Rehabilitation
“Facing the Challenges of Social Work Profession in Drug Abuse”

V. RATIONALE:

Republic Act 9165 or known as the “Comprehensive Dangerous Drugs


Act of 2002” Section 75 defines Treatment and Rehabilitation Centers as the
existing treatment and rehabilitation centers for drug dependents operated and
maintained by the NBI and the PNP shall be operated, maintained and
managed by the DOH in coordination with other concerned agencies. For the
purpose of enlarging the network of centers, the Dangerous Drug Board
through the DOH shall encourage, promote or whenever feasible, assist or
support in the establishment, operations and maintenance of private centers
which shall be eligible to receive grants, donations or subsidy from either
government or private sources. It shall also support the establishment of
government-operated regional treatment and rehabilitation centers depending
upon the availability of funds. The national government, through its
appropriate agencies shall give priority funding for the increase of subsidy to
existing government drug rehabilitation centers, and shall establish at least one
(1) drug rehabilitation center in each province, depending on the availability of
funds. (R.A. 9165)

In connection with this, social work profession is challenged with this


kind of field. Drugs and drug users have been the pressing concern not just in
our country but globally. In the Philippines, Pres. Duterte mandates On
Voluntarily Surrender of Drug Users and Dependents. According to a list
provided by the Philippine Drug Enforcement Agency (PDEA) and Dangerous
Drug Board (DDB), there are estimated 4.7 million drug surrenderees
(Dangerous Drug Board News, Sec. Catalino S. Cuy & Sec. Dionisio R.
Santiago).With this ever-increasing number of surrenderees, according to
Reyes, there are 50 drug treatment and rehabilitation centers in the Philippines
as of July 2016 which are accredited by DOH. (Tyrone M. Reyes, MD:
“Rehabilitation in the Philippines)

The social work students of Mindanao State University (MSU) Main


Campus in response to the requirement of SW 158 ( Seminar on Current Trends in
Social Work Practice), will organize a seminar about Roles of Social Work
Profession in Drug Rehabilitation, which will discuss on how to attend client
with cases of drug addiction or abuse in a drug rehabilitation setting.

The social workers were facing a difficult and challenging practice of


the profession when it talks about Drug Abuse. The view of this setting may be
new amongst the Social Works students whom will become future Social
Workers. There are confusing and mystifying aspects in the field of Social
Work that was not thoroughly been understood by the students. With this
seminar, collaboration with a Social Worker who handled cases of clients
involved in drug abuse is needed in order for the participants to fully
understand the topics. Lectures, case analyzation, discussions of the
approaches to be used could help the students in harnessing their knowledge.
With this, the students will be able to learn, develop more knowledge and may
lead as a path in the near future by knowing the roles of a Social Worker in the
drug rehabilitation setting. This seminar will emphasize the contribution of the
social worker not only in the recovery and rehabilitation of the drug responders
and helping them to live normally and productive to the community once again
but also with their family providing them with education and support in
understanding the cycle of addiction and ways to help their family who
engages on substance abuse towards recovery.

The seminar will partake the Social Worker who works in a Drug
Rehabilitation Center or had already handled cases of drug related clients and
the Social Work students of Mindanao State University.

Thus, the Group 5 Social Work students as the organizers of the said
event would be in need of appropriate materials for seminar. The said materials
such as your amount contribution will help the facilitators as well as the
participants to deeply understand the seminar that will be conducted.
VI. OBJECTIVE:

At the end of the seminar about the Roles of Social Work in Drug
Rehabilitation the participants will be able to deepen their knowledge and
understanding specifically on;

1. The different category or type of Drug Abusers and there corresponding


treatment according to their severity.

2. Treatment approaches, theories, principles and interventions in working


with individuals and families toward movement to change and recovery.

3. The roles of a Social Worker in a Drug Rehabilitation setting and the


intercollaborative work with other agencies and professionals towards
the recovery of the individual.

4. Skills that equip social work practitioners to make a special contribution


to alcohol and other drug interventions and highlight factors to consider
in choosing interventions.
