Chapter 1: Civil Engineering Ethics, Practice and Services
Lesson 1: introduction to general ethics and ethical values
Civil engineering is a professional discipline that deals with the design constructions,
including works like roads, bridges, pipelines, railways, canals, dams, sewage systems,
airports and etc. Civil Engineering also deals with the maintenance of the physical and
natural built of the environment, durability, and the safety of the field structure.
Civil engineers are united through the mandate of organization of Philippine Institute of
Civil Engineers and is usually called PICE. This organization aims to build strong foundation
among all Civil Engineers in the Philippines.
Brief History of the Philippine Institute of Civil
Engineers, Inc. (PICE)
Philippine Society of Civil Engineers (PSCE)
It was the first Civil Engineering organization in the country formed by a group of
Civil Engineers mostly from the government sector and was headed by Engr.
Marcial Kasilag who holds the 1st slot in the PRC registry of Civil Engineers.
PSCE was formed during the late twenties.
Philippine Association of Civil Engineers (PACE)
In 1937, another group of Civil Engineers came and formed the Philippine
Association of Civil Engineers (PACE). They came mostly from the private sector
and Enrique Sto. Tomas Cortes led the said group and be the first president of the
organization. The main objectives of the organization is to ascend the standards of
the profession, inspire research and engineering knowledge and technology to
members, foster good fellowship among members, and promote better relationship
and communication with other technological and scientific societies.

The leader among professional organizations known globally for professionalism,
integrity, excellence and social responsibility- a key player in nation building.
PICE MISSION
To advance the welfare of our members and the development and prestige of the
civil engineering profession and to be a dynamic force in nation building.

The PICE has prepared the Manual of Professional Practice for Civil Engineers to provide
civil engineers with guidelines in the practice of their profession.
The practice of civil engineering is governed by several laws, executive issuances, issuances
of regulatory and technical bodies and standard practice.
Lesson 2: Engineering code of ethics
FUNDAMENTAL PRINCIPLES:
Civil engineers uphold and advance the integrity, honor, and dignity of the civil engineering
profession by:
Using their knowledge and skill for the enhancement of human welfare and the
environment;
Being honest and impartial and serving with fidelity the public, their
employers/employees and clients;
Striving to increase the competence and prestige of the civil engineering profession;
and
Supporting the professional and technical societies of their disciplines.
FUNDAMENTAL CANONS:
Civil Engineers shall hold paramount the safety, health, and welfare of the public
and shall strive to comply with the principles of sustainable development in the
performance of their duties.
Civil Engineers shall perform services only in areas of their competence.
Civil Engineers shall issue public statements only in an objective and truthful
manner.
Civil Engineers shall act in professional matters for each employer or client as
faithful agents or trustees, and shall avoid conflicts of interest.
Civil Engineers shall build their profession reputation on the merit of their services
and shall not compete unfairly with others.
Civil Engineers shall act in such a manner to uphold and enhance the honor,
integrity, and dignity of the civil engineering profession.
Civil Engineers shall continue their professional development throughout their
careers, and shall provide opportunities for the professional development of those
civil engineers under their supervision.
