SYSTEM PERFORMANCE REVIEW
I. RATIONALE
With the assumption of the Newly-Elected Officials to office they need to come up
with a platform of governance that will be carried out within their term of office. This
platform of governance is to be embodied in the Executive-Legislative Agenda, a tool
to implement the priority agenda of both the executive and legislative departments of
the Local Government Unit.
The ELA should support existing LGU processes and adds greater value to the
main LGU Plans, the CLUP and the CDP by moving them forward to getting
implemented and monitored, hence, this formulation-workshop in order that the
process in formulating the ELA should initially emanate from the CDP Process
pursuant to the Department of the Interior and Local Government (DILG)
Memorandum Circular 2019-114 dated 18 July 2019 entitled “Clarificatory Guidelines
on the Formulation of the Executive-Legislative Agenda (ELA)”, that the converging
priorities of both the executive and legislative departments to be carried out in their
term of office, it should be emphasized that such priorities should come from the LGU
vision and the development goals, objectives and strategies of the LGU as embodied
in the CDP that considered an analysis of the LGU situation.
Moreover, with the end-term of the previously elected officials and the onset of the
term of the newly elected local officials, the need to evaluate the effectiveness of
implementation of GAD program, projects and activities, and the delivery of gender
responsive services to the clientele needs a thorough evaluation and status review.
The alignment of GAD objectives to ELA which should be gender-based response and
service delivery is a must to obtain the mandate set by Magna Carta of Women (RA
9710) and other existing laws and issuances.
GOALS AND OBJECTIVES
Goals: To be able to formulate the Executive-Legislative Agenda of the Local
Government Unit of Dimataling that can be a powerful vehicle for
effective local governance;
To review and assess the outcome of the 3-year implementation of
Gender and Development programs, projects and activities from CY
2019-2022 of the municipality.
Objectives: To be able to understand and correlate the relationship of the ELA with
other LGU Plans; and
To enable the executive and legislative branches to agree on priority
problems and issues and come up with a set of interventions through the
identification of programs, projects, activities and needed legislative
measures;
To be able to craft a gender-sensitive Executive and Legislative Agenda
CY 2023-2025;
To be able to review the status of CY 2019-2022 GAD plan
implementation;
To be able to determine relevant concerns and difficulties of GAD
program implementations and seek effective solutions to improve LGUs
performance in order to achieved the desired outcomes.

III. COURSE CONTENTS
Redefining/revisiting the LGU vision and mission statements;
Determining the vision-reality gap and formulating sectoral goals,
objectives and strategies;
Identifying programs, projects, activities, and legislative requirements;
Prioritizing programs, projects, and activities and legislative
requirements;
Ranking and matching of prioritized PPA’s and legislative requirements
with available funds;
Review of CY 2019-2022 GAD PPAs status of implementation;
Identification of issues and concerns on GAD program implementation;
Creation of strategies to effectively implement GAD PPAs.
IV. METHODOLOGY
Methodologies to be utilized in this learning activity will be lecture-
discussions, multi-media presentation, open forums, group diagnosis, data gathering
and workshops to facilitate better exchange of knowledge between the facilitators and
participants.
V. TRAINING MANAGEMENT, PARTICIPANTS, RESOURCE PERSONS,
FACILITATORS, DATE AND VENUE OF THE ACTIVITY
The training seminar shall be managed by the LGU headed by the Municipal
Planning and Development Officer (MPDO) in close coordination with the Municipal
Local Government Operations Officer (MLGOO) of the Department of the Interior and
Local Government.
Participants to the seminar will be the Executive – Legislative Agenda (ELA)
Municipal Planning Team.
The activity will be conducted in the Municipality of Santa Fe, Bantayan Island,
Cebu Province on October 10-15, 2022.
VI. BUDGETARY REQUIREMENTS AND SOURCE OF FUND:
All expenses incurred in this activity as outlined below shall be charged against
funds allocated for CDP-ELA Formulation of the LGU, Gender and Development Fund
intended for meetings, seminars and conferences, and of the travel allocation of the
different LGU offices, subject to availability and to the usual accounting and auditing
rules and regulations.

VII. POST ACTIVITY
The ELA Planning team shall submit the copy of the post activity report and
the approved CY 2023-2025 Executive-Legislative Agenda to the Department of the
interior and Local Government Reginal Office IX.
