UK Power Networks

CyberLock provides advanced access control to equip UKPN’s
electricity distribution sites and substations.
Sellox has been pivotal in modernising access management for all sites and substations in
UKPN’s national network in the United Kingdom. The company is migrating to the latest-
generation intelligent key manufactured by CyberLock, which uses low-energy Bluetooth
technology to guarantee instant access and immediate feedback.
The UKPN CyberLock system is deployed across over 13,000 access points and controls
access by over 3,000 employees and contractors.

Power Distribution: an essential part of providing the UK with its electrical energy
Electricity Distribution Centres, Sub Stations and Switches are sensitive areas with strictly
controlled access. Given the exposure to electrical risk, persons with the right qualifications
and certificates must access only the areas for which they are qualified. Intrusions present
potentially lethal consequences.
This is where the CyberLock solution comes in - a single key with associated rights allows
employees and contractors to open any area they require (and are authorised to access) as
part of their job. A lost key is easily disabled within the centralised management software.
The solution is particularly appropriate given the number of maintenance tasks required at
substations.
“Although site workers are mostly UKPN employees, the sites must also be accessible by
subcontractors for extension and renewal work and various maintenance operations.
Electronic access management drastically reduces the risk of intrusion associated with
mechanical keys.
With the CyberLock system, we can now authorise subcontractor access for a specified
period and location. In the UKPN setup, the access rights memorised by the electronic keys
must be updated daily by the key’s user using the dedicated devices. Keys are deactivated
almost immediately once the process is initiated in the CyberAuditWeb (CAW) central
management software. This also provides a reliable crisis management tool.”
A Total Solution
At UKPN, CyberLock has fitted outdoor access points in often isolated, rural areas. The key
supplies the energy to open the cylinder, so no cables are needed for doors or padlocks. The
cylinder is approved to resist extreme weather conditions, especially the effects of water.
The latest IP68-rated padlocks are available in all shackle thicknesses from 5mm to 14mm –
providing controlled access at switchgear through to the most secure gated sites.
Sellox also caters for those unusual needs of dual padlocked access – such as separate
systems used by fire and other emergency services. UKPN can use CyberKeys to access with
their rights – and the other services may use their own Keys to obtain access.
Prospects
Following the latest innovations within the CyberLock range of Keys and CyberLocks, all
locks are automatically mapped to show their location and use. Real-time feedback of
operation is made possible using the latest WIFI and Bluetooth-enabled Keys. Introducing
a wide range of padlocks with phone-based access has also allowed for the possibility of
managing dual company access in a new way.

Migros Geneva, one of the ten regional co-operatives that form the
Migros Group - the largest Swiss retail company and the main private
employer in the country - has just upgraded the roll-out of the
CYBERLOCK cable-free access control solution. The company strives
for excellence and quality by applying its motto of "a better life every
day" to the management of over 3,900 access points spread over 87
outlets. It has significantly improved its processes and the security of
its sites.

According to Joseph Liotta, Security and Surveillance Manager at Migros
Geneva, the key to this success is the belief and involvement of the Migros
management, together with the experience of the SELLOX team. ‘The
excellent collaboration with the SELLOX project managers who supported
us from the first expansion in 2016 to the roll-out across our entire network
enabled us to achieve our objectives within the set time frame.’
Migros had several ambitious initial objectives, including improving
security at outlets, warehouses, and car parks, assigning access rights
centrally and by user profile, guaranteeing response times and controlling
sensitive sites. In addition, the problem of lost keys and the resulting
systematic replacement of keys and cylinders had to be rectified. As some
access points are located in places highly exposed to acute and changing
weather conditions, weather-resistant cylinders without energy were
absolutely necessary.
The Migros installation has expanded to new sites in 2023, and a higher
level of automation is planned in 2014 following the introduction of the
latest management software facilities.
The CYBERLOCK solution fully meets the specific requirements of a
market as demanding in terms of quality and reliability as Swiss retail. As a
result, 490 Migros employees and third-party users can now complete
30,000 monthly opening operations to perform their various tasks at the
company’s hypermarkets, supermarkets, car parks and other outlets.

Sui Southern Gas Company Sui Southern Gas Company (SSGC) is Pakistan’s
leading integrated gas company engaged in the
transmission and distribution of natural gas.
CyberLock in action _ Key Control and Access Management
SSGC’s transmission system extends throughout
the provinces of Balochistan and Sindh, comprising
over 3,614 km of high-pressure pipeline. The
distribution activities, servicing over 1,200 towns
in the Sindh and Balochistan provinces, are managed
through its regional offices. Over 350 million cubic
feet of gas is sold annually to around 2.8 million
industrial, commercial and domestic consumers in

these regions. SSGC owns and operates the only gas
meter manufacturing plant in the country, having an
annual production capacity of 356,000 meters.
SSGC’s mission statement is “To meet the
energy requirements of customers through reliable,
environment-friendly and sustainable supply of
natural gas, while conducting business professionally,
efficiently, ethically, and with responsibility to all our
stakeholders, community, and the nation.” With such
a vast quantity of natural gas to control, monitor
and distribute, SSGC required an intelligent access
control solution to replace 20-year-old padlocks
securing their gas meter stations. These stations house
sensitive equipment such as gas meters, electronic
volume correctors, and remote monitoring equipment.
CHALLENGE: MASTER KEYS
Each of the old padlocks could be accessed with a
single master key, which enabled the crew to open
all locks without authorization. With multiple master
keys in circulation, SSGC was prone to unauthorized
access to the gas meter stations. This allowed
unauthorized key holders to tamper with equipment,
making changes to reflect a lower gas usage reading

sensitive gas meter stations. Further, SSGC is able to
give access rights for: meter readers to obtain monthly
billing reads, measurement teams for fixing any
mechanical or technical issues, surveillance and
monitoring teams to check the overall condition of the
facility, as well as any other individuals or groups
who require access to sensitive assets.
SSGC utilizes Cyberlock’s reporting system, which

was not available in their original access control
system. This feature allows SSGC to monitor
every access attempt to improve accountability.
Additionally, SSGC is able to cross-match the
CyberLock data with their Customer Care and
Billing System to track all attempted lock openings.
This means the opening of any CyberLock installed
at gas meter stations will have a specific field activity
created in the Customer Care and Billing System,
validating the reason for opening the lock. Any
unmatched entries which do not correspond to a key
opening event are highlighted with the respective
department(s). In short, each time the lock is opened,
it is being verified with the corresponding entry in the
Customer Care & Billing system.
SSGC has even segmented the authorization of
CyberKey smart keys with respect to distinct regions
within the franchise territory; meaning one region
is not authorized to open locks pertaining to other
regions. This has given SSGC absolute control of
access to its most critical assets.
With CyberLock, Sui Southern has increased
personnel accountability, reduced shrinkage costs,
and maximized efficiency of its service technicians
and contractors. And best of all, SSGC was able to
implement intelligent access control at all its remote
sites without the cost of hard-wiring or network
expansion.
