1. Legal frameworks can be strengthened, it involves enacting and

brought to justice. Governments can also work with
international partners to strengthen legal frameworks and
improve coordination across borders.
2. A victim support unit should be established in all countries to
provide assistance and support to the victims of crime and
terrorist activities. Said unit shall provide emotional support,
counselling, and practical assistance to the victims as well as
their families. Mental health services will also be provided to
support those who have experienced such trauma.

guidance to prevent them from having distractions like terrorist
activities taking place in name of religion and be on the
right track.
4. Government should enlighten the people and educate them
about the dangers of arms trafficking, including its impact on
global security and stability. This includes promoting public

the consequences of arms trafficking and the importance of
controlling the flow of weapons.

6. South Africa believes that in order for the convention to be
effective in eliminating international terrorism, it should not
conflate the issue of terrorism with peoples’ legitimate
aspirations for self-determination and struggles against colonial
domination in a manner that is in accordance with international
law.
7. In light of the prevalence of terrorism today and the evolution
of the threat, it has become urgent to reach agreement on the
outstanding issues in the negotiations on the convention. We
are, therefore, ready to work constructively with Member
States in the working group and we hope that we can make the
necessary progress during this session towards finalising the
convention
8. Implementation of the terrorist suppression act which provides
legal mechanisms to investigate and prosecute the individuals
involved in terrorist activities. The act defines terrorist activities
and imposed severe penalties on those found guilty of engaging
in terrorism-related offences. Moreover, rehabilitation and
reintegration programs shall be provided to the prisoners
which will help them develop the skills they need to reintegrate
into society and lead productive lives after their release. The
programs will include education, counselling and vocational
training, as well as assistance with finding employment and
housing.
9. We must not countenance double standards in this battle.
Terrorists are terrorists; there are no good and bad
ones. Those who propagate this distinction have an agenda.
And those who cover up for them are just as culpable.

10. Extradition of criminals, terrorists and drug cartels has
been a gray area where only bilateral treaties are in existence.
We would like the UN to bring comprehensive multilateral
treaty so that extradition of fugitives are bought back and
justice is done.

considered unlawful. One way to disrupt terrorism is to disrupt
their financing which is possible by freezing of assets. It is a way
to target specific parties instead of sanctioning an entire
nation.

effective partnerships in countries and regions where terrorist
networks seek to establish a foothold.

16. Education is a primary solution to terrorism. The
government should educate the people to understand the
differences in culture, religion, belief, and human behaviors. All
people should think of the peace, freedom and equality of all
human beings, not just “their group of people”.
17. Establishment of more rehabilitation centres to prevent
youth getting affected by the terrorism and further
establishment of terrorist groups.
18. special security force should be formed to stop the
casualties in these attacks. IMF and World Bank should create
special loans for the countries to create these bodies.
19. Considering the devastation that would be visited upon all
