PROJECT PROPOSAL
I. PROJECT TITLE: “Guidance Advocacy to Every Learner of GCISC”
II. PROJECT DESCRIPTION:
As educational advocates, school advocates identify and evaluate
developmental problems and external factors that affect student success. In this
capacity, they help to promote a positive school environment that leads to positive
student outcomes. For example, school counselors may design educational programs
that raise awareness about issues that impact students and their families.
School advocates also act as liaisons between administrators and students or
teachers and students. In this role, they may pursue relationships with school
decision-makers and other advocates or advocacy organizations. School counselors
also make sure that students and their families are aware of all the educational
opportunities and services available to them, as well as track students' progress while
they pursue their academic goals.

VI. RATIONALE:
The Implementing Rules and Regulations of Republic Act No. 11036
otherwise known as the Mental Health Law, Section 25 stipulates that, “Educational
institutions such as schools, colleges, universities, and technical schools shall
develop policies and programs for students, educators, and other employees designed
to: raise awareness on mental health issues, identify and provide support services for
individuals at risk, and facilitate access, including referral mechanisms of individual
with mental health conditions to treatment and psychosocial support.
The DepEd, CHED, and TESDA in coordination with other relevant
government agencies and stakeholders, shall provide guidance in the development
and implementation of mental health policy and programs to educational institutions
to: a) promote mental health; b) provide basic support services for individuals at risk
or already have a mental health condition; and c) establish efficient linkages with
other agencies and organizations that provide or make arrangements to provide
support, treatment and continuing care.”
Awaiting the release of the Comprehensive Guidance and Counseling Program
Policy, which is the overall umbrella of all mental health programs and activities in
schools, the Department tries to address the pressing issues concerning the mental
health of learners most especially during this crisis situation by issuing guidelines on
the conduct of counseling and referral mechanisms in schools.
In view of the above, this memorandum aims to establish guidelines and
procedures that will guide DepEd schools in addressing learners who need counseling
and should be referred to other mental health professionals/services.
VII. OBJECTIVES:
a. To orient students and parents with the different policies and
regulations of the school program
b. To know and assist students with problems and difficculties in studying
to identify each student of different problems in terms of social, emotional,
and spiritual aspect
c. To give proper guidance to the Junior High School Students on their
vocation and the career that best suits them
VIII. EXPECTED OUTCOME:
After the completion of the project, the following outcome will be achieved:
a. The students will be able to develop positive attitudes, value system,
adjustment skills and decision-making competencies - in short to help them to
develop into free and responsible citizens;
b. the accuracy of the individual’s self-perception will increase; and
c. harmonious development of the students will be encouraged
IX. METHODOLOGY
A. The guidance advocates will conduct the filing of emergent records of the
learners.
B. The guidance advocates will seek referrals from the advisers about the
students’ records.
C. The guidance advocates will record the personal data of the student in need
of counseling through Personal Data Sheet.
D. The guidance advocates will determine the most problem encountered by the
student.
E. The guidance advocates will ask the student for counseling.
F. The guidance advocates will prepare different guidance activities to be
implemented.
G. The guidance advocates will seek approval from the Principal.
