I. Problem
St. Francis University was a medium-sized private University, located in a major
port city in Visayas. The University is well known for its engineering and Science degree
courses and was one of the better private universities in the city. It claims a total of
26,000 enrollees at both the graduate and undergraduate levels. However, the number
of enrollees is constantly increasing which drew them to some difficulties.
Mr. Santos assumed that the position of Dean in the College of Commerce is
following the retirement of the incumbent who previously occupied the position of Vice
Dean for Administration. Dean Santos proposed to the Rector the reorganization of the
university. This method is done by reducing the existing departments from six to three
since he thought that six departments were more than the actual number that is
needed. Mr. Santos noticed some problems like the increasing number of enrollees.
Therefore, he estimated that they would be able to save P65,000 per year if this
proposal was approved. Unfortunately, the department heads and the majority of the
regular faculty disagreed with his proposal.
Lack of preparation and organization is the main problem of the university. Also, the
lack of coordination among the faculties, as it is difficult for an organization to prove
some of the assumptions. If they don’t conclude any options at all, then it will affect the
efficacy and performance of the university.
II. SWOT Analysis
Strengths:
1. One of the best private University in the city
➢ The University of St. Francis is one of the best private universities in a
major port city in the Visayas. The university is particularly well-known for
its engineering and science degree programs. It also offers the best core
unit in the university, the College of Commerce. This means that the
university offers programs that are timely and relevant, which would more
likely interest new enrollees and their parents.
2. Strategic Location
➢ St. Francis University is located in a major port city in the Visayas which
allows people to be aware of the university. It is easy to find a university
because it is located in a location where you can get information about the
university and the details of the courses offered and make inquiries.
3. Employees have a good relationship with others
➢ The university employs a large number of people, including faculty and
lecturers in various units. Employees at the university can have positive
relationships with one another because they work together to support and
understand the needs of their students. This will also make the various
departments feel more alive because they will have a large support group.
4. Department heads are capable
➢ The university's current departments are small and manageable.
Department heads are usually senior faculty who are academically or
professionally prepared in their respective departments.
5. Mr. Santos’ proposal
➢ The proposal aims to help the problem of the university which is the
increasing costs in the colleges and the difficulty of raising tuition fees.
Weaknesses:
1. There are more lecturers than full-time faculty
➢ The college has 55 full-time faculty and 100 lecturers. The full-time faculty
member taught as many as 5 courses per semester while lecturers taught
from 1-3 courses. It was said that the majority of the lecturers were
employed elsewhere in the city, which means that they don't show
consistency and commitment to the university.
2. Difficulty in decreasing the departments
➢ The main issue for the university was cutting costs. It was because they
couldn't reduce their departments. It was already stated that three
departments were sufficient to save $65,000 per year and raise tuition
fees to further develop the university.
3. Undervalued employee salary
➢ The university has a low salary because there are few enrollees in the
college of commerce, and when Mr. Santos became dean, he was eager
to improve the enrollment rate because the college of commerce has had
one of the most rapid growths in enrollment over the last ten years.
4. Vague objective
➢ The faculty of the university is more focused to the department’s objective
instead of the university’s objective.
Opportunities:
1. Institution's Name/Reputation
➢ A well-known institution’s name gives you a competitive advantage. St.
Francis Universe's status as one of the best private institutions in the area
provides consumers with recognition and a sense of familiarity. That is,
the University's quality is guaranteed, and as a result, people are inclined
to trust it. Furthermore, this may be utilized to promote the university's
name; various programs that may potentially attract additional enrollment.
2. Curricular Improvements and Administrative Changes
➢ By enhancing the curriculum, educational offerings, as well as institutional
activities and procedures, student involvement in the learning process and
student accomplishment will improve. Furthermore, as the dean remarked,
"one advantage of the plan is that people may cross-fertilize each other";
exposing employees to new ways of thinking through information
exchange
3. High acceptance standard of the university
➢ Majority of the students want a high quality education from a university. St.
Francis College of Commerce's admission standards are higher than
those of neighboring colleges offering the same degree, yet it will remain
to be the best university for the students.
Threats:
1. Tuition Increase
➢ The head of the university is planning to increase the tuition fee of the
school. This may affect the university badly because most of the students
or parents will prefer to pay the present price of the tuition fee rather than
the increased one. This may result in the decline of high enrollees for the
academic year. The tuition has increased, but the number of enrollees will
decrease.
2. Possible issues or conflicts within the department
➢ The dean has proposed to have the department into 3 groups instead of 6.
Some workers do not agree with the proposal because they enjoy the
company of each other in their current departments. They prefer to have
their current workmates because they think that they develop
professionally. Therefore, they highly suggest having their current group
instead of having an additional member to it.
3. Lecturers might decrease
➢ It is stated that the university is giving a low salary to the lecturers. They
have said that the school even though they have a low salary they still
chose to teach at the university because the teachers enjoy each other’s
company. But with the proposal of merging the departments into three,
this may cause a conflict for the school. The lecturers might leave
because of the low salary and at the time an environment that they can’t
enjoy.
III. Alternative Courses of Action (ACA’s)
ACA No.1: Decrease the number of lecturers to make a fair salary
➢ Since money is the problem here, they can decrease the number of
lecturers. The wages of the removed lecturers will be distributed to the
other workers. This will help the university in terms of financial and it can
also increase the salaries of the lecturers.
Advantages:
➢ Reducing the number of lecturers allows the institution to have more
funding for teacher wages. It can also assist departments and faculties to
become more structured because there will be less to oversee.
Disadvantages:
➢ It may increase the burden of full-time faculty. Because lecturers assist
full-time faculty by teaching one to a few courses apiece, reducing them
will naturally shift their workload to full-time faculty.
➢ Lecturers will devote greater time and effort to their duties, which may
have an impact on their personal life. There is a chance that they will only
have a limited time to rest.
ACA No.2: Agree with the Dean's idea which is departmental reorganization, or
decreasing the number of departments
➢ Given that six departments are already more than what is needed, the
existing number of six departments should be decreased to three
departments. The three departments alone can save as much as 65,000
pesos per year. The financial benefits from the idea of departmental
reorganization can help the university reduce expenses and further
improve.
Advantages:
➢ Lowering the standards may increase the number of enrollees. The
population will increase as more students qualify to enroll.
Disadvantages:
➢ There may be students who are unable to meet the required maintaining
grades
ACA No.3: Improving lecturers' skills in terms of how they handle a specific
course
➢ Since the college has 55 full-time faculty members and more than 100
lecturers, improving lecturers' skills can help to reduce the number of
lecturers at their university.
Advantage:
➢ If the lecturers are sufficient enough to handle their particular course,
there is no need to hire more lecturers to present the same class.
Disadvantage:
➢ As instructors improve their skills in handling a particular course, they may
be in conflict with staff teachers as they can handle courses in the same
way as staff teachers. They may disagree because they can manage
certain courses more effectively. They can ensure demand within the
university in the event of a crisis. Their expertise is comparable to that of
full-time faculty, but many of them work elsewhere and teach during the
day, while full-time faculty teach during the day at the university.
IV. Recommendation:
➢ For the past ten years, St. Francis College of Commerce always
encounters a lot of students enrolling. With that, the number of lecturers
should be enough to teach the number of students in that university.
However, the salary of every lecturer is not enough to sustain the finances
of the university. The best recommendation we concluded is to improve
the skills of the lecturers. Every university can tell when their students are
improving when the lecturer is skillful. The advantage of this is the task of
the full-time faculty. Ideally, prompting the significance of this can benefit
everyone.
