1. GENERAL
1.1. Scope
This Procedure is covers to general requirement for erection of Storage Tank in the
Cilacap RESID FLUID CATALYTIC CRACKING (RFCC) Project.

1.2. Related Specification, Procedure and Drawing


The following procedures and drawing prescribe items of related work that will be used as
part of this document :
- SHE PLAN (RFCC-A-ME-VP-POT02-SP-008)
- ERECTION PROCEDURE (RFCC-A-ME-VP-POT02-SP-012)

2. SAFETY
Rigging training must begin and end with SAFETY. North American accident statistic
shows that a mobile crane is one of the most destructive machined used by industry and
construction. Over 1/3 of all crane accidents result in fractured, broken or amputated arms
or legs. Over 1/2 of those injured are the operators and riggers.
Please listen carefully and concentrate on learning and remember the training material.
2.1. Safety Rigging Operation
Consist Of :
Safe rigging plan
Correct crane set up and rigging hook-up per the rigging plan.
The safe operation of the crane per the rigging plan, by the riggers and the rigging
supervisor.

2.2. Safe Rigging Plan


At the very minimum consist of :
Knowing the total correct weights of the loads and rigging, including the load block.
The correct use of slings, shackles and other rigging gear including taglines, softeners
and barricades.

Knowing the capacity of the crane you are using, taking, into account the crane's boom
length and radius.

2.3. Correct Crane Set Up


Consist Of :
1. Locating the crane at a safe radius.
2. Putting the crane on crane mats, hardwood timbers or steel plate to spread the
soil bearings loads.
3. Checking the level of the crane. Remember, A level crane is easier to operate
and will lift with maximum capacity. If the crane is not level, the lifting capacity
and the safety of the operation is reduced.
4. Safety barricade to keep the area around the crane and load free of people.

2.4. The Safe Operation Of The Crane A Correct Crane Set Up


Consists Of :
1. Designating only one man to perform the signaling. A reflective vest is good idea
for identifying the signal man.
2. Knowing the correct hand signals with which to communicate with the crane
operator
3. Holding a pre-lift meeting with everyone involved to talk about each man's job,
communication and safety.
4. Coordinating the man on the taglines with the crane operation.
5. Following the rigging plan slowly and safely.
6. Keeping the crane within it's maximum radius allowable capacity at all times.
7. Continually checking the rigging hook -up, crane stability, clearances, tagline
operation, hoist line spooling and keeping everyone out of the danger zones.
8. Remember that even though we appoint only one signalman, everyone involved
with the lift is empowered to stop the lift if they notice a problem. The best approach
is one of teamwork throughout the lift. Do not relax until the load is set, the rigging
is disconnected, and the crane is gone.

2.5. Loads Correct Crane Set-up


The first and most critical step in any rigging procedure is to determine the weight of
the equipment or load. An accurate weight of plant equipment can usually be found
on one or more of the following :

1. Vendor (Fabrication) drawings


2. Equipment name Plates
3. Shipping information
4. Bills of lading
5. Packing List
If you cannot determine the weight of your load by one of the above methods, then
you must estimate the weight by calculation. Weights of pipe can be found on the
PIPING WEIGHT CHART (See Table 3.1). Use a tape measure to determine
diameter and schedule, then multiply the kg/m shown on the chart by the length on
the pipe in meters. Steel and concrete can be estimated by calculating the volume of
the load to be lifted, then multiplying that volume by 7,9 tone/cubic meter for
concrete. Always stay on the conservative or "safe" side when making weights
estimates.
The Design of Lifting Lugs and The Attachment of lifting Lugs Are Usually an
Engineering Job. If you have any doubts about the strength of a Lifting Lug and It's
Bolt's or welds, contact the Rigging Department/Engineering Departement of MAIN
CONTRACTOR.

2.6. Rigging Hook Ups


Sling's SWL 's (Safe Working Loads) (See Table 3.2 and Figure 4.1) :
a. Straight pull - basis for all sling configuration capacities.
b. Choker hitch - Multiply straight pull by 0,75
c. Basket hitch - Multiply straight pull by 1,4
d. 60 degree angle - Multiply straight pull by 0,85

2.7. Proper Sling Use


Proper sling use involves using the correct size sling in a manner hat does not harm
the sling or the load. All slings, chains and guy lines must be protected from the use
of wood, pipe or rubber "softeners". These protective devices must be wired on or
otherwise securely attached so that they cannot possible fall on someone during or
after the lift.
Do not use nylon or other synthetic slings on loads with square edges, such as
structural steel. These slings can be cut very easily.
It is good rigging practice to keep sling angles at 60 or degrees more.

2.8. Sling Inspection


All rigging equipment will be thoroughly inspected every month by an experienced,
competent person.
Rigging that passes inspection is painted with the appropriate color for he month.

The Following has been widely accepted as criteria for rejection of wire rope slings
are :
a. Ten randomly distributed broken wires in one strand in one rope lay.
b. Loss of more than 1/3 the original diameter of outside individual wires.
c. Wire rope deterioration from corrosion.
d. Kin king, crushing or other damage.
e. Any evidence of heat damage such as a welding arc.
f. Any marked reduction in the sling's diameter.
g. Core protrusion along the main length.

h. End attachments that are cracked, deformed, worn or loose.


i. Any indication of strand or wire slippage in end attachments.
j. More than one broken wire in the vicinity of a zinc, resin or swaged fitting.
k. Damaged or lost stamp or tag with Identification Number and Safe working Load.

The following are criteria for rejection of nylon or synthetic slings :


a. Any evidence of acid or caustic burns.
b. Any indication of meeting or charring of any part of the slings.

c. Holes, tears, cuts, snags, or other damage.


d. Broken or worn stitching in load bearing splices, such as in the eyes .
e. Excessive abrasive wear.
f. Knots in any part of the sling.
g. Damaged or lost stamp or tag with Identification Number and Safe Working Load.

All person using wire rope slings or nylon slings should inspect them before each
use. If you have any question about the safety of a sling, or not use it and contact
the rigging department/Engineering Department of main Contractor for them to
advise you.

2.9. Crane Capacity


The capacity of a crane is based on two criteria : Structural, Strength, and Allowable
load moment, or tipping, as it is more commonly called.
Crane's capacity chart is derived from a combination of the two criteria and is based
on certain crane design specifications and safety factors that a crane manufacturer
must follow. All cranes must have a load capacity chart in the cab at all times. You
must never lift more than the capacity chart allowable.
In order to use the chart you must know the length of the boom and the crane's
radius, but before using a crane's capacity chart, be sure it matches the crane
configuration for counterweight, direction of the boom with respect to the carrier,
whether on rubber tires or outriggers, size and type of boom, etc.

The Total Crane Load =


The weight of the load
+ the weight of the rigging tackle (beams, shackles, etc…,)
+ the weight of load block (hook block )
+ the weight of the hoist lines (on some cranes )
+ the weight of any other blocks or attachments at the boom point, such as a jib
and headache ball.

Crane Radius is the distance from the centre of the crane's turntable to the center
of gravity of the load .
The center of the crane is also the point of rotation. The crane's hook will always
position it self over the centre of gravity of the load when the load is lifted the
ground.
Maximum Radius is the greatest distance from centre of crane to centre of load
That we can use for a particular lift without exceeding the capacity chart. Never
operate a crane beyond it's maximum radius for the load you are lifting. The end
result of operating a crane beyond it's maximum radius could be a structural failure
or a tipped over crane and possibly a death or injury.
Practice reading a capacity chart until you are familiar with the different capacity
charts from the different crane manufactures.
In order to eliminate crane accidents on this job, all total crane loads are limited to
50% of crane capacity and 5 T unless the rigging department is involved.
If the load exceeds 50 % of the crane's capacity or weights 5 T or more, you must
contact the rigging departments Engineering Department of main Contractor for help
in planning your crane lift .

3. CRANE OPERATION
3.1. Crane Signals
Crane signals are the most common method used for communicating between the
person using the crane and the operator. Because a wrong signal could cause an

accident or injury, it is very important that everyone using a crane know the proper
crane hand signals.
It is also very important to appoint only one man to signal the crane. The signal man
should wear a reflective vest so that the crane operator is able to identify him at all
times.

3.2. Taglines and Barricades


When a crane is used to lift material or equipment, it is very important to control the
load when it is the air. Two taglines should be used at all times for this purpose.
Keep both taglines on the crane side of the load for better communication among
the signalman, operator and tagline man. Always man oeuvre the load to keep it
away from the boom.
Handing a load with taglines also keeps the riggers, especially their hands and feet,
away from the load.
Barricades are used to keep people or vehicles out of the danger zones . The
danger zones are those areas under or near the load, near the load near the crane
and between the counterweight and the crane. Barricades can be erected using
flagging, wood , steel, and traffic cones. When making a lift, all danger zones must
be barricaded.

3.3. Safe Crane Operation


1. All cranes must be operated in a smooth, controlled manner.
2. Whenever a crane is working or is being moved, an oilier or rigger must be
present to assist the operator in watching for interference's and to guide workers
and vehicles away from the load and the counterweight.
3. Cranes must be set up on level, compacted ground. Use crane mats, timbers or
steel plate under crane tracks and outrigger pads to lessen bearing loads on the
soil. The length and width of timbers or steel plate used under outrigger pads
should be at least twice the dimension of the outrigger pad. For example, under
an outrigger pad that measures 500 mm long and use enough timbers to make
the pad at least 1000 mm wide.

4. Crane lifts shall be made in daylight hours only unless permission is received
sufficient lighting must be provided to light up the load, the initial pick area, the
set area and he crane, including the hoist drum.
5. The booms of all cranes are the be kept a minimum of 600 mm away from the
load and other interference's
6. No one is ever allowed to ride the load or to be under the load.
7. Use two taglines at all times to control the load.
8. Hold a pre-lift meeting before the lift to talk about responsibility, communication
and safe execution of the lift.
9. If your load is 5 T or more, or it weights over 50% of the crane's capacity make
sure that you have a signed lifting permit.
10.On setting up the crane make sure that the counterweight swing area is free of
obstruction. If the counterweight adjusts out with hydraulics, then ensure that this
is taken into account when positioning the crane.

3.6. Permit
Permit form for lifting activity shall be fullfiled and signed by Subcontractor's Rigging
Supervisor for all lifts over 5 Te (Tones) and given to the Contractor Rigging Superintendent
for his review a minimum of 12 hours before the planned lift time. Permission for the lift may be
denied if the above time scale is not observed.
