7. Introduction and Background

Restitute Team Uganda (RETE-UG) is an independent registered non-government and non-profit Civil
Society Organization based at Arua city as its headquarters and operating in the neighboring districts of
Madi Okollo, Zombo, Arua and Pakwach and other west Nile districts.
RETE-UG prime motto is ‘’Restoring Lives’’.

In June 2018 a group of educated, dynamic and like-minded Volunteer youths from Nebbi, Zombo, and
Arua conceived the idea of establishing an organization for addressing the most urgent and pressing needs
of the people of Westnile. True to this spirit, a CBO was formed and named Community Development
Progression Initiative West Nile (CODPI-WN) before finally registering it as a national NGO in the year
2020 as Restitute Team Uganda (RETE-UG).

Considering their association with the development sector, the group was cognizant of the plethora of
problems plaguing the sub region. Consequently, the organization’s focus was not kept limited either in-
terms of geography or sector. Whilst operating in different districts of the sub region, RETE-UG has been
carrying a range of interventions in the areas of livelihood & economic empowerment, Community health
& social justice, environment & natural resource management, Research and other studies.

The organisation cherish creativity (entrepreneurship) aimed at adding productivity of the community for
increased household income. Competitiveness and better quality of life for all to see accumulation
proportionate labour force transiting to self-employment, increased number of young boys and girls
schooling. Reviving and establishing adult literacy, improved child and maternal by seeing increased life
expectancy in the local community. Social protection capacity, developing and implementing demand
driven social economic , integrated community led interventions whose inclusiveness give space for
combined efforts (together for our better) in identifying, mobilizing, lobbying resources and addressing
community’s own challenges.

Although a somewhat new entry in the development arena, RETE-UG owing to the linkages of its members
with national & international agencies enjoys a diverse portfolio, characterized by partnership with
organizations like Uganda National NGO Forum, West Nile Humanitarian platform, Uganda Humanitarian
Platform, Arua, Zombo, Pakwach, Madi Okollo District Local Governments, ministry of internal affairs, West
Nile Regional Civil Society Network, Change the Game Academy, and others.

8. Mission Statement.

Our mission is to use locally right based approach to lobby, advocate, mobilize and engage individuals and
communities to take part & participate in productive appropriate transformative demand driven socio-
economic development activities.

9. Vision Statement.

Our vision is empowered individuals and communities; socially & economically for a just, healthy and
peaceful co-existence.

10. Goal

The overall goal of RETE-UG is to create socio-economic stability of individuals and communities for just,
healthy and peaceful co-existence

11. Strategy

A sustainable strategy is devised to achieve the maximum, a need based and right based approach,
ascertains the problem with fully community involvement and mobilizing all indigenous and local resources.
The program goal are materialized with a helping hand from members, donor agencies, Philanthropic
individuals and local organizations etc.

13. Overall Objective

The overall development objective of RETE-UG is enhanced ability in the target communities to tackle their
own economic, social and environmental problems for sustainable community development.

14. Specific Objectives


 To Develop and Implement demand driven appropriate socio-economic development programs to
foster growth through mindset change, reproductive health and development for the population,
 To build sustainable peace and unity among citizens to conserve environment, climate change,
culture, enhance civic competence, and promote co-existence with other communities,
 To mobilize, harness and utilize available technical and professional manpower to facilitate socio-
economic development through innovation and creativities.
 To contribute towards Agro-industrialization that creates sustainable revenue sources for financing
at least 100% of the annual budget.
 To enhance value addition in key growth opportunities to establish sound, efficient and effective
governance and management system.
15. What RETE-UG Does

Influenced by the new development paradigm, which puts people before things, RETE-UG follows a
participatory approach in every sphere of its work. The traditional knowledge of the rural poor is valued and

respected, and there is confidence that rural people are capable of self-reliant organization. On a practical
level, the fundamental thrust of this approach is decentralization and empowerment.

For a community to be able to work for its own development and reduce its dependency there is a need for
full involvement at all stages of the development cycle. The participation of communities in identification,
planning, management, implementation and evaluation of projects is a key factor in RETE-UG work.
Internally a participatory approach is adopted in managing the affairs of RETE-UG.

Externally, RETE-UG role as a “change agent” helps to develop community management structures that
are capable of managing their own development. This increases the ability of the community to demand
accountability in all their affairs, from leaders and officials. It reinforces the community's belief in the value
of their own development choices and efforts.

Human resource development is an essential part of our development work. This means ensuring that the
community is trained and skilled, as well as organized, to maximize the potential of the community to take
hold of its own development.

RETE-UG strongly believes in maximizing its impact by transferring field experiences into knowledge to
influence the development policies and practices of NGOs, donors and government agencies. This is
important for working towards the long-term goal of eradicating poverty.

16. What makes RETE-UG Special /Approach

RETE-UG is driven by the desire to see a world free of poverty and people live in dignity regardless of their
status, age, race, religion and affiliation. We are unique because we deliver pro-poor, innovative, locally
and community led holistic interventions. We use local resources and people to address the local needs
and challenges (Bottom-UP Approach). We address the root causes of poverty and vulnerability for
sustainability and ensure the community accepts and own any project we implement. Our interventions
start with mind-set and behavioral change of those who have in order for them to appreciate the plight of
the poor. To that effect we use community right based approach, advocate and lobby duty bearers. We
always appeal to local people to provide those resource (Localization/Local Philanthropy) that they feel
they could share with the poor and unprivileged. In so doing we touch the hearts and minds of the poorest
of the poor thus lead to effective inclusion and reduced vulnerability thus promoting life-long independence
and economic participation of the poor. We build synergy with partners and do multi-sectorial approaches.

17. Philosophy

Sustainable rural development is a dynamic process posing various needs at different phases of time.
These can be dealt with continuous interventions based on designed frameworks that incorporate the
requirements projected by the communities and with the help of the communities by strategizing for public-
private partnership.

18. Scope of Work

RETE-UG has linkages with NGOs and funding agencies working in Westnile. It has undertaken initiatives
in West Nile with special reference to Arua, Madi Okollo, Zombo, Pakwach and other west Nile districts
through collaboration with local CBOs/CSOs and activists. RETE-UG enjoys a rich experience of working
in the diverse socio-cultural environment of Westnile and an extensive networking with the District Local
Governments, civil society institutions and the media.

24. RETE-UG follows the following strategy in implementation of its programmes and projects.
1. Community/Social mobilization:
RETE-UG while implementing its programmes/projects as a first step undertakes community mobilization
so that to raise awareness in community on health and hygiene, importance of education in modern day
affairs, gender related issues, socio-economic development and environmental protection. For this purpose
RETE-UG management holds meetings with the community members, conducts training/capacity building
sessions and also launched campaigns.

2. Service delivery:

RETE-UG is staunch believer in a very strong and efficient service delivery in its thematic fields, for this
purpose, RETE-UG management has always delivered services in the communities in a transparent

manner taking care of quantity and quality. It is only because of this very reason that the RETE-UG
interventions have always helped in meeting the community needs and achieving the desired objectives.

3. Net Working:

RETE-UG has always promoted the networking with other NGOs, CBOs, CSOs, media groups and
concerned stakeholders for achieving the goal of sustainable development. Networking with other
organizations has always proved very productive by playing as medium between the service providers and
those at the receiving end. Networking basically provides opportunity for looking at the issues from different
angles i.e. from local, national and finally at regional level. At every level the perspective of issue changes,
which then helps in comprehending the issue.

25. Target groups

RETE-UG basically works mainly for the poorest of the poor in the rural areas of the region. Its target
groups that include; the poor unskilled, un-employed, disadvantaged, underserved, marginalized, youths,
Women, adolescents, persons living with HIV/AIDS, disabilities, stressed, traumatized and most vulnerable
community groups.
