September 2, 2022 in preparation for the implementation of 2022 Brigada Pagbasa

(3Bs initiatives). The Early Grade Reading Assessment (EGRA) shall be

This study is concerned with the Reading Comprehension level among intermediate
learners. This study investigated factors that would affect a reader understanding of
the main idea at the global level and explicit and implicit main ideas at the local level.
The absence of this research study in our local and global setting has prompted
more the researcher to conduct this investigation or study. This problem is a major
problem of every local government unit in Philippines because the rate of the
students elected as Non-Readers is increasing and by having a study or research for
this problem, we might be able to identify what are the barriers in reading and what
are the comprehension.
It has been suspected that social media and technology advancement are one of the
barriers in the implementing of reading comprehensions. It is also found that in
Baybay City many children specially toddlers are exposed in using gadgets in an
early age, and because of this matter many children focuses more in playing gadgets
than reading a book
The LGU of Baybay notices that Reading Comprehension and implementation of
every schools are rarely observed and implemented by the students specially in
primary schools. In the midst of pandemic children’s rarely open a textbook to read
and by the modular learning it is clearly stated that most of the modules are
answered by the parents.
There is an urgent need to pursue this research because the Philippine scored the
lowest in reading comprehension with a mean score of 340 points.
The goal of this research is to make an action plan for every school to increase the
reading and analyzing skills of the students in Caridad NHS, to with the help of the
parents we will help the students understand the importance of reading and
analyzing text. The major vision of our research is to achieve the goal of having
many students to be skilled in writing and analyzing. This goal will help out nations
locality to uplift the opportunities knowledge, and talents and literacy.

REVIEW OF RELATED LITERATURE

Reading Comprehension is influence significantly by a student level of word

knowledge as well as the ability to decode words in print. It means that the ability
takes a part in reading comprehension skill. Reading comprehension is understands
a text that is read. The Comprehension refers to the ability. Reading Comprehension
is to read and understand the meaning and all of information about the text which is
read (Kelner & Flynn: 2006)

According to Odwan, Talal A.A (2012) Reading Comprehension is a complex

process. The gist of reading comprehension is the capability to store and regain
explanation from written texts (Educational Research: 2000).

Kelner and Flynn (2006) said that reading cannot be separated from comprehension.
When the learners are reading, it means that they are comprehending. When the
learners are comprehending, they are constructing the meaning of text which is read.

Sweet AP (2000) states that reading comprehension is a readers comprehension by

constructing the meaning from the text that is read. As Kelner and Flyn (2006) said
that the reader should have knowledge and ability about understanding the reading
passage in reading comprehension. The main ideas, details, and an inference are
the common question that can be drawn from the passages.

Every people has a different comprehension depend on their prior knowledge about
the text but it still almost in a similar context. Appropriate strategy is the most
important factor in terms of Reading Comprehension. The strategies to improve
reading performance are: Create a constant reading program; set clear goals and
standards; to coordinate curriculum; builds strong team faculty; hold teachers
accountable; monitor both students and teachers; foster individual teacher support;
encourage professional development; ensure philosophical consistency; invest in
performance; instill a love of learning through reading; work together; increase time
and task (Cromwell: 2006).

Base on the findings of the previous research, the researcher can conclude that
reading comprehension is a process understanding the meaning of the text by
interpreting the text that is read and it is not simple to do.
