1 PURPOSE
The purpose is to provide guidance for establishing a system of safe travel throughout all
Nevada Gold Mines (NGM) sites. Each division shall implement a Surface Traffic Management
Plan, detailing safe practices and risk control measures to be put in place to protect workers,
equipment, and facilities.
2 SCOPE
This plan applies to all NGM operating, project, operated joint ventures, and exploration sites
and is relevant to Health, Safety, Security, and Environmental Practices. It shall apply to all
departments, employees, contractors, and visitors. This standard applies to all underground
operations.
3 DEFINITIONS AND ACRONYMS
3.1 Definitions
Active Work Areas - Any location where active mining, processing, maintenance operations or
support functions are conducted.
Barricade - A material object, or objects such as, but not limited to, berms, fences, vehicles
(parked sideways in the road), or flaggers that separates, keeps apart, or demarcates in a
conspicuous manner, used in conjunction with bungee barriers, cones, a warning sign, tape, or
rope stretched across all approachable accesses.
Barrier - A material object, or objects that separates, keeps apart, or demarcates in a
conspicuous manner hazards that are not immediately obvious. Examples will include but are
not limited to; yellow or red barrier tape, cones, bungees, signs, and rope.
• Cautious admittance after reviewing and performing a risk assessment on identified
hazards.
Blind Spot - An area where the operator cannot see.
Exclusion Zone - An area into which unauthorized personnel and/or equipment are not allowed
to enter.
Mobile Equipment
• Off road equipment - Sport Utility Vehicles (SUVs), or All-Terrain Vehicles (ATVs) such
as four wheelers and snowmobiles.
• Light Duty Vehicle (LDV) - Any small vehicle specifically designed for transportation of
people or freight, i.e. pickup trucks, vans, ATVs, or SUVs. Typically, ¾ ton or less in
weight.
• Light Equipment (LE) - Any large vehicle specifically designed for transportation of
people or freight, i.e. busses or semi-type over the road hauling equipment. Typically,
greater than ¾ ton in weight.
• Heavy Equipment (HE) - Any vehicle or piece of Mobile Equipment specifically designed
for executing construction, mining or demolition tasks, and most frequently involving

earthwork operations. This includes Service type trucks.
Portal Breach - Where applicable, an audible and visual alarm notifying underground upper
management of entrance into the underground mine during a blast or emergency.
Positive Communication - Radio communication, page phone communication, face to face,
light signals (mobile equipment), cap lamp signals, or hand signals that are associated with two-
way communication.

4 CONTENT
4.1 Contractors
All contract employees shall adhere to the site access requirements set forth in the NGM
Contractor Management Standard and training.
4.2 Equipment Inspection
Operators shall perform a pre-operational inspection and complete all necessary documentation
prior to operating any piece of light or heavy equipment.
At a minimum, light vehicles accessing active working areas should perform a documented pre-
use inspection daily and always when a defect is identified.
Any safety defects shall be documented and repaired for the equipment to be used or equipment
shall be taken out of service immediately. Defects that affect the following shall cause the
equipment to be removed from service:
• Brakes;
• Steering;

• Dynamics;
• Seatbelts (torn or rips in material, buckle issues, etc.);
• Seat Suspension (if equipped);
• Fire Suppression (annual/monthly dates, low pressures, etc.);
• Tires and Wheels (tire tread, lugs, excessive or new rips/tears, etc.);
• Horn;
• Back-up Alarm;
• Defective Operator Controls (windshield wiper, etc.);
• Damaged glass that impairs vision or presents sharp edges;
• Damaged means of access/egress (ladders, hand-holds, steps, etc.);
• Air Conditioner/Heater;
• Indicator Lights; and/or
• Other systems as appropriate.
Defects shall be reported to a supervisor or designee, as well as maintenance. A “DO NOT
OPERATE” tag must be used when removing equipment from service if defects affecting safety
are identified. The tag shall be placed where it is obvious to others and protected from the
elements (i.e., steering wheel, door handle, etc.). This tag shall not be removed until the defect
is corrected.
The tag must have the following information:
• Date;
• Reason for the tag being placed on the equipment; and
• Identification of person “tagging out” the piece of equipment.
Operators shall perform a post-operational inspection at the end of shift to evaluate safety and
readiness of equipment for the next shift.
4.3 Equipment Requirements
Light duty vehicles require high visibility markings.
All light vehicles accessing UG shall have a fire extinguisher.
4.4 Strobe Lights
At a minimum, all light vehicles will have strobe lights or illuminated buggy whip while in active
mining areas.
All Mobile Equipment shall have an illuminated strobe while parked underground with master
switch off or reflective poles indicating that equipment is parked in the area.
If the strobe light is not working, it’s the operator’s responsibility to note on a pre-op card and
immediately notify maintenance.
If the strobe light is not working at the end of shift and maintenance has been notified, the
equipment shall be properly demarcated to warn others of its parked location.

4.5 Mobile Equipment Start-Up
Prior to starting or moving a piece of equipment, the following warning signals shall be used by
all equipment:
• Starting a piece of equipment – ONE horn blast followed by an approximate 3 second
delay prior to movement.
• Moving a piece of equipment forward – TWO horn blasts followed by an approximate 3
second delay prior to movement.
• Moving a piece of equipment in reverse – THREE horn blasts followed by an approximate
3 second delay prior to movement.
4.6 Parking Procedures
Proper parking shall be utilized to prevent any unplanned movement.
• Place controls in the park or neutral position and apply the park brake.
• Shut down the equipment unless circumstances dictate the equipment stay on via
associated standard operating procedure (SOP) (cold weather gelling, PTO, etc.).
• Chock or block equipment to prevent movement — always use two chock blocks.
• Jacks or outriggers shall be down when equipment is parked or unattended.
Exception: Light duty vehicles parked do not need to have jacks down all other
parking procedures still apply.
Ground engaging tools such as buckets, blades, rippers and forks shall be resting flat
on the sill.
When parked equipment shall be turned into the rib whenever possible and chocked.

4.7 Parking Controls
No parking is allowed in front of secondary escape ways, fire doors, refuge chambers, portals,
and emergency or first aid equipment unless maintenance is being performed in the area. When
parking equipment, adequate pedestrian access should be maintained.
4.8 Underground Equipment Idling
To avoid heat or diesel particulate matter accumulation idle time should be kept to 5 minutes or
less.
Limited exceptions to equipment idling are listed below:
• Emergency responses;
• Idling is required and is integral in the equipment’s operation (e.g. scissor deck, mixer
truck etc.);
• Vehicle maintenance and inspections within established shop bays where ventilation
controls have been established to control exhaust emissions; and
• Initial warming up of engines before its use or cool down per manufacturer’s
specifications.
4.9 Cap Lamp Signals
A up and down (vertical) motion means to move away.
A circular motion means move toward the light.
A side to side (horizontal) motion means to stop
4.10 Communication Protocols
All personnel shall have 2-way positive communication when interacting with mobile mining
equipment.
All personnel shall operate on the designated radio channel for their task.
Emergency communication shall follow the guidelines in the NGM Event Management
Procedure.
Signage shall be placed in an obvious location, in a manner that is readily visible from all
approaches.
All signage shall be inspected as part of the work area inspection and cleaned or replaced as
necessary.
4.11 Yellow Pedestrian Block Light (where applicable)
Equipment operators shall yield the right-of-way to pedestrians and allow them to pass by safely
if there is no cut-out safety bay.
When pedestrians are standing in a cut-out, equipment operators shall slow down to ensure the

safety of the pedestrian.
In areas where pedestrian warning lights are utilized equipment operators shall stop where
required until lights turn off or slow the Mobile Equipment and watch for pedestrians.
Equipment Operator Shall:
• Stop and park close to the rib. (Figure 14.1) Set the brake system, shut off the equipment
and stay clear of the steering controls to prevent unplanned turning or movement of the
equipment as the pedestrian walks past.
Pedestrians shall pass on the cab side of the equipment whenever possible (Figure
4-3).
When the pedestrians are clear of the equipment, they shall give the appropriate up
and down cap lamp signal. (Figure 4-3).
• The equipment operator shall not start or move the equipment until pedestrians are clear.

4.12 Equipment Tramming
Direction of travel while operating a loader on a ramp system:
• When tramming a loader to the work location, the operator shall drive with the engine
leading. The only exceptions shall be when tramming downhill on the ramp system or
while transporting bolting supplies.
• Prior to pulling into a heading, the mucker operator should pull past and visually
inspected before pulling in. Autonomous standards will apply when working
autonomously.
• Mucking areas must be identified by signage (can be a sign or a marquee) and positive
communication must be made with the loader operator prior to entry in to an active
mucking area.
4.13 Right-of-Way
Underground right-of- way shall be granted in the following order:
1. Pedestrians.
2. Underground ambulance or other equipment used to respond to an emergency.

3. Explosives transport.
4. Haulage equipment.
5. Slower moving equipment – Bolters, Jumbos, Bench Drills.
6. Shotcrete Equipment.
7. Road Maintenance Equipment.
8. Support Equipment.
9. Man Carriers.
Special Circumstance: Towing operations for broken down equipment shall be given the right
of way to all other operations.
4.14 Pedestrian Traffic
A request shall be made by positive communication to enter an active mining area.
If direct interaction is to be made with the equipment operator, the equipment operator shall set
park brake, shut off the engine and remove their hands from the controls to prevent unwanted
movement before permission is granted to approach the equipment.
4.15 Entering a Cross Cut or Access Drift with Mobile Equipment
Prior to entering any cross cut, access or drift with Mobile Equipment, employees shall ensure
that the area is safe to enter.
Directional lights shall be flashed prior to entering haulage ways.
• Extra caution shall be taken in the event of Blind Spots and corners.
• Check that the area is free of obstructions, parked equipment, rubble, personnel, etc.
• Upon first arrival to work area, drive slightly past the cross cut and look in to see if it is
clear (Figure 4-4).

• Due to equipment design, equipment may have limited visibility and Blind Spots. (Figure
4-4).
• When necessary, park and walk into the area to ensure it is safe to proceed (Figure 4-5).

• When backing up, operators shall communicate to all personnel using horn signals, lights
and/or radio communications (Figure 4-6).
• Ensure other equipment operators acknowledge your signal and move out of the way
prior to backing up.
• Always yield the right-of-way and signal with your cap lamp or flash your lights.
• Mobile equipment shall have directional lights illuminated while traveling.

4.16 Entering and Exiting Shops
A spotter is required to enter a shop with large equipment.
Notify the shop personnel before entering.
The shop will appoint a spotter to guide the equipment into the shop.
The spotter shall use cap lamp, hand signals or radio communication with the equipment
operator.
The spotter shall stand on the operator’s side of the cab or when equipped, in the cameras view,
to reduce the potential for an accident or injury.
The operator shall have visual contact with the spotter while being directed into the shop.
At no time shall a piece of Mobile Equipment be parked under a fire door.
4.17 Signage and Delineation
Signage shall be placed in an obvious location, in a manner that is readily visible from all
approaches.
Signage shall be placed at appropriate approaches to Active Work Areas where hazards could
exist for Mobile Equipment.
4.18 Speed Limits
Vehicle operators are responsible for obeying all posted speed limits and gear selection signs.
Operators shall drive in a manner that is safe for the condition of the ramp.
Travel speeds shall be reduced in congested areas or where foot traffic may be present.
Examples include but are not limited to: shops, fuel bays, warehouse, laydowns, shaft stations,
maintenance bays, etc.

4.19 Following Distances
The minimum distance of 40-ft shall be maintained between equipment while traveling
underground (two lengths of pipe).
Following distances shall increase if ramp conditions warrant.
4.20 Emergency Procedures
All Mobile Equipment shall have emergency shutdown procedures.
All personnel will be trained on emergency procedures and muster areas.
In an emergency, the operator is to utilize the MAYDAY call over the radio.
