Sub:-Representation of award of BS-16 from date of
appointment and award of promotion according to
Career Path as mentioned in the “A guide of DTEs”.

Dear Sir,
1. We were serving in the Education Department, Govt. of the

Punjab as teacher

2. That an advertisement was published on 12.6.2007

(Annex-A) inviting application for the post of District

Teacher Educators (DTEs).

3. That we fulfilled the qualification and relevant experience

for the said post and applied for the post. Our documents

were scrutinized and after test and interview, we were

selected as District Teacher Educators vide Order No RPM

(DSD) 4- 14/10/8070 dated 22.2.2010. (Annex-B) We were

asked to report to the DTSC head in writing on 1.3.2010.

We report for our duties as DTEs on 1.3.2010.

4. That we have been performing our duties diligently and

honestly.

5. That petitioners have spent more than five years as District

Teacher Educators and there was no complain against them

qua their official performance, work and duties.

6. That according to Summary which was put up for Chief

Minister’s approval the post of the D.T.E. is in BS-16. This


is mentioned in para 6 of the summary which was duly

approved by Chief Minister. (Annex-C)

7. That we have not been given BS-16 but we are drawing the

pay of the post which was held by us in our parent

department. We are entitled to BS 16 w.e.f 1.3.2010

according to summary approved by the Chief Minister.

8. That according to Career Path mentioned at page 12 of the

“A guide for DTEs” (Annex-D) it is also mentioned that

DTE will be in BS-16 their next promotion will be in BS-17

as DTE, then TE is BS 18 and SSS in BS 18. The career

path is reproduced below:-

“DTEs will be given Grade 17 contingent upon

satisfactory performance and subject to availability of

vacancies in the next higher grade at GCETs, DTSCs,

PITE and DSD. Those receiving the promotion will be

required to remain in DSD post for additional five years.

Subsequently the DTEs or TEs contingent upon

acquiring the qualification of Master’s degree in subject

areas or M. Ed.”

The career path has been given at page 12.of DTE guide.

Neither have we been given BS 16 from the date of

appointment i.e. 1.3.2010 nor according to career path we

have been given promotion through we qualify for the same,

eligible and entitled for the same. Hence this application

before your honour.


We are suffering recurring financial loss and are

being deprived of promotion without any lawful

justification.

Prayer. In view of above, it is requested that we

may be given BS 16 from date of our joining i.e.1.3.2010

with all arrears, according to career path we may be given

promotion in BS 17 and BS-18 as Teacher Educator and

Senior Subject Specialist.

Copy of the appointment letter, copy of

advertisement, approved summary of the Chief Minister and

copy of career path is annexed for your kind perusal.
