NO. 04- SERIES 2024
“AN ORDER REORGANIZING THE BARANGAY DISASTER RISK REDUCTION
MANANGEMENT COMMITTEE (BDRRMC) OF BARANGAY DAHILIG, BALINGOAN,
MISAMIS ORIENTAL”
WHEREAS, The Philippines remains as one of the most vulnerable countries. International
studies such as the World Risk Report 2014 prepared by the United Nations University Institute of
Environment and Human Security, revealed that Philippines rank as the 2nd country at risk and 3rd as
the most exposed to disasters.;
WHEREAS, Disasters are now referred to as the "new normal", and as such it can no longer
be managed single-handedly and in isolation. What issued to be a concern of only a few before, is
now the concern of everyone - form the individual; the families; to the local, subnational, and national
institutions, up to regional and global organizations;
WHEREAS, RA 10121 mandates the establishment of LDRRMOs in Provinces, cities, and
municipalities, and BRRMCs in barangays;
WHEREAS, NDRRMC-DILG-DBM-CSC JMC 2013-2 provides for the implementing
guidelines for the Establishment of the LDRRMOs and BRRMCs;
NOW, THEREFORE, I, Hon. ROQUE G. LLAGAS, Punong Barangay of Barangay
Dahilig, Balingoan, Misamis Oriental, do hereby order that:
Section 1. CREATION OF THE BRRMC.
The Barangay Dahilig Disaster Risk Reduction and Management Council shall be a regular committee
to the Barangay Development Council and shall be subject thereto:
1. The Punong Barangay shall facilitate and ensure the participation of at least two CSO
representatives from existing and active community-based people's organizations representing the
most vulnerable and marginalized groups in the barangay.
2. The members of the BRRMC shall include community representatives to be responsible for:
(1) Administration and training;
(2) Research and planning; and
(3) Operations and warning
Section 2. COMPOSITION WITH RESPONSIBILITIES
The Barangay Disaster Risk Reduction Management Committee of Barangay Dahilig, Balingoan,
Misamis Oriental is hereby reorganized and shall be composed of the following:

Secures vacated houses, buildings, hospitals, etc., or areas of evacuation centers and
areas of operations; and
Coordinates with the PNP for the security of the areas

2. SUPPLY TEAM
Determines the supply requirements of all action teams;

4. COMMUNICATIONS TEAM
Receives warning information from higher DCs and disseminates such warning to all
teams;
Maintains appropriate communication link with the higher DRRMCs and other
teams; and
Organizes and equips couriers.

1. WARNING TEAM
Insures that all people in the barangay should be educated on the meaning of
different warning signals or alarms and necessary actions to be taken;
Provides adequate warning devices and equipment; and
Coordinates with the Communications Team for receipt of authoritative warning
information.

2. RESCUE TEAM
Locates injured or trapped persons and moving them to a place where they can be

3. EVACUATION TEAM
Determines ideal sites for evacuation before the occurrence of any disaster, in
coordination with the next higher authority:
Maintains a chart of routers from a populated area to the evacuation sites and a list of
persons for possible evacuation;
Keeps current with the situation and advices the BRRMC Chairman and the populace
thru channels, and
Directs and monitors all evacuation activities within the locality.

4. RELIEF TEAM
• Make immediate survey and make a list of victims;
• Provide relief supplies to the evacuation centers whenever necessary;
• Provide food to the victims outside the evacuation center;
• Provide clothes for the victims, if necessary;
• Assist in the evacuation of victims in danger areas; Assist in the recording of
casualties; Attend to inquiries about disaster victims;
• Accept, store and distribute donated relief supplies; and
• Trace the whereabouts of victims sought by separated members of the family.

• Performs medical or first aid service during emergency; and

7. DAMAGE CONTROL
• Establishes a plan to attend to the damages caused by the disaster; and
• Dispatches individuals or teams at the sound of the emergency alarms to pre-arranged
control points for pre-planned or directed action.

Section 3. SECRETARIAT.
The Chairman of the Council will designate the Secretariat which will provide administrative and

Section 4. EFFECTIVITY.
This order shall take effect immediately.
