The attitude of governor - General Wood with regards to the

dissatisfaction on the on the part of the Filipino leaders.
The undemocratic and oppressive conduct of wood strained

Changes started in the political system when Governor - general
Leonard Wood took over the governance of the Philippines. The
differences of opinion closing the branches of the national bank,
and over suspension of penalties for late payment of the land tax
and already resulted in notes of protest being sent to the
Governor general by senator Quezon, but the immediate cause of
the wholesale resignations of the Filipino officials was the crisis
brought by the case of Ray Conley, an American detective involved
in a bribery scandal. Despite the acts of Ray Conley, Wood jut
ordered him to be reinstated.

" Only two charges against him were proven and neither affects hiss
efficiency as a police officer. The two charges are that he is keeping a
woman and he made certain false statements." The Governor - General
stated.
Interior Secretary Jose P. Laurel, who suspended Conley, chose to leave
because he did not want a dishonest man in his department. with Laurel's
influence, several officials withdraw from their positions.

The cohesion of the Filipino people prevails every time there are
problematic circumstances that concern the welfare of their fellow
Filipino not just in the era of the governance of Leonard Wood but
untill today's time.
The Filipinos have long evolved since wood's reign and the relation
between America and the Philippines now has changed into one that
works hand in hand.

Filipinos had already the confidence to debate on equal footing with
