A RESOLUTION APPROVING & ADOPTING THE EXISTING INTERNAL RULES


AND PROCEDURES OF THE SANGGUNIANG KABATAAN OF BARANGAY
KALAWAG II, ISULAN, SULTAN KUDARAT.

WHEREAS, we, the duly elected Sangguniang Kabataan Officials of Barangay


Kalawag II, Isulan, Sultan Kudarat, adhere to the principle that sincere and meaningful
unity among the members of the Sangguniang Kabataan in order to uplift the general
welfare of the youth;

WHEREAS, the challenges that confront the Sangguniang Kabataan march


briskly as the changes that occur in the society;

WHEREAS, in order to cope up with these challenges, we need to have an


Internal Rules and Procedures that is responsive to the demands of a presents times;

NOW THEREFORE, upon the motion of Hon. Edson M. Palma and duly
seconded by Hon. John Thomas D. Dela Cerna and the SK Council be it;

RESOLVED AS IT IS HEREBY RESOLVED, to approve the amendments to


existing Internal Rules and Procedures of the Sangguniang Kabataan of Barangay
Kalawag II, Isulan, Sultan Kudarat.
RESOLVED FINALLY, that the copies of this resolution be furnished to the Local
Youth Development Office and other concerned offices for their guidance, information
and appropriate action.

ARTICLE I
COMPOSITION

SECTION I. The Sangguniang Kabataan of Barangay Kalawag II, the youth governing
body of this barangay, shall be composed of SK Chairperson and seven (7) SK
Members and also have appointed SK Secretary and SK Treasurer.

SECTION II. All these officials of the Sangguniang Kabataan shall be elected by the
Katipunan ng Kabataan registered voters.

SECTION III. The SK Secretary and SK Treasurer shall be appointed by the SK


Chairperson from the Katipunan ng Kabataan, and subject to concurrence.

ARTICLE II
NAME AND DOMICILE

SECTION I. The organization shall be known as Sangguniang Kabataan of Barangay


Kalawag II, herein referred to as SK Kalawag II.

SECTION II. The principal office of the SK Kalawag II shall be located within the area of
Barangay Kalawag II.

ARTICLE III
ROLES, POWERS AND FUNCTION OF THE SK KALAWAG II

SECTION I. The SK Kalawag II should have the following roles, powers and functions;

a. The SK
o Formulates Comprehensive Barangay Youth Development, a three (3)-
year rolling plan created in consultation and with concurrence of KK; this
plan is the basis for preparing the ABYIP.
o Approves the annual budget of the Annual Barangay Youth Investment
Plan — as well as a supplemental budget, if the SK funds allows.
o Promulgates resolutions to carry out the objectives of the CBYDP and the
applicable provisions of RA No.10742 and its IRR.
o Initiates and implements, in coordination with any national government
agency and/or any private or nongovernment institution, programs and
projects promoting the general welfare, development, and empowerment
of the youth.
o Holds fund-raising activities that are in line with the CBYDP.
o Creates regular or special committees.
o Submits annual and end-of-term program accomplishments and financial
reports to the SB and presents the same during the KK assembly, with
copies furnished the LGOO, LYDC, COA, and NYC.
o Partners with the LYDC in planning and executing projects and programs
of specific advocacies.
o Conducts youth profiling and establishes, maintains, and updates a
database of youth and ensures submission to NYC and the proper turn-
over to the next set of SK officials of this database.
o Assists in the establishment and registration of youth organizations and
youth-serving organizations, in accordance with the guidelines of the NYC.
o Adopts and implements a policy of full public disclosure of all SK
transactions and documents of public interest, in accordance with
guidelines promulgated by DILG.
o Authorizes the SK Chairperson to enter into contracts on behalf of the SK.
o When necessary, as in the case of the SK Chairperson and the SK
Treasurer, complies with requirements for the posting of bonds.
o Exercises such other powers and performs such other functions as may
be prescribed by law or ordinance, or as may be delegated by the SB or
NYC.

b. THE SK CHAIRPERSON
o Calls and presides over all meetings of the SK and assemblies of the KK,
and votes in case of a tie, except when one (1) of the agenda to be
discussed involves disciplinary action against her/him, in which case the
highest ranking SK member shall preside.
o To preserve order and decorum over the sessions and to exact from all
members present due respect and proper deportment, prevent
disturbance and disorder, and to order the session hall cleared of any or
all person’s impropriety.
o To decide all questions or order, subject to appeal by any member.

c. THE SK MEMBERS/KAGAWAD
o Formulates and enacts youth policies in the form of resolutions;
o Assists the SK Chairperson in the exercise of the powers, functions, and
duties of SK;
o The SK Chairperson and SK Kagawad are referred to as the SK Officials;
o Serves as head of different SK committees;
o Presides over committee meetings and SK and KK meetings, in the
absence of the SK Chairperson; and
o Performs other duties and functions in exercise of her/his role as SK
official and as prescribed by the SK Chairperson.

d. THE SK SECRETARY
o To attend the sessions of the Sanggunian and to keep the accurate record
of its proceedings.
o To call the roll of members, read the calendar of business and minutes of
the proceeding session, and by himself or through a reader designated by
him, to read the proposed resolution, messages, communications,
memorial, and other documents which are required by the Sanggunian or
ordered by the Sanggunian or ordered by the Presiding Officer.
o To notify the committees of their appointment or creation.
o To furnish each members of the Sangguniang Kabataan with a copy of
every approved resolution, which they are entitled to receive.

e. THE SK TRESURER
o Prepares a written financial report of all SK funds and property under
her/his custody, renders and makes printed copies of this financial report
available to SK members during the regular Session.
ARTICLE IV

ARTICLE V
MEETINGS, ORDER OF BUSINESS AND QUORUM

SECTION I. The regular meeting of SK Kalawag II shall every 3 rd Saturday of the month,
1 o’clock in the afternoon at Barangay Kalawag II Session Hall.

o All members of the Sangguniang Kabataan should wear the complete prescribed
uniforms during the regular and special sessions (POLO Uniform, Long Pants
and Shoes with socks as well as the Officer of the Day in the office)
o Smoking is strictly prohibited during the conduct of the sessions;
o Nobody should attend the session under the influence of liquor;
o Presence of visitor’s during session should be by appointment with the SK
Secretary upon the approval of the SK Chairperson.

SECTION II. Order of Business in Regular meeting shall be as follows;

SECTION III. Special meetings may be called by the SK Chairperson or any three (3)
of the members by giving written notice to all members of the date, time, place, agenda
of the meeting at least one (1) day in advance.

SECTION IV. Notices of regular or special meetings shall be furnished the


Sangguniang Barangay and Local Youth Development Officer for their information.
SECTION V. Determination of a quorum is the number of members required to be able
to transact official business. To determine quorum, the following shall observed;

 A majority of all the officers of the SK Kalawag II shall if constitute a quorum to


transact official business and validly act on every decision that the SK Kalawag
II shall make;
 No business shall be transacted by the SK Kalawag II if there is no quorum;
 No resolution shall be passed unless approved by a majority of the members
present;
 Should a question of quorum be raised during session, the SK Kalawag II SK
Chairperson/Presiding Officer shall immediately proceed to call the roll of the
officers and thereafter announce the results; and
 The SK Chairperson, upon proper motion duly approved by the SK Official
present, shall declare the session or meeting adjourned for lack of quorum.

ARTICLE VI
DECORUM, PENALTIES AND FINES

SECTION I. Conduct during meetings, during every regular and/or special meeting, the
SK Kalawag II members should observe the following rules and policies;

a) The meeting will start at 1:00 in the afternoon and fifteen (15) minutes before the
start of the meeting;
b) Early quitting during regular/special meetings is not allowed except for
emergency cases as permit by the majority of the members present;
c) Tardiness is not allowed with some provisions of fifteen (15) minutes is the
grace period but sixteen (16) minutes to thirty (30) minutes late had a fine of
Php 15.00;
d) Imposition of penalty for absence during session (exemption: sickness with
medical certificate and on-official travel) a fine of Php 200.00;
e) Absence of Sangguniang Kabataan member on his/her “Officer of the Day” had
a fine of Php 50.00;
f) Using cellphones during session (exemption: emergency calls/texts only) had a
fine of Php 25.00;
g) Attendance is strictly required in all major municipal, barangay and SK activities
had a fine of Php 100.00;
h) The payments for penalties will be collected by the SK Treasurer and reported
to the SK Council for their information.

ARTICLE VII
GROUNDS FOR DISCIPLINARY ACTION

SECTION I. Any elected officials of the Sangguniang Kabataan may, after due
process, be suspended for not more than six (6) months or removed from office by
majority vote of all members of the Sangguniang Bayan or Sangguniang Panlungsod
which has jurisdiction in the barangay of the concerned Sangguniang Kabataan official
which shall be final and executory, on any of the following grounds;

a) Absence from the regular meeting of the Sangguniang Kabataan without valid
cause for two (2) consecutive times or accumulated absences of four (4) within
a period of twelve (12) months;
b) Dishonesty, oppression, misconduct in office, gross negligence, or dereliction of
duty;
c) Abuse of authority;
d) Such other grounds as may be provided in the Local government Code of 1991,
this Constitution and By-laws, their respective Internal Rules and Procedures,
and other laws.

ARTICLE VIII

STANDING COMMITEES AND THEIR FUNCTIONS


SECTION I. Standing committees and its chairmanship/membership and its functions.
The following mandatory committees under the IRR of RA 10742 shall be created;

 COMMITTEE ON EDUCATION AND CULTURE. Responsible for overseeing all


SK matters, that is, policy and programs or projects related to education and
culture. Mainly, the committee is tasked to ensure that education is a matter of
priority and culture is kept alive among the youth and community as a whole;
e.g., folk dances.

preparedness. The committee is tasked to ensure that the youth are made
aware of and capacitated regarding protection of the environment and
preparedness in times of calamities

(DRRR)

Chairman on budget and finance appropriations will serve as the Budget
Monitoring Officer (BMO) who shall be responsible in the monitoring of budget
and preparation of budget reports. The BMO shall come from the SK officials
except the SK Treasurer.

SECTION II. Committees are created for the purpose of addressing specific issues and
concerns of the youth. The following are the functions of the committees;
 Conduct deliberations and consultations and the holding of committee report
sessions related to the proposed resolutions;
 Create policies addressing the issues and concerns of the committees;
 Plan, facilitate, and implement programs and activities that SK provides such as:
educational workshops and skills trainings; revival of cultural or folk dances;
creation of youth task force on DRRR management; employment and livelihood
project; anti-drugs campaign; GAD training; and sports development aimed at
reviving and strengthening traditional games, to name a few;
 Conduct consultations in relation to programs and other activities of SK;
 Gather feedback from KK members and other individuals engaged. Feedback will
provide suggestions, opinions, and observations from members and other
individuals which serve as important bases in decision-making;
 Make decisions concerning committee activities;
 Promote the SK organization in the community;
 Create and maintain communication lines to ensure that members are aware of
the organization‘s programs and activities; and
 Raise funds if necessary.

AMMENDMENTS
SECTION I. Any portion of this Internal Rules and Procedures may be amended by a
majority of all the SK Kalawag II members.

ARTICLE XI
EFFECTIVITY

SECTION I. This Internal Rules and Procedures shall take effect on the date of adoption
of this Sangguniang Kabataan of Barangay Kalawag II.

ADOPTED, this 19th day of January 2019 at Barangay Kalawag II, Isulan, Sultan
Kudarat.
