WE, ROSEMARIE B. TUGNA and CHRISTIAN PAUL MARTINEZ hereby name, appoint and
constitute RALPH EMIL B. BICERA, to be our representative, for we and in our name, place and
stead, to do and perform the following acts and deeds, to wit:
1. To process, pay and/or transact with the Bureau of Internal Revenue (BIR) pertaining
to our application of candidacy for SK election;
2. To do whatever act or thing requisite or necessary to carry into effect the purpose
herein set forth;
3. To do all other acts necessary for the attainment of the purpose(s) for which we
have issued this Special Power of Attorney;
HEREBY GIVING AND GRANTING unto our said attorney full powers and authority to do and
perform all and every act requisite or necessary to carry into effect the foregoing powers, as
fully to all intents and purposes as I might or could lawfully do if personally present, with full
power of substitution and revocation, and hereby ratifying and confirming all that our said
attorney or his substitute shall lawfully do or cause to be done by virtue hereof.

1564971D and 5019874D Office of the Clerk of Court with Regional Trial Court in
Urdaneta City, in the amount of SIXTY THOUSAND PESOS, Philippine currency,
(Php60,000.00) in Criminal Case No. U-20383 with Branch 45, Regional Trial Court;
2. To encash the check representing said Cashbond with the bank in the amount of
SIXTY THOUSAND PESOS, Philippine currency, (Php60,000.00);
3. To sign, process and facilitate documents pertaining to the above-mentioned
transaction and any other legal documents that may be required:
