CONDUCT OF SCHOOL LAC SESSIONS

To CID AND SGOD Chief Education Ssupervisors

1. The Division of Valencia City fully supports the implementation of the Learning Action
Cell (LAC) for continuing professional development of its teaching personnel to improve
teaching practices and learner achievement.

2. As such, LAC sessions shall be continuously held in conformity with DepEd Order 35, s.
2016 for topics, time allocation, scheduling, and establishing of culture and norms. The
said issuance strongly recommends 1-2 hours per week or once a month (4-8 hours).
However, in order to ensure maximum safety of the learners who will be sent home in
favor of the activities, as well as giving ample time for facilitators to prepare quality
activities, LAC sessions shall be held one (1) day bi-monthly, preferably on a Friday. It
can either be in-person or in virtual platform if the former is not possible. PSDS and EPS
concerned should be informed of the LAC sessions’ schedule for monitoring purposes.

3. Resources (human or material), should be prepared or set up before the implementation of


the sessions. The human resources could be individuals who are tapped as resource
persons of the LAC sessions. Material resources could be the supplies, worksheets,
videos, equipment, budget, food, venues and other things needed. The budget shall come
from the school’s respective MOOE and other external grants, provided that only
expenses allowed under the school MOOE may be included, subject to existing
accounting rules and regulations.

4. At the school level, the School Head should lead in organizing the LAC and in ensuring
that the practice of holding regular LAC sessions is established, maintained and sustained.
The School Head should also take the lead in designing, monitoring LAC activities and in
evaluating their impact on the total school improvement. This function will be included in
the performance evaluation of School Heads.
5. Active participation of teachers and involvement in the LAC activities should be
captured as an objective in the Individual Performance and Commitment Review Form
(IPCRF). The certificate of participation in LAC activities shall be prepared by schools
signed by the School Head and the Schools Division Superintendent, and shall only be
issued at the end of the school year. This means Documenters’ reports should be turned in
to the Division Office prior to request for certificates. Teachers can request for certificates
anytime of the year when required for the renewal of PRC ID.

6. At the Schools Division Level, the Schools Division Office (SDO), Curriculum
Implementation Division (CID) should support the schools in establishing, maintaining,
and sustaining their LAC practice. It should provide technical assistance (TA) as may be
required. The SDO shall lead in identifying practices which are potentially replicable, as
well as in highlighting accomplishments as basis for reward system.

7. Documentation and record keeping are important for monitoring progress. Individual and
team activities should be properly recorded and documented, with appropriate tools. The
appointment of documenter or recorder of minutes should be on rotation basis. Protocols
for confidentiality and ethics should be strictly adhered. The LAC Team (LAC leader,
facilitators and members) should decisively identify which can be shared in a plenary to
improve teaching-learning.

8. Official templates contained in the toolkit developed by BEST and DepEd Central Office
to be used for LAC purposes are herein provided. All the forms shall be adopted
effective immediately. Documentation of activities should be uploaded after each session

9. School Heads who desire to accredit LAC activities (School, District, Division LAC) for
Continuing Professional Development (CPD) units, shall follow PRC templates (see PRC
Resolution No. 1032, s. 2017) and submit proposals to the Office of the Schools Division
Superintendent who shall consolidate all the submitted LAC instructional design
proposals and submit the same to NEAP and the HROD of the Regional Office 60 days
prior to the schedule of the LAC activity for endorsement to the PRC for accreditation.

10. It is the responsibility of the LAC Leader (School Head) to ensure the safety of the
teachers from harm that may be caused by physical hazards, observance of ethical
protocols and from posting LAC sessions in any social media platform.

11. Previous issuances are hereby rescinded.
