MEMORANDUM OF UNDERSTANDING
BETWEEN
AL HAYAT MEDICAL UNIVERSITY
AND
MBALE REGIONAL REFERRAL HOSPITAL (herein after jointly referred to as the
parties)
Preamble
This Memorandum of Understanding is made this 18, day of August,2023 between Al Hayat Medical University
of Wadnaha Street Mogadishu, Somalia and Mbale Referral Regional Hospital of P.O Box 7272, Plot 6, lourdel
Road, Nakasero, Uganda here in after referred to as Mbale Hospital, (herein after jointly referred to as parties).
RECOGNIZING the mutual interests in the field internships, research, community engagement, development,
student exchange, transfer of technology, dissemination, of knowledge
AWARE of the importance of the role Universities and medical facilities in the contribution to development of
society.
CONSIDERING the already existing informal and formal networks between the two institutions
AND WHEREAS
The parties wish to further develop and enhance their relationship which has existed hitherto between
them.
The parties are desirous of improving the capacities of their institutions through collaboration.
Recognizing their common interest in collaborative internships, Research, and community engagement
for the mutual benefit of the two institutions
NOW THEREFORE the parties agree to collaborate in the following areas of mutual benefit to the
parties.
1. Staff exchange (Specialized Doctors)
This should take the form of exchange of staff to supplement existing components in the two
institutions in order to make maximum use of existing skills, expertise, and experiences in the two
institutions through ‘brain circulation and sharing.’ Each institution shall make appropriate
appointments of particular personnel and for a specified period at appropriate levels. The personnel
to be appointed, the levels and terms of exchange shall be mutually agreed upon by the two parties.
2. Exchange of Students, Internships, and Supervision
The two institutions may second students to each other’s respective institutions for purposes of
study or supervision in particular subjects, courses, or projects where the relevant expertise is not
available in their own institution. The number of students and the period of study or supervision
and sponsorship shall be mutually agreed upon by the two parties. Further the two parties shall
identify courses that can be offered mutually to students through educational outreach programs.
Mbale Hospital will accept, admit, supervise, and monitor 5th years MBBS students for
one year of internship. The structure, duties, and responsibilities of the students during that
one year will be agreed upon.
3. Staff Development and Supervision.
The parties agree to establish methods and opportunities of staff exchange, development, and
supervision.
4. Joint Research
The two institutions shall engage in joint research in selected areas of interest to both parties.
Faculties or students involved in such research shall be encouraged to write technical reports or
research results jointly and present in conferences and workshops.
The parties shall create conducive environments for their researchers to work collaboratively on
research projects of common interest and shall undertake to have joint proposals for funding.
The parties further agree to pursue such other lawful activities which they may deem necessary to
enhance and advance co-operation between the two institutions for as long as these activities are
agreeable to both parties.
5. Community Outreach
The parties shall in their collaboration and cooperation promote community outreach with a view
of developing lifelong learning and strengthening development.
6. Reciprocal Visits
The leaders of the two institutions or other authorized representatives may visit the other
institution at an appropriate and agreed time for reviewing the collaborative activities and for
promoting exchanges in new fields. The costs of such visits will be covered in a manner agreed
upon by the parties in advance.
7. Scheduling and Regulations Governing Visits
In all cases of exchange under this Memorandum of Understanding, the professors, lecturers’ research
workers and students concerned shall be subject to the regulations and timetable of the institution that they
will visit.
8. Modification and Termination of the Agreement
This Memorandum of Understanding may be modified at any time, subject to the approval of both
parties. With respect to modifying the Agreement, six month’s written notice shall be given to the
other party.
This Memorandum of Understanding may be terminated by either party giving six months’ written
notice without prejudice to the persons already engaged in a running program of exchange
9. Duration and Renewal of the Agreement
The Memorandum of Understanding shall come into force from the date of signature by the
competent authorities of both institutions and shall remain in force unless terminated by either
party.
10. Representation
The parties to this Memorandum of Understanding shall in all their dealings with the other party
be represented by the signatories of this Agreement or by such authorized officers as shall be
designated by the signatories in writing from time to time. For avoidance of doubt the parties agree
to set up a planning and development Committee that will meet at least twice a year. The
Committee will oversee the implementation of this Memorandum of Understanding.
11. Funding
This Memorandum of Understanding is not a commitment of funding.
12. Conflict Resolution
The parties hereto agree to use their best efforts to amicably settle any conflict arising out of or
relating to this Memorandum of Understanding. In the event that such settlement fails resort shall
be had to a mutually appointed arbitrator(s) or mediator (s).
IN WITNESS WHEREOF the parties hereto do subscribe their signatures on the day and month
first above mentioned.
