PORT INFO - NORTH PULAU LAUT COAL TERMINAL

. Vessel Requirements to be acceptable

- be single deck,
- Maximum LOA 320 Metres,
- be Classed Lloyds 100AI and or equivalent and fully recognized P & I Club ofGood
standing,
- Have hatches mechanical Type
- If geared, have gear which must not impecle the normal operation,
- Have sufficient de-balasting capacity
- be suitable to receive coal at a loading rate up to 4,000 MT PH,
- Comply in all respects with the requirements and regulations of terminal Port
authority

2. Vessel Nomination

- Provisional layday periods with a 10 days spread are to be submitted in writing beforethe
first day of the month preceding the month of shipment
- The provisional layday periods shall be mutualy confirmed or amended before the 15 dayof the
month preceding the month of shipment
- To enable all parties concerned to schedule production, barging, shipping and maintenance
programs perfoming vsl to nominated as early as possible but at least 10days prior to the
arrival vsl.
- NPLCT will process vessel nomination during normal Office Hours ( Monday -Friday )
0700 - 1600 Lt. ( GMT+8 hrs).
- Vessels for which no Layday periods have been nominated Shall be deemed to be ' Spot '
vessel and will be berth only if this can be done without prejudice to vsl which14 days
Notice correctly date & time given.
- Vsls which arrive b4 the commencement of the layday period shall only be berthed b4 laydayperiod
commences with the agreement PT.Arutmin and at the discretion of NPLCT,
- Vssls which arrived after layday was ended, shall lose their turn of arrvl and shall onlyberthed
with the agreement of PT. Arutmin and the discretion NPLCT,
- A Nominate vsl can only be substituted if the 'Port Manager' or his
/ her designate approves the substitute vsl. which satisfies NPLCT quality requirements.

3. Notice

- The perfoming vsl shall keep NPLCT directly advised of progress : 14, 10, 7, 3, 2, daysand 24
Hours (Best Notice) b4 arrival.
Furthermore the Master shall immdiately inform NPLCT of any deviation in excess of 24 hourson arrival.
- When the vsl has arrvd at the port and is all respect ready to load the cargo for which it has
been nominated in accordance with these
regulations, master shall tendered to NPLCT writen Notice of vessel's readiness to laod clearedCustoms,
Pratique Granted.
- Writen Notice of Readiness shall be tendered after arrival at the
designed anchorage between 0700 - 1600 Lt. Sunday and Holidays included but Major IndonesianHolidays
excluded.
- NPLCT shall not obliged to receive or accept Notice of Readiness if tendered prior to the
Commencement of Laydays,
- If any time a vsl is prevented fm entering port bcoz of the vessels inefficiency or other
hindrance which constitute Owner's usual hazards,
N.O.R will not be deemed to have received until such inefficiency or other hindrances haveceased to exist.

4. Vessel Conditions at On arrival

- Pilot ladders shall be placed at the location of mid ship and stern draught marks on the
offshore side of the vsl, and the master shall ensure that a safety harness and line is provided
for the Marine Surveyor,
- Vsl shall not be trimmed excessively & shall never be trimmed more than the max trimallowed
for in the ballast tank calibration tables.
- Draught marks shall legible at all the time,
- Vsl shall process trim correction tables for all tanks, falling which all ballast thanks shallbe either
full or empty during draught survey done,
- Vsl which have previous carried petroleum products and or similiar shall have obtained agas free
certificate fm consultaing chemical engineer prior to tendering NOR.

5. Holds Clean Lines

- Shall present a Marine Surveyor's Cert. that the holds are clean to ldg coal
- which was previously loaded with potential contaminants including but not limited to
phosphates, sulfur, salt, cement, potash or iron ore,
shall present a certifying issued by an independent surveyor at NPLCT ' that vsl is clean of

contaminants '
- If berthed and the hodls are not passed as clean shall vacate that berth at owner's expenses and
will only be accepted fr loading after receipt of a cert. by an independent Marine Surveyor at
NPLCT stating that vsl holds are clean

6. Loading

- Vessel shall furnish NPLCT with Stowage plans and ldg seq. details of previous cgo as well
as the total de-ballasting time required, at least three office working days prior arrival.
- Vessel receiving more than one parcel shall considering the vessel's stress and safety loading
parameters, complete each parcel b4 proceeding to next wherever possible,
- NPLCT will not accept commitments to, but may load coal aboard a vsl greater than the
following standard rates of loading per weather working
day including Sundays and Holidays (WWSHINC) but excluding Indonesian Major Holidays.Standart

Loading rate

Average Loading Rate 2500 Mt/Hours Max Loading rate 6000 Mt/Hours

the above standard rates of loading shall apply to vsl with beam 47 mtrs and lenght of hatces 210mtrs,

- At the trimming stage NPLCT will not load quantities of coal in less than 150 mt drops,

7. General info

- Stowage Factor of the Cargo 42 CUFT/MT


- All vsl when deballasting alongside the wharf shall ensure that adequate screening is providedover the
outlet ports to ensure that ' No water is allowed to fall on the wharf side '
- all vsl must provide if required a sample of ballast alongside the NPLCT wharf or in the portarea.
- Master shall ensure that vsl's lines are tended and that the gangway is not allowed to
interfere with the 'Ship loader' travel.
- vsl alongside the coal berth shall immobilise engines unless authorized by NPLCT.
- Vsl shall provide sufficient lights on board for night loading and shall be responsible for theopening
and closing of hatch covers. Any delays by ship's crews / or equipments to be account the vsl.
- Any vsl falling to comply with any of the NPLCT port regulations may not be accepted for futureloading.
- All relevant parties shall comply with the NPLCT Port Regulations and shall compensate NPLCT for and
indemnity against any direct loss, damage or cost incurred arising fm any non-compliance bysuch party.

8. Sailing directions

When approaching the NE entrance to Selat Laut fm E. Tanjung Pemancingan the vsl should bebrought into
line bearing 257 degrees . This course 7
cables South of a dangerous wreck, with its mast above water, which 3 miles ENE of Tanjung pemancingan,

vsl should be enter the North East Channel and proceed with the leads in line bearing 257 degrees
and anchor for Clearance In , in the swept channel North of the leads.

The leading beacons on Tanjung pemancingan point bear 257 degrees.

If the Vsl arrive By Day :


- The front leads is a white, triangle apex upwards, on the foreshore in front
of the coal stack and south of the loading jetty,
- The rear lead is a white triangle apex downwards on the low ridge jetty,
If the Vsl arrive At Night :
- flashing 12 seconds, 6 metres, 6 miles - Tanjung pemancingan lighthouse,
- Flashing 5 Seconds, 67 metres, 15 miles - Kotabaru lighthouse,

NE Channel :
The centre line of the channel is joined by the following positions :
- 8.7 miles 081 degrees fm Tanjung pemancingan lighthouse
- 1.4 miles 077 degrees fm Tanjung pemancingan lighthouse
- The channel is 1 mile wide
- Minimum depth in the channel 10 metres,

9. Anchorage Positions

- Anchorage area in NE Channel North of leads depth 10 - 17 M, Posiiton :


LATITUDE 03 degree 12.4 South
LONGITUDE 116 degree 19.6 East
restriction abt. 17 - 21 metres,
- Quality of bottom : mud, good holding ground.

5. Pilotage

- Pilotage compulsory when the vsl to berth scheduling


- Pilot on board at vsl anchorage,
- Pilot embark/ disembarks by launch,
- Vsl call pilot via NPLCT with identity call " Pemancingan " at VHF chnl 14.
- Pilot will boarding by pilot ladder and accomodation ladder., rigged to international
standards,

6. Approaches to Wharf

Ship should be proceed on course 257 degree in the NE channel until the Southeast altered tostaboard to
steer 300 degree to approach the wharf at about five,

- berthing basin : depth at chart datum 18 m x 275 m log,


- Tugs assistance : 1 x 40t bollard pull - Z peller, twin screws,
1 x 40t bollard pull - aquamaster, twin screws fixed pitch,

- Line launch : head lines and breastlines to have 3 m, tail spliced to each eye,
- Berth facility :
*6 fenders,
* bridgestone SUC 225 OH, Cell fenders,
* Absorbed energy 231.1 tonnes displacement
*Design Strenght 130,000 tonnes displacement x 0.15 m/s, 6 degree angle, 1/4 - point berthing,
* Mooring Dolphins : MD1, MD 4 : double quick - release hooks, 60 tonnes MD2, MD 3 : double
quick - release hooks, 60 tonnes
* Berthing dolphins : Double quick - release hooks, 60 tonnes
* Access ladder : Ship's gangway and brow to breasting doplhin,
7. Vessel Size Limits

Minimum 25,000 ton DWT Maximum 150,000 ton DWT

8. Maximum Sailing Draft : 14 metres + height of tide / 1.10 decided

9. Departuring

Upon vsl completion of loading, the vessels are to depart wharf and on clearing wharf, vsl proceedon a
course set to pass between the SE
channel buoys on a course of 128 degree. This course should be maintained until the fairway buoyis
cleared. case should be taken to maintain the course as mined areas exist either side of the channel. Pilots
disembarks in the South east channel. If there is insufficient under keel clearance inthe channel,the vsl will
depart and anchor between the wharf and the channel at the direction of the pilot.
