1. Course description

This module is a continuation of Administrative Law 1 taught in Semester 1. It continues to tackle aspects
of the legitimacy of decisions made by public officials through the process of judicial review;
understanding the concept of Natural Justice as a fundamental principle of fair proceedings before any
adjudicating body; it further deals with the nature of legal suits that can be brought against government
and government bodies in their own right.

2. Objectives /Aims

The objective of the course includes:


a. To equip learners with the knowledge of evaluating the legitimacy of decisions made by public
officers
b. Enable learners understand the concept of natural justice
c. Equip learners with knowledge on how legal proceedings are brought against government
d. Enhance students understanding of the Local Government system
e. To enable learners understanding of public financing processes and accountability of public
offices

3. Course outline: refers to the topics to be covered in the course.

This is as detailed in the reading list attached

4. Learning outcomes
The expected learning outcome s from this module include:

a) The students understand the concept of judicial review and its application
b) The learners get a good appreciation of the concept of natural justice and its manifestations in
the law
c) Learners understand the workings of the Local Government system
d) Learners are able to appreciate the circumstances under which government and other government
bodies can sue or be sued
e) Learners have a deeper understanding of the process of public financing and the role of various
public bodies in ensuring government accountability

5. Method of teaching/delivery
Various methods will be utilized in delivering this module:
a) Lecture
b) Group work and presentations
c) Individual assignments
d) Guest lecturers
e) Weekly readings

6. Assessment Method

The module will be assessed by Course work (30%) and written exams (70%) in accordance with the
university exam policy.
