SETTLEMENT RULES AND PROCESSES
I. General Principles governing the Settlement of Workers A. Rules of Settlement RULE 5, SECTION 1: The Call Committee of any local church or recognized ministry of the Conference shall file (at least 6 mos. prior to the expiration of a church workers term) a Call form with the Settlement Committee through the Office of the CM. B. The Office of the CM will make sure you receive your forms. No call form, No schedule No schedule, No Interview No interview, No Settlement C. The Call Committee will then fill-out the form and make sure that it will reach the Office of the CM the soonest possible time for the Committee to set the request in the Settlement Committee Calendar (Rules of Settlement RULE 5, SECTION 3). What is required of Local Churches? A. Needs to appear before the Settlement Committee if: The Church Worker assigned to your church will end his/her term on May 31, 2012. There is no Conference Worker currently and officially assign in your Local Church. B. To form a Call Committee as early as possible. The Call Committee spearheads the settlement process on the side of the local church. BUT it is not authorize to make the decisions for the church. It only gives its recommendations base on evaluation. A Performance Evaluation tool will be provided by the conference. C. Undergo an evaluation before making any decision: 1. Your worker - Renewal or New Call? 2. Your Needs - What qualities of a church worker do you need to effectively partner with you in doing the church ministry? D. Fill-out the form completely. 1. Information written in the form must be an action of the church council and NOT the Call Committee only. 2. Forms submitted for scheduling must contain all necessary information including benefits. 3. Incomplete form will be returned to the local church. This is to ensure that the Committee will only include in the covenant authentic information. E. Submit the form and reportorial requirements the soonest possible time. F. Attend the scheduled interview (all the members of the Call Committee). Answer all the questions honestly and completely. What is required of Church Workers? A. Eligibility for Settlement: 1. Recognized Church Workers of the Conference 2. Church Workers in good standing 3. Has shown willingness to be assigned: a. for the retired church workers b. for those who are returning from an official leave

4. Certification from the Examinations Committee in case of Newly Recognized and Newly accepted church workers 5. Local Church Action on Settlement Committee Recommendation A. The church council will endorse the church worker recommended by the Settlement Committee to the Congregation for Confirmation B. Confirmation Form will be submitted back to the Conference within 10 days from the date of the Congregation action C. The Settlement Committee will start preparing for the Covenant in time for the 13th Annual Session on May 14-16, 2012. D. In the event that the congregation denies the confirmation of the recommended church worker, the Settlement Committee shall once again calendar the call for further deliberation. E. The Committee shall resolve all calls or requests submitted to it for settlement at the soonest possible time. As far as practicable, it shall ensure that at least two weeks prior to the scheduled annual session of the Conference, no call or request is left unresolved. 5. Covenant Signing (Annual Session) A. The Settlement Committee upon receipt of confirmation will start preparing the covenant in time for its signing during the 13th Annual Session.
