‘About 23% of the populations of Bangladesh live in urban areas. In 1971 the urban population of
Bangladesh was 5.5 million while in 200 | the population rose to 29 milion.
‘The present trend of population increase indicates that by 2020 about 40% of the total population of
Bangladesh will live in urban areas. According to a recent survey it was revealed that 45% of urban
Population have access to potable water while only 20% have access to sewerage facilities. In
addition inefficient transport management greatly contributes to the problems in traffic and
‘transportation system. These aspects not only influence our urban life but also arrest the national
economic growth of the country. On the other hand, demand for urban service facilities has increased
substantially because of the population explosion in urban areas,
Master plans prepared for the Zila and District Town, City Corporations and Pourashavas by Urban
Development Directorate (UDD) during the 80s have also become obsolete due to the passage of
time. In order to cope with the population surge in these towns, it has become almost imperative to
Update the existing Master Plans. The Drainage and environmental Master Plan will also be prepared
to maintain the drainage system, while a Traffic management Master plan would be required to
provide planned traffic movement of these District Towns. The detailed Area Plan will also be updated
in order to keep track ofthe land use of these District Towns,
‘At present the main and secondary drains and natural streams in the District Towns do not function as
an integrated drainage system due partly to silting up and damage to the canal walls and other
structures, but mainly due to their unplanned and deficient construction and lack of maintenance. The
Condition of many of the natural and man made ponds in the District towns are deteriorating rapidly
‘and many have become stagnant. Encroachment on drainage reservations causes inundation to many
areas, including houses and roads, during heavy storms. There is hardly any roadside drain. If any the
roadside drains are inadequate due to insufficient capacities and incorrect gradients. Therefore, these
District towns require the preparation of a storm water drainage master plan, which will prioritize the
worst affected areas and prepare detailed designs for the first stage of the implementation.
Traffic and transportation problems in urban areas in Bangladesh have been continuously increasing
as the development and management of road network has not been commensurate with the
increasing demand for its usage. Traffic congestion, delay, accidents, pedestrian and parking
difficulties, air and noise pollution are among the problem. Traffic congestion is one of the most
important ‘and critical problems now being identified in the urban areas. The situation has been
steadily deteriorating over time, over large areas and for longer periods of the day. Itis, therefore, high
time to examine the options to alleviate this chronic problem and take safety measure to improve
traffic conditions, reduce congestion and delay, ease traffic flow, improve safety and reduce noise and
air pollution,
The project is proposed to conduct feasibility study to prepare Master and Action Area Development
Pians with the assistance of the Government in order to assess infrastructure and other civic facilities,
undertake plan and investment in accordance with the demand of the population, ensure operation
and maintenance of the existing inftastructure along with those faclties proposed to be ult up under
the future investment programme and, above all, o suggest improvement of the management abilty of
the Pourashavas/District Town Authority so that their revenue earning capability is enhanced with a
view to building up the Pourashavas Authority as self sustaining local government institutions. The
project will also suggest construction of roads and bridges/culverts, drainage facilties, markets, bus
terminal, solid waste management, sanitation and other such infrastructure facilites. Towards this end
@ Master Pian package will be formulated, including Land Use Plan Drainage Plan, and Traffic
Management Pian for 23 District Towns, keeping in view the need over a time span of 2) years. In
addition, formulation of programme related to institutional development of the concerned local
government institutions and motivation of the population.
Experienced Shortlisted Consulting firms will be engaged for preparation of the total Master
Plan/Urban area plan package consisting of land use Master Plan, Structural Plan, Drainage and
Environmental Management Master Plan, the Traffic Management Plan and Detalled Ward action
Plan. In order to facilitate timely preparation of Master Plan the 23 pourashavas are brought under 5
Packages according to the suitable geographical locations of the pourashava. Now these § packages
work will be allowed of compete among the 11 shortiisted consulting firms. Each shortlisted
‘consulting firm will be allowed to Participate only two packages.

‘The objectives of the preparation of Master Plan package of the District Towns are as follows:
To prepare an updated and functional Master Plan of District Towns in order to bring out
significant improvement in the quality of life of urban population through provision of government
services and facilities in a planned way.
To facilitate public and private sectors development at the District Towns.
Prepare a mutti-sector investment plan through participatory process for better living standards by
Identifying areas based prioriy-Drainage Master Plan, Transportation and Traffic Management
Plan, other specific plan as per requirement.
Provide controls for private sector development, clarity and security with regard to future
development.
To provide guide line for development considering the opportunity and constrains of future
development of District towns.
To provide planned development in order to ensure sustainable environment. The Master Plan
should be under-taken with the cooperation of other development agencies in the plan
preparation process. The Master Plan would be a guiding document for implementation by all
‘concern,
Scope of Services
‘Scope of services for Consultancy services under this project encompasses for 23 Pourashavas
in Bangladesh. The study will cover all aspects related to the preparation of Master Plan/Urban
area Plan which include Land use Plan/Traffic management Plan, Drainage and Environmental
Plan and Ward Action Plans Detailed area Plan for the listed District Towns Pourashava,
particular attention should be paid to the following:
Determination of study area based on future potential development/expansion capacity and other
ancillary local factorsiconditions in and around the center to identify the area proposed for
Master Pian preparation,
Master Plan area shall be Pourashava area and will be prepared in consultation with Pourashava
‘and Local elite keeping in views the need over a period of 20 years. Detailed Area Plan shall be
selected in a similar procedure for a period of 10 years.
Explanation of the plan (report) indicating population, density, activity and implication on
Neighboring land use should be identified
Collect socio-economic and demographic information and data both from primary and secondary
sources in the study context and also in the Pourashava and national urbanization context,
analyze such data and information and to forecast future population (15-20 years), requirement
of different services, physical and social infrastructure facilities, employment generation,
housing etc. and land requirement for various services and facilities.
In the Master Pian for development of township identity suitable location of respective zones/uses,
circulation network, ulllty services, social services/facilities that are to be provided and their
future requirements depending on the projected size of population and physical development
patterns that will take place over time,
Identity the exiting natural and man-made drains in the town and investigating the mechanisms of
the drainage and local river system to assess the extent and frequency of flood damage and
determine areas where flooding or poor drainage is most severe.
This is to be done by studying the contour and topographical maps produced by the relevant
agencies and reviewing any previous drainage master plan available in the Pourashavas.
Preparing a conceptual report on the various alternative solutions to the present storm water
problems and selecting the most appropriate and economical alternatives,
Prepare a Master Plan of the storm water drainage system for all areas in the town, which will
include discharge calculations for the catchments areas, design of main and secondary drains
Page 4 of 20including their sizes, types and gradients and retention areas with preliminary cost estimates for
the proposed drainage system.
Prepare a conceptual plan to show the phase-wise implementation schedule in an affordable and
practical manner considering the technical, environmental, institutional, economic and social
feasibility of the proposed works.
Proposal for preparation of hydraulic and structural designs for the priority areas of the
Pourashava and preparing a first phase implementation program,
‘Study of the existing drainage maintenance procedures and budgets, if any including solid waste
‘collection and design and estimate costs for a planned maintenance system to ensure that the
drains are kept free from biockages and physical damage.
Recommend planning, institutional and legal mechanisms to ensure provision of adequate land for
rights of way for storm water drainage, which will also deter illegal encroachments.
Investigate methods to found the other phases of the storm water drainage master plan,
‘Assess and collect the essential data relating to Pourashava map, master plan, land use plan,
reglonal and national highway development plans, accident statistics, number and type of
vehicles registered in the Pourashava and road improvements on-going and proposed.
Asses additional data requirements, critical additional data not currently available should be
collected through reconnaissance and traffic surveys which should estimate present traffic
volume and forecast the future traffic growth and identify travels pattems, areas of traffic
conflicts and their underlying causes.
‘Study the viability of different solutions and develop a practical short term traffic management
‘scheme of implementation, including one way systems, restricted access for large vehicles,
improved signal system traffic islands, round about, pedestrian crossings, deceleration lanes for
turning traffic, suitable turning radius, parking policies and separation of padestrians and
rickshaws,
‘Assess the current land use with regard to transportation, bus and truck stations, railway stations
etc, and recommend actions to optimize this land use, especially with regard to Pourashava
‘owned land.
Prepare a road master plan based on topographic map prepared under the project and
recommend road development standards which will serve as a guide for the long term
implementation of future road improvements and new road construction and suggest a traffic
enforcement measure to be taken.
Preliminary surveys have revealed that over 80% of non-pedestrian traffic movements are by
cycle rickshaw. Special recommendations should be made as to how best to utlize this form to
transport without causing unnecessary delays to other vehicles. Proposals mUSt also consider
pedestrians and their safety, especially children.
‘The Master Plan and Detailed Area Pian shall assess major investments and activities of the
various development agencies/Ministries and indicate the stages of development preferably
through 5 year programming approach. Consultants shall be expected to liaison with all
government and semi-government and other agencies concemed with development at the
Pourashava. Contract should also be made with the headquarters of such agencies and full
details of such plans should be referenced in the plan.
Survey and evaluate the urban land capability considering factors such as flood basin,
topography, fertility etc.
‘The Master Pian Package shall indicate/outline possible frameworks/strategy for management and.
development control, institutional arrangement ensuring people participation etc. for effective
implementation of the plan

Development of proposal of Building Bye-laws for approval of new construction of Building and
Establishment.
Development of Proposal of Bye-laws for Land Development, Real Estate Development, Urban
Plan Development control and Natural Resources/Green belt and places of historical interest.
In line with the Master Plan propose a Ward action plan with list of priority schemes for the
development of roads, drains, traffic management and other social infrastructure for
implementation during the first five years of plan period
Organize with the help of concerned pourashava at least 2 public consultation meeting/seminar for
‘each pourashava one for discussion on Interim report and other on Draft Final Report on the
proposed Master Plan, Integrate beneficiary's point of view in the plan with utmost careful
consideration.
Prepare and submit Master Plan and Report with required standards as specified in the TOR.
Planning Area
Master Plan/Urban Area Plan
Master Plan/urban Area Plan or Mult-sector Investment Plan id prepared for managing and
promoting development over medium term on the basis of the strategies set by the longer-term
structure plan, basically the master Plan/UAP will be an interpretation of the structure plan over
the medium term (approximately 20 years). The coverage of the Master Plan/UAP will be
existing urban areas and their immediate surroundings with the purpose of_providina
ent guidance in these ar most of the urban development activities are
‘expected to fake place over the next 20 vears, Delineation of the Master Plan Area should be
based on the basis of the urban growth area as identified in the Structure Plan, It will contain
more details about specific programmes and policies that require to be implemented over the
medium term, The Master Plan/UAP/MSIP will consist of the following plans:
- Land Use Plan
= Transportation and Traffic Management Plan
= Drainage and Environment Management Plan
= Ward Action Pian
Consultancy Services
For the purpose of preparation of pourashava Master Plan /Urban area plan for 23 pourashavas
included under the project there is a provision for engagement of consulting firms. As part of the
provision Shortlisting of consulting firms has been completed and RFP will be issued to the
short-isted consulting firms for submission of proposal

‘The project team of the consultant would be constituted as follows:
‘Team Leader
Qualification: Master Degree in urban and Regional Planning
Experience: At least 15 years experience in urban planning and development. The person
must have extensive experience in project management, institutional and urban policy
development, and the administration of large multi-disciplinary teams.
Responsibility: The consulting team will comprised of Team Leader along with 12 consultants
of different disciplines and other supporting staff. He will be assisted by a full time Deputy
‘Team leader. The Team Leader will be mainly responsible for carrying out the assignment.
‘+ Study the TOR for the preparation/up gradation of Master Plan and make a shorlist of
doable job to be carried out under the assignment,
‘+ Develop a frame work to carry out the assignment in right scale and in right time.
‘+ Lead the team of experts for the preparation/upgradation of the structure plan, Master Plan
land Ward Action Plan and prepare work program in consultation with the Project Director.
* Visit the individual pourashava under the packages and carry out preliminary
reconnaissance survey to examine the feasibility of targeted intervention in the preparation
of Master Pian to ensure better communication, transport, housing, drainage, recreation
and social infrastructures.

+ Arrange 2 seminars and public participatory meeting (one at the inception level and other
before finalizing the plan) with the help of pourashava chairman and briefly discuss the
purpose and objective for the preparation of Master Plan. Wrap-up the public participatory
meeting and draw opinion of the chil society and stakeholders of the pourashavas and
attempt to integrate their opinion in the planning of pourashavas.
+ Prepare and submit Inception Report with all necessary indication about how the
assignment will be carried out
‘© Conduct detalled Base line Socio-Economic and Topographic survey and note down
required data in connection with the preparation of Land Use Plan, Drainage Master Plan,
Traffic Management Pian and detailed Ward Action Plan,
+ Analyse data and obtain information and go on preparing all detailed pian as per TOR.
«Ensure timely submission of draft for the 1st, -2nd and final copy of Master Pian and the
associated report to the office of Project Director for comments and guidance, Ensure

Deputy Team Leader
Qualification: Minimum Bachelor Degree in Urban & Regional planning,
Experience: Minimum 10 years experience in urban physical planning and management,
preferably at municipal level. The candidate must have extensive experience in project
management, institutional and urban policy development and the administration of large mult
disciplinary teams.
Responsibility: (i) To work under the overall guidance of the Team Leader and in close
collaboration with the Project Director as well as the involved local agencies, (i) To assist the
‘Team Leader in the preparation of Structure Plan, Master Plan and Local Action Plan (ii) Any
other related jobs.
Urban Planner
Qualification: Bachelor Degree in Urban and Regional planning
Experience: Minimum @ years experience in urban physical planning and management,
preferably at municipal level. The candidate must have extensive experience in project
management, institutional and urban policy development and the administration of large multi-
disciplinary teams.
Responsibilly:() To prepare and compile base maps and other maps in diferent layers which
need to be incorporated into the CIS (i) To supervise survey actives (i) To colect al basic

Demographer! Statistician
Qualification: Master Degree in Statistics / Demography.
Experience: Fifteen years experience in demography/statistics. At least five years experience
of working in cities is preferable.
Responsibly: () To review and analyze demographic variables, (I) To undertake works of
assessment and forecasting of future demographic trends, (il) To carryout all other statistical
assignments pertaining to planning,
Urban Development Economist
Qualification: Master Degree in Economics/Finance.
Experience: Fifteen years experience in urban financial forecasting/ management. Five years
experience in urban economics/urban financial management is preferable
Responsibility: () To review and analyze economic growth variables of the city and forecast
future trends, (i) To prepare multi-sectoral investment program, (i) To conduct feasibilty
studies of urban development project (iv) Any other assignment pertaining to urban finance.
Transport Planning Expert
Qualification: Bachelor Degree in Transport Planning /Traffic Engineering/Civil Engineering,
Experience: Ten years experience in urban and regional transportation planning,
Responsibility: (i) To cary out the transport and traffic studies (i) To prepare project
proposals and detailed designs of integrated transport network of the study area.
Municipal Engineer
Qualification: Bachelor Degree in Civil Engineering.
Experience: Ten years practical experience.
Responsibility: (() To analyze land use and topographical survey results including general
infrastructure and soil (i) To prepare foundation design criteria, drainage and flood control
‘works, (i) Any other works assigned by consultant's Team Leader.
Architect Planner
Qualification’ Bachelor Degree in Architecture.
Experience: 8 years experience in Urban Planning/Urban DesigniSite Planning/Development
ControVEnvironmental Protection will be preferred.
Responsibilty: (I) To assist consultants in the preparation of Urban Design, Site Planning,
‘application of Building Codes and assist in revision of existing development control rules, (i)

Technology To Be Used.
‘All the engineering survey works have to be done on Mouza Maps and R.S version using
DGPS and Total Station for establishing. Ground Control Point (GCP) and Temporary Control
Point (TCP) has to be identifed in original CS/RS Mouza Maps before scanning and digitizing,
These GCP and TCP willbe used as Geo-relerence Point. Field data has to be downloaded
by the end of the each working day. Backup copy of downloaded raw data along with copy of
field book has to be handed over to the Pourashava Authority for preservation. An appropriate
Digital Data with desirable precision is needed for Spatial Analysis,
‘Survey Equipment.
‘The consulting firm (s) will have sufficient equipment for conducting necessary topographic,
physical feature and other related survey. In case if they do not have si
(DGPS/GPS/TOTAL STATION) they will hire, Evidence of documents in support of
necessary equipment should be attached. Preference will be given to those who own these
‘equipment. The following equipment have to be used:
1. DGPS with post processing facilities, accuracy level within 0.5 meter. Preference will be
given to Real Time Kinematic Global Positioning System (RTK-GPS)
2, Total station capable to identify point, line and polygon feature.
3. Optical Level
Data Processing And Mapping Software.
4. Data input and Processing : Arciinfo (PC 3.5/NT/ARC GIS) or any latest version
2. ARC/view (3.2 upgraded version).
General Approach an
‘The General approach and Methodology but not limited to the following should be used by
the consultant:
‘+ Methodology of Base Map preparation (using ARC/INFO or Arc View) or any other latest

+ Methodology of Ground Control Point (GCP) survey and establishment of Bench Mark

Format for Topographic Survey:
‘Topographic survey GPS and Total station will cover the item of Location/alignment of all
roads, flood embankments and other drainage divides. Closed boundary/outline of homestead,
water bodies, swamps, forest etc. junctions, spot heights or land levels at roughly 50m
intervals in normal cases, contour at 0.3 meter interval, Crest levels not exceeding 60m along
all dyke, roads and drainage divide.

Physical feature survey will cover location and dimension of existing all structures with height,
floor type and use of structure and others, location of all existing exposed light/electric,
telephone posts and towers, gas, water, sewerage line, road (Katcha, pucca), khal etc,
Topographic & Physical feature survey information will be incorporated in enlarged RS Mouza
boundaries. Mouza map scale will be used in the preparation of the base map to demarcate
the study area. The Base Map & other maps will be printed on Mylar and copy (digital and
hard) would be handed over fo LGED for approval

will be fully described in the survey report. The Land Use Maps will be prepared on Base
Map.
