VACANCY CIRCULAR
Subject: - Filling up of one (01) post of Director of Air Safety in Level-13 of the 7" CPC pay matrix on
Deputation (including short term contract) basis in Directorate General of Civil Aviation
(DGCA) ~ reg.
;ApPlications in the prescribed proforma as per Annexure-A attached are invited from eligible
candidates for recruitment to one post of Director of Air Safety (General Central Service, Group *A’,
Gazetted, Non-ministerial in Level-13 of the 7 CPC pay matrix in Directorate General of Civil Aviation
(GCA), Ministry of Civil Aviation, New Delhi on Deputation (including short term contract) basis, The
eligibility criteria are:
Officers under the Central/State Governments/Undertakings/Universities (Recognized Research
Institution/Public Sector Undertakings/Semi Government/Statutory or Autonomous Organizations:
(@) @) Holding analogous posts on regular basis in the parent cadre or Department;
or
Gi) With five years’ service in the grade rendered after appointment thereto on a regular basis in
Posts in Level-12 in the pay matrix in the parent cadre or Department; And
(b) Possessing the following educational qualifications and experience:
Essential:
(@ Degree in Aeronautical Engineering from a Recognized University; and
(Gd) Eleven years’ experience in airframe, aircraft structure systems or designs or engines or power
Plants oF electrical or instruments or avionics or Investigation of Aviation Occurrences, Implementation
of Safety Management System and Audits and Surveillances in an approved Publie Sector Undertaking
or covemment Manufacturing or Overhauling or Maintenance Establishment. Knowledge of Civil
Aviation in all its aspects such as Flying Operators, Air Navigations, Tele-communication, Aircraft
Structures, Aero-Engines, Aircraft System, Meteorology snd Air Traffic ControlNote -1:- The departmental officers in the feeder category who are in the direct line of promotion will not
be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible
for consideration for appointment by promotion
Note -2:- Officers serving in the organization other than those who are in the direct line of promotion,
holding analogous post or with five years’ service in the post in level 12 can also apply under deputation
quota, for which they will be required to compete with the extemal candidates.
Note -3:- Period of deputation (including short term contract) including period of deputation (including
short term contract) in another ex-cadre post held immediately preceding this appointment in the same or
some other organization or department of the Central Government shall ordinarily not exceed five years.
Note ~4:- The maximum age limit for appointment by deputation (including short term contract) shall not
be exceeding 56 years as on the closing date of receipt of applications.
2. The duties attached to the post of Director of Air Safety is as follows: -
“Investigate or assist in investigation of aircraft accidents, incidents, precautionary landings,
forced landings, air misses and other potential hazardous situation arising in the air operation and to
compile the report thereof and to carry out the analytical analysis of the happenings to promote air safety
Prepare statistics etc, Besides, with change in the aviation scenario and the development in the aviation
sector worldwide, activities like Accidenv/Incident prevention work; Investigation of accidents to foreign
registered aircraft in India and Indian registered aircraft abroad; Implementation of safety
recommendations; Safety audit of airlines/operators; Investigation of complaints/ voluntary reporting
system; Ramp inspection; Safety oversight activities; FOQA/random monitoring of CVR/DEDR:
Aerodrome Inspection; Approval of cabin safety division of airlines/operators; Rules making and other
Publications; Training of officers, approval of flight safety manual and operations manual; Associating in
the activities of national aviation safety team (NAST); Cabin Crew Safety were also added to meet the
international standard”
3. Bio-data of the eligible and interested officers who could be spared immediately may please be
forwarded on the prescribed Proforma, to the undersigned together with the up-to-date photocopies of
Annual Performance Appraisal Reports (duly attested by an officer not below the rank of Under Secretary)
of last 5 years along with 03 (three) copies of Bio-data, strictly in the prescribed Proforma (Annexure A),
‘The application should reach to this office within 60 days from the date of advertisement in Employment
News / damm ware. Applications received after the closing date or otherwise found incomplete will not be
considered, While forwarding the applications, it may be verified and certified by the cadre controlling
authority that the particulars furnished by the officer are correct and that no disciplinary/vigilance case is
Pending or contemplated against the officer. Integrity certificate and a statement of major/minor penalty,
imposed if any, during preceding last 10 years may also be sent along with all above documents.
