AIR POLLUTION CONTROL PROGRAMME

Objectives
Dust and engine smoke emissions are the most common form of air pollution observed at the
construction work sites. This programme shall ensure that control measures are implemented
to mitigate the dust and engine smoke emissions issues.

Diesel Particulate Reduction Measures


CHC shall implement the following control measures to reduce diesel particulate emissions, as
reasonably as practicable:-

1. Regular maintenance regime for all diesel engine plants, machinery and equipment
2. Install engine or exhaust filters for all diesel engine plants, machinery and equipment
3. Reduce utilization of machinery > 15 years in age

Methods to reduce dust particles in the air shall include (non-exhaustive):-

1. Watering down dry surfaces, especially during hot and dry weathers
2. Install hoardings to prevent dust particles from moving out of work zones easily
3. Install temporary enclosures at dusty work zones
4. Regular housekeeping of work zones

NOISE POLLUTION CONTROL PROGRAMME

Objectives
CHC shall implement noise control measures to mitigate noise emissions from the worksites.
The main control measures shall include proper scheduling of noisy activities and/or carrying
out noise monitoring; to ensure noise emission levels do not exceed the permissible limits
reflected in the Environmental Pollution Control (Control of Noise at Construction Sites)
Regulations.

Scheduling of Noisy Work Activities


The following main work activities are some examples where high noise levels would be
produced:-

1. Demolition & Hacking Works


2. Excavation Works
3. Concreting Works

Wherever and whenever practicable, CHC shall plan and schedule the above mentioned work
activities to be within 0700 – 1900hrs (Mondays to Saturdays only). In the event of non-
compliance to the mentioned timings, CHC shall implement the following control measures to
mitigate the noise emission levels:-

1. Install temporary acoustic enclosures / noise barriers at the work zones


2. Schedule to operate at work zones where it is furthest away from the neighbouring
occupied premises

Noise Control Measures


CHC shall also implement the following control measures to mitigate the noise emission levels
generated at the work sites:-

1. Effective maintenance regime for all plant, machinery and equipment


2. Utilization of less noise-generating plant, machinery and equipment
3. Ensure on-site project quality for constructed structures to avoid unnecessary hacking
4. Locating noise-generating plant, machinery and equipment away from residential
dwelling units

Noise Monitoring
In order to ensure that the work activities do not cause extensive disturbances to the
surrounding stakeholders, CHC shall setup noise monitoring devices and equipment at strategic
locations to monitor the noise levels. The data from the sound level meters shall be recorded
and shall also be appended to NEA whenever required. CHC shall review and revise the work
activities, if the recorded noise levels exceed the permissible noise limits stipulated under the
Environmental Pollution Control (Control of Noise at Construction Sites) Regulations.

VECTOR CONTROL MANAGEMENT PROGRAMME

Objectives
Mosquitoes frequently breed in stagnant water such as ground puddles, discarded containers /
water storage containers containing water, choked drains etc. The stagnant water as described
should be removed by regular housekeeping practices such as filling up ground depressions,
proper disposal of such containers, clearing of choked drains etc. The management team shall
deploy workers to regularly check for such potential breeding grounds and immediately remove
any stagnant water discovered. In addition, these workers shall also be equipped with anti-
mosquito oil or sand granules which will be applied to areas where stagnant water cannot be
removed easily.

CHC shall engage and assign a NEA approved pest control specialist to carry out periodic
oiling and/or fogging services on site. The pest control specialist shall also issue service reports
to the management team on the conducted areas for record purposes.

Inspections
Periodic site inspections shall be carried out by the appointed Environmental Control Officer /
Safety & Health Supervisor, for potential mosquito breeding areas in the following categories:-

1. Discarded receptacles and building wastes in the worksite and site offices
2. Ground depressions caused by plant, machinery and equipment
3. Water storage containers
4. Bulk waste containers
5. Excavated trenches
6. Existing and/or completed drainage

Mosquito Control Measure Frequency

Destruction of mosquito breeding grounds

1. Destroy and/or remove all potential breeding grounds discovered during inspections.
These shall be also recorded and reported to the management team so that appropriate
permanent measures can be taken to eliminate the breeding grounds
2. Fogging of the site shall be carried out on required basis; and should be done on a
biweekly basis
3. Oiling of the potential breeding grounds shall be carried out on a daily basis by
deployed trained in-house workers. Intensive oiling of potential breeding areas shall be
carried by the appointed pest control specialist

WATER POLLUTION CONTROL PROGRAMME

Objectives
CHC shall adhere to the Public Utilities Board and National Environment Agency regulations,
to ensure that all site discharged water is free from extensive silt and/or mud due to the
construction activities.

Water Pollution Control Measures


CHC has identified the following common aspects of concern with respect to common water
pollution issues:-

1. Excavation works leading to earth littering and siltation of existing drains


2. Intentional discharge of silt water into existing drains
3. Intentional disposal of chemicals and substances into existing drains

The following control measures shall be implemented to mitigate water pollution:-


Earth Control Measures
A. Engage and appoint a Qualified Environmental Control Professional to design Earth
Control Measures; including:-
1. Minimization of bare earth surfaces through extensive use of erosion control blankets
2. Proper sedimentation control through usage of silt treatment plants
3. Periodic site inspections to ensure compliances

B. Implementation of design and approved plans, including:-


1. Appointment of a qualified ECO to monitor the implementations to ensure compliance
2. Biweekly inspections and provide recommendations for rectifications if necessary

C. Provide adequate education to employees on the consequences of water pollution:-


1. Periodic in-house training and presentation
2. Site banners and posters

D. The implementation of the approved ECM shall include but not limited to:-
1. Phasing of site work to be carried out, as recommended by QECP, such that the erosion
impacts are minimized
2. Early commencement of reinstatement works
3. Silt content for discharged water shall not exceed 50mg/litre of water
4. Silt fences to be installed at excavation areas
5. All drains, silt traps and storage tanks shall be consistently maintained through regular
removal of silt to ensure the effectiveness

WASTE MANAGEMENT PROGRAMME

Objectives
The following objectives are targeted for the waste management plan:-

1. To reduce waste at source


2. To reuse and recycle materials before disposal

Waste Management Methods

A. Recycling of raw materials


1. To consider if parts of raw material that cannot be used for one area, but can be utilized
on another area; for example:-
- Loose timber of > 1m but < 2m can be reused as protective supports and/or temporary
guardrails
- Odd sizes of leftover geotextile membranes can be used at silt traps or perimeter drains
- Loose or short steel bars can be used for smaller structures and/or set to recycling
centres

B. Avoidance and reduction methods


1. To avoid creating waste unnecessarily; for example:-
- Usage of raw material of the right sizes to avoid cutting/trimming
- Avoid usage of new materials if loose parts can be recycled

C. Disposal of construction waste materials


- Excavated earth can be utilized for landfill and waste materials to be disposed via
appointed NEA approved licensed waste disposal specialists
- Excessive concrete waste can be recycled as hard-core for on-site soft grounds
- Construction wastes shall be disposed into waste bins provided by NEA approved
licensed waste disposal specialists. Whenever possible, the wastes should be segregated
into categories of general rubbish/waste, scrap metal and PVC & plastics

Education and Awareness


CHC shall organize in-house training sessions regularly to cultivate awareness of the
programme; through tool-box meetings, environmental campaigns etc.
