Respected Sir/Madam,

Under due instructions of My client Mr Niraj Shanthakumar aged about


52 year’s resident of MF 2/3, B Block, Pathway 2, Nandini layout, Bengaluru
South. Pin 560096 (hereinafter referred to as “My Client”) I hereby serve upon
you, the Notice, the following Legal Notice.

Ref: - Harassment and misuse of Powers in the garb of OOD Postings.

1. My Client Represents that you Sir have been posting of your staff on
OOD on a regular basis wherin majority of the staff at any given pont of
time are on OOD.
2. My Client Represents that these are governed by the policy decision and
rules in Karnataka Civil Services Rules.
3. My Client Represents that as per the above rules the posting can be
undertaken for a maximum period of one month.
4. My Client Represents that the guiding concept for the same is efficiency
and strategic decision making for emergencies.
5. My Client Represents that you sir are using the above quoted rules to
circumvent the transfer policy and transfer personnel in the guise of
OOD.
6. My Client Represents that in regards of the same there has been arbitrary
nature of shifting and posting of employees of various cadres to the
whims and fancies of the top officials and for reasons best known to
them.
7. My Client Represents that there seems to be a sort of lobby by a few
people in the department in charge of postings and the plum postings are
awarded to the lucky few for reasons best known to them
8. My Client Represents that this probably being used for other purposes
than administrative grounds, which is being cited in the orders.
9. My Client Represents that these OOD are a huge unwanted expenditure
on the State Funds and the same is being used by a few to take delivery of
government funds.
Hence in lieu of the above, herewith this notice is duly served upon you, further
to that you are called upon to ensure that blatant case of violations of state
policy in the mask of OOD are stopped herewith.

My Client has instructed us to pursue this matter as per law.
