Preface
BRDTI is a unique place and exciting training institute. It has a wide range of
expertise and excellent infrastructure to train junior and mid-level officials of
development functionaries engaged in the field of rural development. Training
programs of BRDTI is intended to create knowledge base, develop skills and
infuse right attitudes and values.
This Annual Report has been arranged and prepared intended to highlight the
performance and achievements of the institute during the fiscal year 2019-2020.
One of the most important things to be focused in this report is that, during this
one year period of time BRDTI has organized 48 batches of Sonjiboni Training
programs by its own capacity for the officers and staffs of 15 Divisions under
different Ministries from the Secretariat based in Dhaka, and in that way BRDTI
has glorified its mother department BRDB creating huge demand as a training
institute and resulting undreamt popularity and recognition inside the
government.

* During Covid time (from March 2020 to September 2021) BRDTI had been used as
Quarantine Center under Army control, and so all activities were kept completely
suspended, which resulted the institute almost dead.

1. Introduction
Bangladesh Rural Development Board (BRDB) is one of the prime government organization, has
been working in the field of rural development and poverty reduction since late ‘60s. Bangladesh
Rural Development Training Institute (BRDTI), Sylhet is proud to be the national level training
institute of BRDB, which is serving the country through training and research.

2. Historical Background
BRDTI is one of the oldest training institutes of the country in the field of rural development and
poverty reduction. It was established as V-AID Training Institute in 1954 and got renamed twice,
in 1959 and in 1965, as National Development Training Institute
(NDTI) and Basic Democracy Training Institute (BDTI) respectively. Finally this possession
owned affiliation of BRDB in 1972 with the initiation of Integrated Rural Development Program
(IRDP). Later in 1992 it consummately renamed as Bangladesh Rural Development Training
Institute (BRDTI) by the Board. Since then, it has been working as the prime national training

institute of Bangladesh Rural Development Board (BRDB) under the Ministry of Local
Government, Rural Development and Cooperatives.
3. Location
Bangladesh Rural Development Training Institute (BRDTI) is located at Khadimnagar, Sylhet,
about 8 km away from Sylhet City Center along the Sylhet-Tamabil highway and about 250 km
East to the Capital City Dhaka.
The campus covers 10.62 acres of land area with picturesque greenery surroundings including
centered by a huge pond of three acre land area. The Shrine of Saint Hazrat Shah Poran (R.),
Agricultural Training Institute, BSCIC Industrial Area and Khadim Tea Estate are located arround
the institute.
4. Objectives
Mission of BRDTI includes:
To bring about a positive change in Attitude, Skills and Knowledge of officers of BRDB and
beneficiaries engaged in the field of rural development and poverty reduction;
To provide necessary supports towards designing, improving and managing rural development
policies of the country;
To arrange and conduct training programs, workshops, seminars and evaluate rural
development and poverty reduction activities.

5. Manpower
The manpower set up of the institute is not very large. It has only 41 manpower including 11
faculty members, one librarian, one artist, one administrative officer and 27 other employees under
the set up organogram.

Shortage of minimum number of manpower to be urgent to manage the institute regular activities
including routine services have been hampered seriously. Another important specialty of the
existing revenue organogram is that we do not have a single person to manage classroom or hostel,
even cleaning or gardening, even no people to guard the institute.
So, other than structured organogram of 41 manpower under revenue setup, the institute has
official approvement for hiring 25 supporting staff/labors under consolidated pay/fixed salary to be
recruited locally under outsourcing mechanism who are being paid under BRDTI Own
Fund/Income budget to be approved by the HQ every year.
Among those approvement, we have 13 manpower right now including one Sub Assistant
Engineer.

These own fund people are the pillar to manage the institute and provide daily support services for
the institute.
Beside these, having prior permission from HQ the institute have employed three more workers on
daily basis whose payment are being provided from revenue budget allocation. One of those has
been working as plumber, one gardener and other one as guard.
6. Training Facilities
6.1 Administrative cum Academic Building
The institute is centered with its Administrative cum Academic Building. It has two floors having
designed with enormous open space. All other infrastructures i.e. hostel, cafeteria, sports center,
auditorium, mosque etc. are well connected with the Administrative Building through long and
wide corridors. The ground floor is positioned with office rooms of faculties and staffs, and
academic facilities and library are placed on the upper floor.
6.1.1 BRDTI Library & Bangabandhu Study Corner
BRDTI Library is one of the oldest libraries in the country. It has a unique collection of 10
thousand books, mostly are related to rural development, and many journals and reports. It has the
sitting capacity of 50 number of people at a time. The library is placed on the upper floor of the
Administrative Building.

Recently, we have established Bangabandhu Study Corner inside the library containing 232
number of books of single copy written on the life and works of the Father of the Nation.
6.1.2 Computer Lab
Computer Lab is the new addendum to BRDTI infrastructural facilities. The lab got inaugurated on
21 September 2019 by the then Director General with the gorgeous presence of 80 Deputy
Directors from all over the country and the present Director of BRDB Training Division.
Due to shortage of space, classroom number 4 in the Academic Building was chosen for Computer
Lab to be established. It includes 30 brand computer and all new tables and chairs, full multimedia
facilities boosted up with 30 Mbps internet speed with new interior decorator, air condition, digital
sound system and modern lighting. A total amount of 26.29 lakh taka was invested from BRDB’s
own revenue budget to establish this only computer lab in the total of resources BRDB.

Now the lab is fully capable to accommodate train 30-35 participants to facilitate ICT based
training for BRDB employees and others as well.
6.2 Hostels and Accommodation Facilities
BRDTI establishment included four separate hostels with accommodation capacity of 162
participants together. These hostels are located at three different sides of the campus.
While conducting training courses at least one of these four hostels is always kept distinct
exclusively for women participants only.
Each room is designed with two single beds equipped with some common furniture and
convenient with traditional college hostel type common bathroom system at the twain end
of each floors. At the Hostel Number 3, only file rooms have the facilities of attached
bathroom and other 30 rooms have one common bathroom for every two rooms. At the 3 rd
floor of this hostel only two rooms are well furnished for VIP guests.

6.3 Cafeteria
BRDTI cafeteria is consisting of two separate dining halls with the capacity to serving
almost 150 persons together. The main dining hall located in the ground floor of Cafeteria
Bhaban is fully air conditioned with an atypical design.
During this fiscal year, it has been updated with central sound system and all the fittings of
the washroom have been completely changed. Furthermore, all tables
and chairs to be used by the participants to take meals have been ornamented by
decorative cloths and quality transparent polymer sheets. Also years-old crockeries and
other utensils have been replaced with new ones to updated services in the dining hall.

7. Working Dimensions

The faculty members of BRDTI are usually managing multidisciplinary training courses for BRDB
officers and staff and its beneficiaries, as well as to meet demand from various government
departments. Moreover, we prefer resource personals from local universities in Sylhet, divisional,
district and upazila administration, development organizations and several other line departments
with professional background and experience in the field of rural development and poverty
reduction.
As the prime departmental training institute of Bangladesh Rural Development Board (BRDB), we
have some specialized Training Modules for the new entrants of BRDB like, Upazila Rural
Development Officer (URDO), Assistant Rural Development Officer (ARDO) and Junior
Officers/Accountants for their Foundation Training. Moreover, separate modules are also offered in
Refreshers and Skill Development Training Courses to different category of officers and employees
of BRDB.

Again, to make institution’s training more diversified BRDTI also prepare its own training modules
in sectors especially on Rural Development and Poverty Reduction for the trainees of National
Academy for Educational Management (NAEM), Dhaka and Bangladesh Public Administration
Training Centre (BPATC), Savar, Dhaka and some other academy. These modules are also being
used for the trainees come from Bangladesh Civil Service (Administration) Academy, Shahbag,

Dhaka for their short courses titled Rural Development and Poverty Reduction under their own
foundation program.
In addition to these, the institute receives participants for Sonjiboni Training from different
ministries based in Bangladesh Sevretariat, Dhaka. Usually week-long Sonjibini Trainings are
being designed on the basis of sixty-man-hour training programs prepared by the Ministry of Public
Administration.
Though BRDTI does not implement any development project/program at field level, rather it offers
only training in a wide variety of courses concerning rural development, relevant to the
development program under BRDB and other government and non-government agencies. This has
opened a window of opportunity for BRDTI to be more innovative in designing and organizing
training courses to attract other stakeholders.
Sonjiboni Training for Duration: Usually 3 days for all category of officers and staffs, i.e.
BRDB personnel Deputy Directors, DPDs, URDOs, ARDOs,
Accountants, Ministerial Staffs, even Office Sohayak
(MLSS).
Module: Used separate module for specific category of participants
includes mixed topics as classroom sessions, specially
incorporates new subject or problem arisen to be
addressed.

Sonjiboni Training for Duration: 5 days for officers and staffs.

Definitely, the module has been developed focused on
recreational activities including tours and other co-
curriculum activities. Classroom sessions have been
designed to highlight rural development of Bangladesh
and governance.

Attachment Program We have been organizing Office Attachment Program for cadre
officers under their Foundation Training Program.
The course has been designed for five days focused on rural
development and poverty reduction.
BPATC, Admin Academy, RDA, NAPD, RPATC, Postal Academy,
NAEM and some other training organizations are our regular
partner of this kind of programs.
Online Training Course Five days duration special course for BRDB’s field level officers
(OCT) and staff. Everyday one session on zoom platform for two hours.
It was introduced to address Covid situation and to keep our officers
and staff in right track.

9.4 Orientation Training Course

To introduce the participant with new administrative system, new project management or any
other new innovation, i.e. MIS, office Automation, Departmental Software Operation, Digital
File Management, Credit Management, Cooperative Management etc. Orientation Training
Courses also arranged for the newly promoted officers to acquaint themselves with their new
assignment.

9.6 Online Training Course (OCT)
For BRDB field level staff/officers
Duration : 5 days
Training Areas:
It was a new dimension of BRDTI’s training activities. During Covid situation we had to find
new scope to be connected with our officers at field level. Initially, we offered three courses,
i.e. Office Management, Training Management and Accountings bases on online platform
using Zoom.
We made an online advertisement using social media to apply through Google docs from our
field officers and staff. Having enormous response from the fields, we prepared database and
select participants with the support of HQ.

BRDB granted funds to organize 8 batches including total 200 officers. It was huge success
and was beyond our expectations.

11. Research and Consultancy
BRDTI conducts research works in the allied field of rural development and poverty reduction.
The main thrust of research studies of BRDTI is to concentrate on analyzing dynamics of
socioeconomic changes in rural areas due to implementation of project/program by BRDB. For
research works, though the institute doesn’t get any extra budget from the government, as well as
from the board, however, few research activities are being conducted here with the support of
existing logistic facilities of BRDTI.
Poor Infrastructural : Almost all buildings, specially hostel buildings are too old to
Facilities provide minimum services for the participants.
We do not have any room with attached bath facilities for
participants. So, mid and junior level officers from ministries
and other department do not show interest to come BRDTI.
Interestingly, comparatively newly established hostel, i.e.
Hostel Number 3 and Number 4 have been established after the
year 2000, but these two are getting worse than the old two.
BRDB HQ always allocate revenue fund to repair & maintain
field level offices and thus BRDTI gets neglected.
Lack of Manpower : Present manpower situation has been fallen so down to its
minimum requirement that it gets difficult to manage even
very regular and routine activities of the institute.
During corona days some got transferred for the greater
benefits of BRDB fields and some others of their own getting
BRDTI almost empty.
The quality of services has been evaluated worse day by day.
The institute is now completely dependent on daily based
workers having almost no officers to be looking care of.
Lacking of own fund to : During Covid situation, specially due to establish quarantine
pay wages to its center at the campus, we did not have any training programs to
workers earn a single penny. So master roll workers got wages from the

deposited own fund for long 21 months.
At this moment, our own fund position is under risk situation
to continue own fund employees services.
Revise the poor : With 41 number of employees having no support service staff,
organogram this institute can never go far ahead to take challenges of
Vision 2041.
We need a fresh organogram consisting of 105 number of
employees which was submitted to HQ for consideration.
Reconstruct the DPP : We need the DPP reconstructed with more smaller amount of
money. Our suggestion would be to make it under 25 crore so
that it could be approved easily.
Right this moment, we do not have capability to manage big
infrastructural facilities as lack of manpower.
Urgent requirement of : We need a five storied multi facilities modern hostel for the
a hostel participants.
One hostel can change the institute a lot to provide better
services.
To start training : We do not have any training activities for long two years. So to
immediately protect the institute, we must start training immediately.
For that, we need money and participants from BRDB.

15. Conclusion
Spring at BRDTI
BRDTI has already become able to attract some credit-based organizations like FIVDB, Grameen
Shokti, Buro Bangladesh, Asar Alo, Social Development Foundation (SDF), Simantik etc. as well
as various govt. organization, like- ROSC (IER) of Dhaka University, National Institute of Mass
Communication (NIMCO), Department of Fisheries, BIAM Foundation, NILG etc. and some
international organizations, like- UNDP, UNICEF, CARE, PLAN etc. They have chosen BRDTI to
conduct their training courses.
We believe that BRDTI will be the appropriate platform for those who are working for rural
development & poverty reduction. It can also play greater role to strengthen local government
bodies.
