


contributing to and upholding University ideals and traditions.

Admission and Fees Structure

5.1 Admission of students shall be made strictly on merit based on All India
Examination.

5,2 The level of fees charge for the courses offered shall have a reasonable relation
to the cost of running the course. The fee structure shall be displayed in the
prospectus and on the Institution's Website.

5.3 There shall be no commercialization of education.

5.4 The Insfitutions shall admit students to its approved academic programmes
under its enrolment only from the academic session that follows the
notification issued by the State Government declaring Institutions as a
University.

6.1 It shall have the necessary financial and infrastructural viability for
adrninistering and maintaining the Institution as a university-

6.2 (Land and Building)

Not less th^an 15 acres of land in urban area and 30 acres of land

6-4 Financial viabilitY.

The financial viability of the institution shall be verifiable by the audited


statements of accounts of lnstitutions for the previous 5
years immediatcly

preceding the date of application for declaration as a University-

0.5 Corpus futrcl.

(a) For institutions conducting prolbssional progralllme, such as

Engineering & Technology, Medicine - Rs'8'00 Crores


(b) For Management, Law and E,ducation - Rs'5'00 Crores
(c) For other programmes - Rs.4-00 Crores
(d) For :inctifirtions conducting both professional and other programmes -
Rs.10.00 Crores
(e) F-or institutions under the de novo category the corpus fund will be

Rs.25.00 Crores.

6.6 Ail movable and immovable properties of the Institution or Institutions that
form the integral part of the proposed Institutions to be University shall remain
legally vested in the name of the Institution in the manner as recognised under
the Transfer of the Property Act, 1882 or any other law which may be in f-orce.
However, in case the immovable property has been acquired by the Instit[tion
by way of lease, the lease shall be perpetual in nature and initially for at least
99 years.

6.7 The incgme and oroperuy of the lnstitution, howsoever deriverj, shali be utiiised
only for the promoticn of the objectives of the lnstitutions including its growrh
and developments. No portion of the income/property of the Institution shall be
paid or transferred, directly or indirectly by way of profit, to the persons who
were/are members of the Institutions, provided that nothing herein contained
shall prevent the payment in good faith or remuneration to any member thereof
or to any other person in return for any service rendered to the Institution or for
travelling, halting a,nd other similar charges and all such expenditure shall be
appropriately reflected in the accounts of the Institutions maintained for the
Pur,ose'
