Chapter 1 INTRODUCTION 1.
Background of the Study
Todays generation of science and technology, almost all fields of study are generated by computer; so to say that being literate in computer is inevitable. When the researcher has an idea to propose a system, the researcher chose to propose a Security, Time Keeping and payroll with technological based for Employee which can be used by the management of Fibertex Inc. An employer uses a payroll system to process its payroll. Consequently, payroll cannot be process without a payroll system. A payroll system allows the employer to pay employees on time and accurately, plus comply with other statutory regulations Types A payroll system can be manual, in-house computerized or outsourced, external. With a manual system the employer processes its entire payroll by hand, including wages, deductions and tax calculations. To reduce the risk of errors, the employer should use this method only if it has few employees. An in-house computerized system means that the employer buys payroll software and uses it to process its payroll on site; the software calculates wages, deductions and taxes based on inputted data. An outsourced system the employer hires an off-site payroll service provider to process its payroll. Timekeeping Employers with non-exempt workers, those not exempt from overtime pay therefore must keep a record of hours worked for each employee. Any timekeeping system is fine, but it should be accurate, complete and
compatible with the payroll system being used. With a manual system, for example, the employer can use a standard punch clock or have employees complete weekly time sheets. With an in-house computerized system, the employer can use a computerized time clock or time clock software, which imports the time into payroll software. With an external system, the employer sends the payroll hours to the payroll service provider to pay on the upcoming pay date. Implementation A manual payroll system is quite inexpensive. The employer can buy standard time sheets -- or a punch clock -- and blank checks with the check stub attached from an office supply store. If the employer does not have to give employees a check stub, it can use its bank checks. It can hand write the paychecks or print them on a typewriter with an erase feature. If the system is in-house computerized, the employer can purchase the software package that best suits its needs. Small companies, for example, can use QuickBooks; medium-sized companies can use Ultimate Software and enterprises with more complex payroll requirements can use Condata. If the employer chooses the external system, it can, for example, choose an online payroll service provider with the ability to manage employee payroll accounts and print payroll reports online. If the employer offers employees direct deposit, it should forward bank account information including account and routing numbers to the payroll service provider. Considerations If the payroll service provider will be handling the employer's tax and benefit matters, the employer must sign a power of attorney document giving the provider legal right to do so. The employer should always, however, double-check the providers' work for errors because the federal -- and in some cases the state -- taxation agency charges the employer for payroll tax errors a third party makes.
2. Rationale
The Security, Time Keeping and Payroll System of the Fibertex Inc. are not efficient to use. Also, the Employees of the company are using Bundy Clock to indicate in their Date Time Card their time of work, in and out every day. Therefore, the Companys Time Keeping and Payroll system need improvement. Specific Problem
1. The information on time consumed by employees can easily be cheated. 2. The data are harder to monitor and more time consuming on the part of
Accountant Administrator when it comes to payroll computation. 3. The date time card has a huge tendency to be lost by employees. 4. Its so hard to monitor the employees attending by security personnel.
3. Objectives of the Study 3.1 General Objectives
This study was aimed to help the Fibertex Inc. to have an efficient and effective way of Employees Time Keeping and Payroll System to give a higher quality of service.

Specific Objectives
Specifically, this study was aimed to:
1. Develop a system that will improve the Companys operation in the
Employees Security, Time Keeping and Payroll System.
2. Make a system that will monitor employees data that is efficient to
use. 3. Secure the records of employees and to have more manageable files.
4. Theoretical Assumption of the Study
The proponents assume that will improve the Companys operation in the Employees Security, Time Keeping and Payroll System to implement the needs of the user of the system.

The proposed system will provide a (Local Area Network) LAN-Based feature to easily share information accurately and it also transfer data faster.
Make a system that will monitor employees data that is efficient to use.
5. Scope and Delimitation
The developed system for Fibertex Inc. covers many aspects of security, time keeping and payroll process. This includes the capture of information based on the employees work schedule, daily time worked and daily time taken. The system also covers the Payroll Processing and Reporting which includes the pay calculation of salary slip and Time off tracking. The payroll process encompasses all activities necessary to report employees time worked. The system will convert the current companys time keeping and payroll into Visual Basic Programming. However, the system cannot be accessed online and it focuses only on the employees Time Keeping and Payroll System of Fibertex Inc. This system is only applicable and can only be used by the Management of Fibertex Inc.
6. Information Technology Innovation
Visual Basic 2008 Visual Basic is a programming language developed by Microsoft. It has a strong following, although it has been largely replaced by Microsofts Visual Basic .NET, which ships as a part of the Microsoft Visual Studio .NET. Biometrics (1) General: Biometrics is the science of measuring physical properties of living beings. (2) ISO/IEC: Biometrics is the automated recognition of individuals based on their behavioural and biological characteristics. Local Area Network Local Area Network a technology system is the connecting of two or more computers to common peripheral resources. Database Database is a system intended to organize, store, and retrieve large amounts of data easily. It consists of an organized collection of data for one or more uses, typically in digital form.
7. Significance Study
Fibertex Inc.
The developed time keeping and payroll system for Fibertex Garments Corporation automated system that will be using Visual Basic Programming. It will eliminate the problem usually encountered by the management of the company which will motivate effectiveness.
Employees
The employees of the company will have a better access. The proper time keeping process will follow and the salary for the hours that the employees have worked will be accurate.
HR Personnel
Managing the time keeping will not be the same again as they will experience relieve. It would be fast and easy for them to handle transactions such as report making and monitoring time entries. Further determining or computing the payroll manually will be eliminated that will lead to faster transaction.
Accountant It used for tracking the employees attendance data. The organization is also able to manage employee services, hours, pay rates, and locations. An automated time and attendance employee system also helps in implementing and enforcing fair pay policies. By using the Security, Time Keeping and Payroll System employee software, online accrual balances, and flexible labour distribution for projects and work orders can be maintained.
Other benefits of the time and attendance employee software include the elimination of time cards and unauthorized overtime.
