2021 Code of Ethics for Professional Teachers Explained
The Code of Ethics for Professional Teachers serves as guide for teachers specifically to new
teachers for them to exhibit proper behavior to the learning community at all times. It is
imperative that you observe and practice this set of ethical and moral principles, standards,
and values.

Code of Ethics for Professional Teachers
Pursuant to the provisions of paragraph (e). Article 11, of R. A.. No. 7836. otherwise known
as the Philippines Professionalization Act of 1994 and Paragraph (a), section 6. P.D. No. 223.
as amended, the Board for Professional Teachers hereby adopt the Code of Ethics for
Professional Teachers.
PREAMBLE
Teachers are duly licensed professionals who possesses dignity and reputation with high
moral values as well as technical and professional competence in the practice of their noble
profession, they strictly adhere to. observe, and practice this set of ethical and moral
principles, standards, and values.

ARTICLE I – SCOPE AND LIMITATIONS
Section 1. The Philippine Constitution provides that all educational institution shall offer
quality education for all competent teachers committed of it’s full realization The provision
of this Code shall apply, therefore, to all teachers in schools in the Philippines.

Section 2. This Code covers all public and private school teachers in all educational
institutions at the preschool, primary, elementary. and secondary levels whether academic,
vocational, special, technical, or non-formal. The term “teacher” shall include industrial arts
or vocational teachers and all other persons performing supervisory and /or administrative
functions in all school at the aforesaid levels, whether on full time or part-time basis.

ARTICLE II – THE TEACHER AND THE STATE
Section 1. The schools are the nurseries of the future citizens of the state: each teacher is a
trustee of the cultural and educational heritage of the nation and is under obligation to
transmit to learners such heritage as well as to elevate national morality, promote national
pride, cultivate love of country, instill allegiance to the constitution and for all duly
constituted authorities, and promote obedience to the laws of the state.

Section 2. Every teacher or school official shall actively help carryout the declared policies
of the state, and shall take an oath to this effect.

ka dapat magpakita sa public or sa state na ay huwag mong sundin ang batas na iyan

Section 3. In the interest of the State and of the Filipino people as much as of his own.

money or service or other valuable material from any person or entity for such purposes

Section 6. Every teacher shall vote and shall exercise all other constitutional rights and
responsibility.

Section 7. A teacher shall not use his position or facial authority or influence to coerce any
other person to follow any political course of action.

Section 8. Every teacher shall enjoy academic freedom and shall have privilege of

ARTICLE III – THE TEACHER AND THE COMMUNITY
Section 1. A teacher is a facilitator of learning and of the development of the youth: he
shall, therefore, render the best service by providing an environment conducive to such
learning and growth.

Section 2. Every teacher shall provide leadership and initiative to actively participate in
community movements for moral, social, educational, economic and civic betterment.

ask for assistance from the teachers kasi sila talaga ang nagbibigay ng guide or
ganun kalakas ang leadership ang meron ang isang teacher.
Section 3. Every teacher shall merit reasonable social recognition for which purpose he
shall behave with honor and dignity at all times and refrain for such activities as gambling,
smoking, drunkenness, and other excesses, much less illicit relations.

know the expectation and demand of the society para sa isang teachers but it

Section 4. Every teacher shall live for and with the community and shall, therefore, study
and understand local customs and traditions in order to have sympathetic attitude,
therefore, refrain from disparaging the community.

Section 5. Every teacher shall help the school keep the people in the community informed
about the school’s work and accomplishments as well as its needs and problems.

community but also in the school kasi ang school naman ay parte di ba ng

Section 6. Every teacher is intellectual leader in the community, especially in the barangay.
and shall welcome the opportunity to provide such leadership when needed, to extend
counseling services, as appropriate, and to actively be involved in matters affecting the
welfare of the people.

Yes, we as a teachers lead as good example in our community, lalo na sa ating
Brgy., but in this part dito sa pag extend ng couselling services it doesn’t mean
na malalim na couselling services ang pwede nating ibigay. Kasi providing
couselling you need to be an expert doon sa field na iyon ay kailangan mong ma
master yong mga techniques at strategies kasi obcourse we have a guidance
cousellor to provide those services sila ang maalam, sila ang eksperto pagdating
sa mga bagay na iyon.
Section 7. Every teacher shall maintain harmonious and pleasant personal and official
relations with other professionals, with government officials, and with the people,
individually or collectively.

Ayun dapat meron tayong harmonious relationship with other professionals So
Therefore we need to respect the other professions kasi nga ganun kataas ganun
ka noble profession yong pagiging isang guro. There would be no lawyers, doctors
without a teacher di ba?
Section 8. A teacher posses freedom to attend church and worships as appropriate, but
shall not use his positions and influence to proselyte others.

Ibig sabihin nito, Di ba kung sa educational talaga we need respect yong sa

ARTICLE IV – A TEACHER AND THE PROFESSION
Section 1. Every teacher shall actively insure that teaching is the noblest profession, and
shall manifest genuine enthusiasm and pride in teaching as a noble calling.

Section 2. Every teacher shall uphold the highest possible standards of quality education,
shall make the best preparations for the career of teaching, and shall be at his best at all
times and in the practice of his profession.

Section 3. Every teacher shall participate in the Continuing Professional Education (CPE)
program of the Professional Regulation Commission, and shall pursue such other studies as
will improve his efficiency, enhance the prestige of the profession, and strengthen his
competence, virtues, and productivity in order to be nationally and internationally
competitive.

Section 4. Every teacher shall help, if duly authorized, to seek support from the school, but
shall not make improper misrepresentations through personal advertisements and other
questionable means.

Section 5. Every teacher shall use the teaching profession in a manner that makes it

standard ang kailangan mong gampanan as a teacher. Hindi na basta teacher ka
lang kasi yumayaman. Kasi, honestly sinasabi nila dati na wala talagang

ARTICLE V – THE TEACHERS AND THE PROFESSION
Section 1. Teacher shall, at all times, be imbued with the spirit of professional loyalty,
mutual confidence, and faith in one another, self sacrifice for the common good, and full
cooperation with colleagues. When the best interest of the learners, the school, or the
profession is at stake in any controversy, teacher shall support one another.

Yun, pag teacher talaga you always supporting each other . Sa ibang school kasi
may nangyayaring mga siraan, tsismisan sa kapwa gurowhich is not really good
dapat we have to support them and cooperate kung ano man ang dapat gawin
lalo na naging part ka ng isang institusyon or sa isang school . Kasi you are
working for the success of your students, you are not only working para maging
successful ka sa trabaho mo di ba? Na kailangan ikaw ang pinakamagaling na
teacher sa school na iyon you are there for the students para maging successful
sila. And you have to provide faith in one another dapat you are there to support
at naniniwala ka sa mga estudyante mo na kayang-kaya nilang maabot yong
mga pangarap or mga goals or mission na meron sila in life.
Section 2. A teacher is not entitled to claim credit or work not of his own. and shall give
due credit for the work of others which he may use.
Explanation:
Best example dito ay yong mga researches na meron yong mga estudyante o
kapwa mo guro. You are not allowed to publish unless you provide credit kung
sino man ang mga estudyante or guro na gumawa ng research na iyon. Or lalo na
kapag may drawing yong isang estudyante na sobrang ganda and you post to
social media without crediting the students di ba napaka unethical naman. So
hanggat maaari you provide due credit kung sino ang may karapat dapat sa
credit na iyon. Ika nga, ikaw ang naghirap, iba ang nakinabang.
Section 3. Before leaving his position, a teacher shall organize for whoever assumes the
position such records and other data as are necessary to carry on the work.

Kaya before magleave ang isang teacher or if ever na manganganak or nagkasakit

Section 4. A teacher shall hold inviolate all confidential information concerning associates
and the school, and shall not divulge to anyone documents which has not been officially

appear to be an unprofessional and unethical conduct of any associates. However, this may
be done only if there is incontrovertible evidence for such conduct.

Section 6. A teacher may submit to the proper authorities any justifiable criticism against
an associate, preferably in writing, without violating the right of the individual concerned.

Kung ano man ang ibinigay or ebidensiya mo dapat it should not be violated dun

Section 7. A teacher may apply for a vacant position for which he is qualified: provided
that he respects the system of selection on the basis of merit and competence: provided,
further, that all qualified candidates are given the opportunity to be considered.

naqualified sa promotion na iyon huwag mong siraan or sasabihin mong yan sa

ARTICLE VI – THE TEACHER AND HIGHER AUTHORITIES IN THE
PROFESSIONS
Section 1. Every teacher shall make it his duties to make an honest effort to understand
and support the legitimate policies of the school and the administration regardless of
personal feeling or private opinion and shall faithfully carry them out.

nag apply ka sa isang catholic school tapos hindi ka catholic tapos may mga rules
and policies na meron ang school na iyon lalo na religious na activities, you are

Section 2. A teacher shall not make any false accusations or charges against superiors,
especially under anonymity. However, if there are valid charges, he should present such
under oath to competent authority.

Section 3. A teacher shall transact all official business through channels except when
special conditions warrant a different procedure, such as when special conditions are
advocated but are opposed by immediate superiors, in which case, the teacher shall appeal
directly to the appropriate higher authority.

Kaya hindi ka lang basta-basta pipirma talaga ng kontrata you have to read it

ikaw nag nagreklamo or ikaw ang irereklamo di moa lam kung saan ka
nagkamali di ba? Mas maganda na you are knowledgeable enough sa mga bagay

ARTICLE VII – SCHOOL OFFICIALS TEACHERS AND OTHER PERSONNEL

Section 4. No school officials shall dismiss or recommend for dismissal a teacher or other
subordinates except for cause.

Section 5. School authorities concern shall ensure that public school teachers are

given, if qualified, subsequent permanent tenure, in accordance with existing laws.
ARTICLE VIII – THE TEACHERS AND LEARNERS
Section 1. A teacher has a right and duty to determine the academic marks and the
promotions of learners in the subject or grades he handles, such determination shall be in
accordance with generally accepted procedures of evaluation and measurement. In case of
any complaint, teachers concerned shall immediately take appropriate actions, of serving
due process.

Syempre sino pa ba ang magcocondiser kapag nakapasa ang bata o hindi, kundi
ang isang teacher lang talaga. Kasi siya ang nakakaalam sa mga performance ng

teachers, sa sobrang na kailangang ipasa nalilimutan na din ang dapat gawin lalo
na sa K+12 di ba sa Deped marami rin talagang ginagawa.And there are certain
programs na dapat sasalihan but we have to remember na dapat inuuna talaga
ang mga estudyante.
Section 3. Under no circumstance shall a teacher be prejudiced nor discriminated against
by the learner.

For protection din ito sa teacher na hindi dapat hinuhusgahan agad , hindi lang
naman ito sa student even sa teacher din we are a person din naman na may
damdamin at nasasaktan din and we are imperfect but it doesn’t mean na ang
ibang tao lalo na ang estudyante ay may karapatan na iprejudiced yong teachers
na imisjudge mo “ay ang teacher na yan kilala namin ang ugali , hindi nagtuturo
or hindi naman magaling yan under no circumstances dapat hindi ganon
tinatrato ang isang teacher. Tapos hindi dapat sila dinidiscriminate ng kanilang
mga students.
Section 4. A teacher shall not accept favors or gifts from learners, their parents or others in
their behalf in exchange for requested concessions, especially if undeserved.

Di daw dapat tayo nag aacept ng mga gifts, even in parents inbehalf kung
merong kapalit na request lalo na kapag hindi mo naman deserve ang gifts na
iyon. Kasi sometimes sa totoong buhay naman
Section 5. A teacher shall not accept, directly or indirectly, any remuneration from tutorials
other what is authorized for such service.

Ayon, lalo na pag ikaw ang subject teacher , kung ikaw naman ang subject

binabayad ang estudyante sayo. But it is type of remedial alam mo yon that after

Section 7. In a situation where mutual attraction and subsequent love develop between
teacher and learner, the teacher shall exercise utmost professional discretion to avoid
scandal, gossip and preferential treatment of the learner.

Bawal ba talaga magkakaroon ng relationship ang isang teacher at isang student,
So ano sa tingin niyo ang sagot niya? Actually theres is no specific na batas

Section 8. A teacher shall not inflict corporal punishment on offending learners nor make
deductions from their scholastic ratings as a punishment for acts which are clearly not
manifestation of poor scholarship.

ang teacher in corporal punishment or in physical na pananakit ng teachers kasi

Kaya ang hirap na talaga ngayon na disiplinahin ang mga estudyante kasi
kunting kibot lang reklamo na ang estudyante.
Sa article VII Section 8 parin , bawal na bawasan mo ang grades ng isang
estudyante just because na nagkamali siya na hindi naman related doon sa
academic performance niya.
Section 9. A teacher shall ensure that conditions contribute to the maximum development
of learners are adequate, and shall extend needed assistance in preventing or solving
learner’s problems and difficulties.
Explanation:
Part naman talaga or responsibility ng teacher is to maximize showcase kung
ano talaga ang potential ng isang bata. May naging estudyante ako na transferee
dati na sobrang galing, sobrang talino talaga, minsan naboboring siya sa klase
kasi nga paulit-ulit lang ang lesson at mastered na niya ang topic na iyon at
tinuturo ko palang sa mga kaklse niya. So what I did, binigyan ko siya ng other

nun sayo? Even if that student is good enough or sobrang galing niya sa klase it
doesn’t mean na bawal na siyang matuto.
ARTICLE IX – THE TEACHERS AND PARENTS
Section 1. Every teacher shall establish and maintain cordial relations with parents, and
shall conduct himself to merit their confidence and respect.
Explanation:
Kaya kailangan nating idevelop yong interpersonal skill natin sa pakikipag-usap
sa mga parents kasi sila talaga yong may pinaka concern sa mga anak nila
(ngunit hindi naman lahat) And you are team, hindi kayo magkalaban and you are
there to help each other for the success and development of the student.
Section 2. Every teacher shall inform parents, through proper authorities, of the progress
and deficiencies of learner under him. exercising utmost candor and tact in pointing out
learners deficiencies and in seeking parent’s cooperation for the proper guidance and
improvement of the learners.

Ito mahalaga din ito guyz, na paano mo iaadress sa isang parent na may mali or
nahihirapan ang isang estudyante sa subject mo. Lalo na pag alam naman ng
parents niya na sobrang galing nung bata ngunit para sayo hindi naman siya
ganun kagaling lalo na sa mga activities or sobrang bagsak naman dun sa exam
di ba?. Kaya nga dapat tinatago talaga ang examination paper or mga task na
ginawa upang may basehan kung paano mo binigyan ng grades ang isang
estudyante. And we have to be careful dito sa pagpuna kung ano man ang
kakulangan ng isang estudyante kasi most of the parents will not accept it. Who
know in ourselves naman na may mga estudyante tayo na sobrang kulit talaga sa
klase pero pag nasa bahay sobrang bait. Pero pag ang teacher sasabihin “ay yong
anak niyo po ay hindi nakikinig sa klase , tapos sasabihin ng parent, ay hindi po
mam bakit ganun, sobrang bait ng anak kung yan sa bahay. Minsan binabagsak
talaga ng teacher ang bata, but you have to inform the parent pag ganun ang
nangyari.
Section 3. A teacher shall hear parent’s complaints with sympathy and understanding, and
shall discourage unfair criticism.
Explanation:
Pagnagrereklamo yong parents na bakit ganun ang grades ng bata but I just
showed here yong mga activities niya sa class record yong grade ng bata .Para
makita niya kung ano ba talaga yong performance ng anak niya. Kasi alam mo
naman siguro ang pakiramdam di ba, as a parents na kailangan na intindihin mo
rin sila gusto kasi nilang maging maganda o mabigyan kung ano man na

Mr. Mario Ocampo, who has been teaching for the last 25 years, refused to attend an
important conference in Mindanao. Every time he is asked by the principal to attend such
an activity, he always requests a new teacher to attend. As a professional teacher, is it right
to express refusal in attending conferences.

Ms. Rose Q. Reyes posted two-piece swimwear picture of herself in her Facebook page. She
received negative comments from the community and stakeholders. Ms. Reyes justified
that she has the right to post anything on her Facebook account since it was her personal
account. Is it right for Mrs. Reyes to do such?

During barangay fiesta, Mr. Ben Y. Maya was designated as the fiesta directorate chairman.
Because of his talent, he accepted the task willingly even without any honorarium. He
facilitated culture-based activities that made their barangay fiesta a significant one. Is it
alright for Mr. Maya not to receive any compensation for his services rendered since this
will be a precedent for the succeeding activity coordinator?

being a resident of the said barangay where the school is located. Is it right for her to do

excited to join the said parade but she did not join them due to personal reason and only
asked the president of the class to check the attendants of his classmates. Is the decision of
Mrs. Sedillo not answerable for any untoward incident to happen to the students?

7,500.00 every month. She decided to borrow money from Provincial Savings Bank with a
monthly deduction of P3,500. In the same month she also borrowed money to First
Diamond Lending Company with a monthly deduction of P 3,500.00. In the first 2 months
she enjoyed a take home pay of P7,500.00 because the 2 lending institutions will deduct on
the 3rd month from the date she borrowed. Is it alright for Mrs. Ramos to borrow the
amount considering that she don’t have enough take home pay when the deduction will
take effect?

Mr. Ricky dela Cruz is one of the youngest teacher in Silab Community High School. Due to
his young age he has lots of friends and barkadas. After school hours, he is always seen
with his friends in an internet cafe playing Dota, in gambling dens, and in beerhouses. He
also frequently seen in discos during weekends. Is Mr. Cruz acting as a good model to his
students?
