Job Title Programme Manager

Job Responsibilities and Accountabilities

Overall job purpose


The Programme Manager in this main function will technically support the Country Manager –Myanmar in all pro-
gramme aspects including Programme planning, management, and control of Johanniter’s programmes in the Myanmar
country office. He /She will also be responsible for consolidating and preparing report for the country office, HQ and
the donor.
The position holder achieves these objectives without disciplinary responsibility, based on professional competence and
strong influencing and negotiating skills.

Reporting lines
Reporting to: Country Manager/ (first line manager)

Supervising: Program Officer


Gives technical advice to: Programme officer/s, Partner’s Program Managers
Receives technical advice: Regional Program Manager, Regional PMEAL Coordinator, Regional HUB Lead

Standing in for: Country Manager

Replaced by: Regional Program Manager

Tasks

Strategy and Vision


• Actively supports the values of Johanniter and shapes the work within JIA according to these values.
• Contributes to the implementation of the Johanniter International Assistance Global strategy.
• Works closely with key contacts at partner offices, regional hub, headquarter (HQ) and GSU to ensure the
achievement of JIA’s organisational objectives.
Programme Development
• Identify new programmes based on assessments that support the achievement of Johanniter’s strategic objec-
tives in the country.
• Leads project development processes and ensures the production of high-quality concept notes and proposals
for submission to various donors.
• Support and provide technical assistance for the assessment of new partnerships with new national, interna-
tional or local partner organisations.
• Provides technical support to the programmes team in contract management systems, grant inception work-
shops, submission of quality donor reports and donor compliance.

Programme Management
• Ensures the effective and efficient implementation of the country programme activities, reviews management
systems and makes appropriate improvements at field level.
• Supports the effective and efficient implementation of all programme activities, reviews management systems
and makes appropriate improvements, if needed.
• Assists Country Manager in supporting partners for the effective and efficient management of programme im-
plementation in line with the project management cycle, programme objectives, logical framework, activities
and indicators.

• Ensures cost-effective planning, monitoring/supervision and evaluation of the activities of the programme.
• Leads the coordination of all program activities with project partners.
• Conduct field assessments where needed for project proposals including partnership assessments and need
assessment with partner organization.
• Responsible for consolidation of reports of all country programmes in close cooperation with partner’s program
team.
• Assists Country Manager in identifying new funding opportunities.
• Leads in contract management systems, grant inception workshops, timely submission of quality donor reports
and donor compliance.
• Member of the country management team and responsible in preparing report to the relevant authorities in
the host country

Programme Monitoring and Evaluation


• Ensures project monitoring systems are in place and reviews are undertaken periodically in conjunction with
project partners and relevant local stakeholders.
• Ensures accountability and transparency to beneficiaries, communities, donors, partners.
• Monitors and maintains compliance with Johannite’s policies and procedures.
• Monitors the evolving humanitarian situation in the country and consider strategic and immediate response,
if needed.
• Facilitate quarterly partner meetings to ensure successful project implementation in close cooperation with
program, finance and logistics team.
• Reviews travel plan of program staff travelling to the project sites.

Capacity Development
• Support partners in identifying the capacity building needs of their staff.
• Collaborate with partners in implementing capacity building for their staff to increase their competence in re-
port writing.
• Conduct regular supervision session and on-site coaching.

Safety and Security


• Support Country Manager and coordinate closely with security officer in ensuring safety of all staff.
• Work closely with security officer in monitoring the day-to-day security situation and establish a good under-
standing of the context and risks in the project areas.
• Serve as focal person to maintain regular contact with relevant networks and security stakeholders (UNDSS,
Exera etc)

Communication and representation


• In the absence of the Country Manager, represents Johanniter International Assistance (JIA) in relevant bodies
and networks.
• Promotes best practices in programme management.
• Supports the establishment and effective implementation of strong peer-to-peer supports.

Person Specification

Professional Qualification, Experience and Behaviours:


• Bachelor’s or Master’s degree in a relevant field (preferably in Public Health, Social Science)
• More than 5 years of experience in implementing humanitarian and/or development programmes of which at
least 3 years have been with in an international NGO.
• Experience in capacity building
• Experience in working with international and national partners, donors and governmental ministries.
• Experience in writing proposals and reports
• Experience in monitoring and evaluation of projects in line with donor regulations
• Experience in conducting assessments.
