The Role of Quality in Project Management
The question has risen of what project quality management and what and how it affects
a project. Before jumping into the answer let's define a couple key factors. Quality, if you
were to ask me what quality means to me it is the outcome of a product is it cheap or
high quality. It is important for many reasons and for many consumers it defines if they
will repurchase an item. According to Rose (2014) the “Project Management Institute
defines quality as the degree to which a set of inherent characteristics fulfill
requirements” (Rose, 2014 P.6). To deliver on the quality, it is important that the
customer specifies their needs for the products to achieve its desired outcome. “Quality
is a supplier's promise that their goods and service embody it” (Rose, 2014 p.3). To
achieve quality, there are some important roles within the project, a project manager,
and a program manager. Are they the same? No, they sound the same, but the roles
are quite different but equally important to the project. To put in short terms, one creates
and the other complies. Project managers deliver the project within the triple
constraints. They are focused on delivery and execution. Program managers create
clarity within the project. They get the policies and specifications from the project
manager. The role is to create clarity and the culture there is constant changes that
happen within projects. They are responsible to manage through the change and
ensure we are meeting the requirements of the projects. In a project clients specify their
needs and requirements to stakeholders, project managers. They work closely with
program managers to create a plan to achieve desired results within the triple
constraints and oversee the quality of the project.
The role of quality is to ensure performance of the project and to meet the objectives.
You ultimately want your end results to have satisfied customers or stakeholders based
on the quality and not the completion of the project. You do this by having several
activities embedded into the program’s life phases and comparing the performance of
the project to the project’s plan. Collecting specific data from the project and
documentation is the place to start. Gathering all the intimate details you will need to
better understand the program and what to measure exactly. Comparing that data to the
plan and being sure you are on track. If not on track providing the proper resources to
do so. Making sure that you as the program manager have team members responsible
for a specific entity of the project and its performance. When you assign this entity,
having a quality assurance plan to carefully document and manage all performance.
Along with that, is an audit, this is going to ensure all procedures and policies are being
followed. Scheduling either at random or on a schedule basis. Once the project is
completed, inspections of the work will be required to ensure its quality and
performance. If your project does in fact need room for improvement which is
considered as your “quality improvement”. In this phase you focus on your customer
satisfaction and competition, starting off just as you did from the beginning, with your
data collection. Shewhart introduced the disciplined approach to quality improvement.
This model’s cycle will help push you to your last step in your quality journey. It’s called
the plan-do-check-act cycle, its structured cycle will have beneficial effects on your
improvements. You will be able to determine its effectiveness for the project, and based
on your results you would either apply it system-wide. Or go back to the plan phases of
the cycle and go through it again until something is effective. This all will result in the
satisfaction of your customers, increase in competition, and enhance your reputation in
the industry.
