“A RESOLUTION ADOPTING THE BCPO IMPLAN NO. 03-2022 FOR THE


IMPLEMENTATION OF REVITALIZED PNP KASIMBAYANAN (KAPULISAN,
SIMBAHAN AT PAMAYANAN) IN THE FOURTEEN BARANGAYS OF AURORA
HILL, BAGUIO CITY”

WHEREAS, the rationale of the BCPO IMPLAN No. 03-2022 is to set forth the
guidelines and procedures to be undertaken by Baguio City Police Office (BCPO) in
the effective implementation of the Revitalized PNP KASIMBAYANAN (Kapulisan,
Simbahan at Pamayanan) highlighting the synergized and collaborative partnership
of the PNP with the general public and the religious sector. It is geared towards a
holistic transformation that involves the PNP and the community it serves and,
protects.

WHEREAS, the program aims not only to bring about holistic transformation
within the PNP Organization but also to effect change in the communities it serves
with the help of the religious sector.

WHEREAS, the PNP, religious sector, barangay, and the community plays a
vital role in the effective implementation of the Revitalized PNP KASIMBAYANAN
towards the attainment of a safer place to live, work, study and do business.

WHEREAS, the partnership of the PNP, the religious sector, and the
community needs to be strengthened and mobilized to ensure the program’s
effective implementation.

WHEREAS, the Revitalized PNP KASIMBAYANAN reinvigorates the


Community and Service-Oriented Policing (CSOP) as the core of Malasakit +
Kaayusan + Kapayapaan=Kaunlaran (MKK=K) Framework under the new normal
uniting all sectors of the community in an ecumenical call for peace and order
anchored in making every citizen a God-Centered individual.

WHEREAS, the Revitalized PNP KASIMBAYANAN program promotes a


shared responsibility among the PNP, religious sector, and the Barangay for its
effective implementation in the community.

WHEREAS, its execution of the general and specific guidelines,


functions/responsibilities, and framework of the concern refer to the BCPO IMPLAN
No. 03-2022 with the subject: “Revitalized PNP KASIMBAYANAN (Kapulisan,
Simbahan at Pamayanan)” for further information.

NOW THEREFORE ON DULY PRESENTED AND SECONDED BY THE


BODY, BE IT;

RESOLVED AS IT IS HEREBY DONE to adopt the BCPO IMPLAN NO. 03-


2022 for the “Revitalized PNP KASIMBAYANAN (Kapulisan, Simbahan at
Pamayanan) in Barangay Bayan Park Village for its implementation.

RESOLVED FURTHER AND TO FINALLY furnish copies of this adopted


resolution to the different offices for their information and guidance.
