ORDER
Subject: Standing No Objection Certificate / Permissionin favour of
Government Employees working in Schools under the Administrative control of
ST & SC Development Department for appearing in various Recruitment
Examinations or for Applying for Jobs Elsewhere
Being the appointing authority, ST & SC Development Department receives a
number of applications throughout the year from Teaching and Non-Teaching
employees working in different schools of this Department requesting for
permission/NOC to appear in various recruitment examinations conducted by UPSC,
OPSC, SSB, OSSC, ¢ and also to apply for different jobs elsewhere. As the
employees have a right to seek better career opportunities for themselves, the ST &
SC Development Department grants permission/NOC in all cases in a very routine and
mechanical manner; wasting valuable time of the Department. Applicant employees
are often seen visiting the Department for expediting their cases wasting their valuable
time. Delay in granting permission/NOC also sometimes leads to frustration
among the applicant employees.
Under the 5T mandate of the State Government, the ST & SC Development”
Department was exploring the possibility of bringing a transformative change in the
present practice of granting such permission/NOC whereby the applicant employees
would be saved from such inconvenience and the Department would also be saved
from such unproductive work.
Accordingly, in supersession of all previous orders/executive instructions, the
ST & SC Development Department hereby grants its standing permission and no
objection certificate in favour of all teaching and non-teaching regular
Government employees working in the schools under the administrative control of this
Department to apply for any job elsewhere or toappearin any recruitment
examination subject to the following conditions.
1. The employee shall not neglect his/her official duties/responsibilities.
2. The employee must take prior permission of the competent authority for leave
and Head Quarter leaving permission for appearing in any recruitment
examination/job interview.
‘Standing Permission/NOC" shall not be construed as permission of the
mployee from its administrative control. In case of
selection for the job applied for, the employee concerned must seek approval of
this Department through proper channel, to be relieved from his/her current
service. Notwithstanding anything contained in this order, in public interest or
for any other justifiable reason, the Department may refuse to relieve an
employee from his/her current service.
AL PeThis standing order shall henceforth be treated as the Standing
Permission/NOC, issued by the Department in favour of its teaching and non-
teaching employees working in the schools of this Department, which can be
produced by the employees to various recruitment organisations / future
employers as and when necessary. No individual permission/NOC shall henceforth
be required to be issued by this Department nor shall any such application henceforth
be entertained by this Department.
All pending applications for grant of NOC/Permission in favour of the
applicant employees individually are accordingly discarded.
