CHAPTER I
INTRODUCTION
A. Background of the Study
3R’s
The environmental protection agency has determined a three tiered approach for managing solid
waste. Each of these should be practice top reduce the amount material headed for final
disposal. They are in order of importance: REDUCE, the best way to manage solid waste. Don’t
create a waste in the first place! Buy only what you need. REUSE, the better way to
manage solid waste. Reuse items use them over and over until they are completely worn out.
RECYCLE, a good way to manage solid waste management.
Disposal
According to World Health Organization (2019) the solid waste management in technical rate,
the term solid waste is use to include all non-liquid waste generated by human activity and a
range of solid waste material resulting from the disaster, such as domestic garbage, such as
food waste, packaging materials; human faces dispose all in garbage ;emergency waste such as plastic
bottles and packaging from other emergency supplies; rubble resulting from the disaster: needed
slurry deposited by the natural disaster. Other specialist wastes such as medical waste from
hospitals as toxic waste from industry will also need to be dealt with urgently but they are
not covered by this technical note. Disposal shall refer to the discharge, deposit, changing,
spilling, leaving, or placing of any solid waste into or in a land. Section 25 of R.A. 9003.
Guidelines for transfer stations. Transfer station shall be design and operated for efficient waste
handling capacity and in compliance with environmental standards and guidelines set pursuant to
his act. And other regulations provided that no waste shall be stored in such station shall
consider the land use plan, proximity to collection area and accessibility of hand routes to
disposal facility. Article 4 recycling program section 26 Of R.A. 9003 inventory of existing
market for recyclable materials the DTI shall within six(6) months from the effectively of this
act and in cooperation with the department of the DILG and other concerned agencies and
actors, publish a study of existing markets for processing and purchasing recyclable materials and
the potential steps necessary to expand.
Segregation
Proper waste segregation and disposal have nothing personal hygiene practice, and awareness in
good sanitation practices among individuals are the ways to improve once health and clean surroundings.
Segregation of our waste is essential as the amount of waste being generated today caused
immense problem .there are certain items are not bio degradable but can be reused or recycled
in fact it is believed that be larger portion of the waste can be recycled, a part of can be
converted to compost, an only a smaller portion of it is real waste that has no use and has
to be discarded.
Garbage disposal system for proper waste management
Solid waste we throw in our garbage bins everyday can be classified into groups, this is
called segregation. If you want to reduce, reuse, and recycle, then it would be better for you
to identify those wastes that can still be used from real garbage that needs to be thrown
away. Garbage are decomposable food waste, these are excess foods, ingredients, etc., that are has no
use for human consumption any ore.
Composting
It is a natural process in which plant and other organic wastes are broken down biologically to
produce a nutrient-rich material. At home, put yard and kitchen waste such as leaves, grass clippings,
fruit and vegetables craps in a bin. This will eventually decompose and produce a mixture that can be
used for soil improvement in individual gardens.
Burning waste
In schools that do not have enough land available for landfills, controlled burning of waste at high
temperatures to produce steam and ash is a preferred waste disposal technique .combustion reduces the
volume of waste to be dispose.
Department of Education Policies and Practices on Waste Management
Under Executive Order No. 888, section 1 and Commission on Adult ( COA) Circular No. 89-296 ( January
1989), any government assess (including equipment) which are unserviceable maybe disposed. Following the
audit guidelines prescribed in the circular. The COA circular provides the authority and responsibility for
disposal of assets to the heads of the departments, bureaus and offices which shall constitutes the committee.
The COA recognizes the following modes of disposal of assets and property: (i) public auction, (ii) sale thru
negotiation, (iii) barter, (iv) transfer to other Government Agencies, and (v) destruction or condemnation. In
compliance with the COA Circular, DepEd has reconstituted the membership of the Committee on Disposal
under Executive Order No. 309.
Awareness
Lack of education and awareness of effective waste management practices is one of the major issues in
developing countries. A study in Caborone, Botswana, show that although citizens were aware of recycling and
other sustainable waste management techniques it does not necessarily translate into involvement in beneficial
environmental activities such as recycling .students awareness regarding environmental problems and solution
can be increase through education(as cited by Adelas et al.,2017.not only the introduction or integration waste
management concepts and through school curriculum at all levels improve the students understanding about
waste management but it will more likely charge their negative attitude and practice involving waste
management.
Attitudes
In terms of attitudes (Fishvein and Ajzen, 2015) and Ajzen (2019), (cited by Madrigal and Oracion,
2018) states that the excessive awareness and attitudes of respondent regarding waste management
can influence their solid waste disposal at home and in school. However, despite this, respondent’s
practices on waste management do not match their level of awareness.
Practices
Practices of solid waste management in school. Noting that solid waste management practices do
not match the very high level awareness of respondents, they further implied that while
knowledge and attitude maybe a factor to determine a person’s course of environmental actors.
They must also be aligned the benefits that a person may receive from being involve in
environmental initiatives.
B. Analysis of the Problem
The problem of the level of awareness on environmental waste management among elementary pupils is
a critical issue with several facets to consider. (1) Lack of Education: Many elementary pupils may not receive
adequate education on environmental waste management. This can lead to a lack of awareness about the
importance of recycling, reducing waste, and proper disposal methods. (2) Limited Resources: Some schools
may have limited resources to implement comprehensive environmental education programs. This could include
a lack of materials, trained educators, or suitable facilities for waste management. (3) Parental Influence: The
awareness of elementary pupils is often influenced by their parents' attitudes and behaviors towards waste
management. If parents are not environmentally conscious, it can be challenging to instill these values in their
children. (4) Age-Appropriate Curriculum: Designing age-appropriate curriculum and teaching methods is
essential. Young children may not fully understand complex environmental concepts, so effective strategies
should be tailored to their cognitive development. (5) Role of Media: The media plays a significant role in
shaping children's perceptions. Exposure to eco-friendly messages through media can positively impact their
awareness and behaviors. (6) Community Engagement: Involving the community, including parents, local
authorities, and environmental organizations, can create a more holistic approach to addressing the issue.
Schools can organize awareness campaigns and involve local experts. (7) Monitoring and Evaluation: Assessing
the impact of environmental education programs is crucial. Schools should regularly evaluate their efforts to
ensure they are effectively increasing awareness and changing behaviors. (8) Long-term Impact: The ultimate
goal is not only to raise awareness but to foster sustainable waste management practices that persist into
adulthood. Therefore, continuity in environmental education is vital. In summary, addressing the problem of the
level of awareness on environmental waste management among elementary pupils requires multi-pronged
approach involving schools, parents, communities, and media. Tailored education programs, adequate resources,
and continuous evaluation are key components of a successful strategy.
C. Statement of the Problem
This study aims to determine the level Awareness of Elementary pupils of Environmental waste management at
Cabeza Elementary School. Specifically, this research study will seek to answer the following question;
1. What is the demographic profile of the elementary pupils in terms of:
a. Sex;
b. Grade Level;
2. What are the common waste that the pupils dispose?
3. What is the level of awareness of the respondents on environmental waste management as to;
a. Littering
b. Burning
c. Food production
4. What school activities can be done to maintain proper waste disposal? (Suggested by the Parents and
Teachers)
D. Significance of the Study
This study will serve as a basis to determine what possible instruction should be done to improve school
environmental sanitation and protection. The study believed to be particularly useful to the following;
Department of Environment and Natural Resources (DENR) - this study helps the department to advocate
more strictly implement environment sanitation and protection.
Pupils- the study will help them understand the importance of healthy environment to motivate them to
strengthen their awareness and practices on environmental sanitation and protection.
Researchers- this will serve as reference for innovations along environmental sanitation and protection.
School Community- this study benefit the school personnel/pupils will be more concerned in extending their
services in helping and maintaining school environmental sanitation and protection.
E. Definition of Terms
Important terms are defined operationally and conceptually to provide better understanding to the researcher of
the research study.
Awareness- This refers the condition where an individual has knowledge, consciousness and cognizance of
maintaining clean environment or surrounding.
Environment- This refers physical, social and cultural factors and conditions. Influencing the existence and
development of a habitat organism.
Environmental protection- This refers to term involves action take in management conservation and
preservation of natural and cultural resources.
Environment Sanitation - this refers to the invitation to reduce or decrease people exposure to diseases by
providing a clean environment which to live, with measures to break the cycle of decease.
Practices- This refers the actual application of ideas, beliefs or method of making the environment clean
attractive and productive.
Solid waste- this refers the unwanted discarded materials that are not liquid organization.
Solid waste management -This is a technology that aims to make use of the garbage to reduce wastes or to
recycle them.
