SPP Documents Summary
The 2010 STANDARDS OF PROFESSIONAL PRACTICE DOCUMENTS, commonly known as
the SPP Documents is a required document under Sec. 41 of R.A. No. 9266 (The Architecture Act of
2004) and its Implementing Rules and Regulations (IRR) and made effective on March 09, 2011.
Copies of the original documents can be found and downloaded on the UAP organization site.

SPP's Annex A is divided into 3 sections: Section A - General Definitions, Section B - Acronyms, and
Section C - General Notes on the Selection of the Architect. Important keywords are noted in yellow
highlights to make learning easier.
SECTIONS A & B: GENERAL DEFINITIONS AND ACRONYMS
ADC
Stands for Architectural Design Competition.
ADR
Stands for Alternative Dispute Resolution.
Aicc
Stands for Architect in charge of construction.
Aor
Stands for Architect-of-record.
Architect
A Registered and Licensed Architect (RLA), a natural person under Philippine law and jurisprudence
with a valid certificate of registration and a valid professional identification card (representing the
renewable 3-year license) for the lawful practice of the State-regulated profession of Architecture.
Architectural Firm (AF)
A juridical person under Philippine law and jurisprudence, duly registered with the Department of
Trade and Industry (DTI) as a sole proprietorship for individual architectural practice or
registered with the Securities and Exchange Commission (SEC) and with the Professional
Regulation Commission (the PRC or hereafter the Commission) as a professional partnership or
as an architectural corporation for group architectural practice by RLAs, subject to full
compliances with Sec. 37 of R.A. No. 9266 and derivative regulations.
Board
The Professional Regulatory Board of Architecture (PRBoA), duly created under R.A. No. 9266
BPO
Stands for Business Process Outsourcing.
CA
Stands for Consulting Architect.
CEC
Stands for Codes of Ethical Conduct.
Commission
The Professional Regulation Commission (PRC), duly created under R.A. No. 8981 (The PRC
Modernization Act of 2000).
DoLE
Stands for Department of Labor and Employment.
DTI
Stands for Department of Trade and Industry.
FPCA
Stands for Filipino Professional Consulting Architects.
IAPOA
Stands for Integrated and Accredited Professional Organization of Architects.
KPO
Stands for Knowledge Process Outsourcing.

SECTION C: GENERAL NOTES ON THE SELECTION OF THE ARCHITECT
There are three methods of selecting an Architect: Direct Selection, Comparative Selection and by
Archtectural Design Competition.
DIRECT SELECTION
Used on small projects. Selection is based on: reputation, acquaintance recommendation,
Architect's former client recommendation or another architect recommendation.
COMPARATIVE SELECTION
Usualy used by institutions, corporations and public agencies. Selection is based on a process.
IPIVEN = Invitation, Pre-qualification, Interview, Verification, Evaluation & Ranking and
Negotiation.
ARCHITECTURAL DESIGN COMPETITIONS
Used for civic / monumental projects. Competitions should be conducted with assistance of the
IAPOA or one its local chapters and with accordance with the Architect's Guidelines.
Participants:
A. Sponsor or Client – a natural or juridical person;
B. Competitors – Filipino/ Philippine-Registered and Licensed Architects (RLA) and IAPOA
members in good standing. A foreign architect as a competitor must be registered in his/her country
of origin and must secure a Temporary Special Permit (TSP) from the Commission (PRC), a work
permit form the Department of Labor and Employment (DoLE) and must work in collaboration with a
local/Filipino counterpart RLA who will assume the requisite professional responsibilities and civil
liabilities, in the case of a design or design-build competition
C. Professional Adviser – Philippine-Registered and Licensed Architects (RLAs) who are IAPOA
members in good standing;
D. Jury – Composed of at least five (5) members who are known for their integrity, objectivity,
impartiality and honesty. Composed of the Competition Sponsors / Clients and architects who are
members in good standing of the IAPOA.
SPP. NO 201 : PRE-DESIGN SERVICES
Pre-design services cover architectural services and activities that would allow initial problem
identification and conceptualization of architectural and allied solutions.

MANNER OF PROVIDING SERVICES
An architect can provide pre-feasibility services as an individual architect, as an architect working
under an architectural firm, or as a consultant for a firm with a different discipline.
After the initial meeting, the Architect must submit his proposal for the pre-design services, wherein
the following are stated:

b. Manner of Payment
c. Owner’s Responsibilities
d. Other Conditions of Services
METHODS OF COMPENSATION
1. Multiple of Direct Personnel Expenses
2. Professional Fee Plus Expenses
3. Lump Sum or Fixed Fee

SPP. NO 202 : REGULAR DESIGN SERVICES
In regular design services, the Architect acts as the Owner’s/ Client's/ Proponent’s Adviser and/or
Representative. He translates the Owner's needs and requirements to spaces and forms in the best
manner of professional service.
SCOPE OF SERVICES

MANNER OF PROVIDING SERVICES
An architect can enter into a contract with the owner in two ways:
a. A single contract between the architect and the owner, with the architect working with other RLPs
under sub-consultancy contracts.
b. Seperate contracts for the architect and all allied professionals.
PROJECT CLASSIFICATION
Professional architectural projects are classified accordin to the degree of complexity and the creative
skill required to meet the requirements of the Client.

SPP. NO 203 : SPECIALIZED ARCHITECTURAL SERVICES
Specialized Architectural Services deals with specific expertise for further enhancement of the
architectural interior and exterior components of a project. A full description of the scope of services
and methods of compensation of all specialized architectural services are in the original SPP No. 203
Document.
DESIGN SERVICES UNDER SPECIALIZED ARCHITECTURAL SERVICES
SPP. NO 204-A : FULLTIME SUPERVISION SERVICES
In fulltime supervision services, the Architect-in-charge of construction (Aicc) is directly and
professionally responsible and liable for the construction supervision of the project. The architect can
be assisted by a construction inspector or in more complex projects, a construction supervision group.
