Civil bureaucracy of Pakistan

Introduction:
 Bureaucracy is a basically civil service that is responsible
for running civilian bureaucratic operations and
government secretariats.
 Bureaucracy it is the administrative system governing any
large institution.

Functions:
 Policy implementation
 Execution and enforcement of the law
 Representation
 Policy making
 Political stability
 Policy advice
 Articulating interest

 Everyone is selected through an entrance exam and their rank increases with
experience and discipline.
 Function of bureaucracy depends majorly on level of social and economic
development and political system of the society. The bureaucracy is
expected to ensure continuity of policies, political order, uphold a rule of
law and promote economic development. However, these expectations
change with changing local scenario. Under many countries with colonial
histories, they are likely to have similar bureaucratic structures with a huge
copy with their parent administrations.

Issues:
There are multiple reasons why civil bureaucracy has a lot of issues
 As first huge roles of government are given to officials thus, they
misuse theirs powers which produces chaos in government.
 Corruption, as the power is limited to some thus, they enjoy
benefit.
 Efficiency is not there as huge loads of work.
 No such Accountability due to corruption.
 Access of power is limited to some people.
 As their task are huge which takes a long time to complete them
 Expenditure mismanagement.
 Inefficient management.
 Poor fiscal administration.

Solutions:
 Balance between institutions
 Equal distribution of resources
 Equal justice
 Reforms in fiscal policies
 Expenditures should be cut down
 Good relation with the public
 Accountability
 Good governance
 Corruption courts should be formed
 Freedom of media so such bureaucrats would be in check

Conclusion:
The government should keep in check and establish effectiveness
rather expansion. They must keep illegal activities far off so we could
prosper as a Nation.
