AN ORDER RECONSTITUTING THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT


COMMITTEE (BDRRMC) AND THE CREATION OF BARANGAY DISASTER RISK REDUCTION
MANAGEMENT OFFICERS (BDRRMO) OF BARANGAY TUNGKALAN, TORIL DISTRICT, CITY OF
DAVAO.

WHEREAS, the city government of Davao mandates that barangay shall ensure safety and assurance of
life and properties ready to protect at all cause of difficulties and calamities to occurs.

WHEREAS, pursuant to R.A 1021, the Barangay Development Council (BDC), through the BDRRMC, is
directly responsible for the implementation of programs and activities related to Disaster Risk Reduction
Management (DRRM) and climate Change Adaptation (CCA).

WHEREAS, it is the primary obligation of the Punong Barangay to direct and supervise the operations of
the BDRRMO during emergency and disaster occurrence within the barangay.

NOW, THEREFORE, I, HIPOLITO L. CASTAÑARES, Punong Barangay of Tungkalan, by virtue and


powers me and by law, do hereby order;

Section 1. Reconstitution of Barangay Disaster Risk Reduction Management Committee


(BDRRMC) and the creation of Barangay Disaster Risk Reduction Management Officers (BDRRMO), in
furtherance to integrate all efforts to respond immediately during emergency and disaster occurs. The
creation of BDRRMO in our barangay is a vital need in order to be more equipped in terms of manpower
tasked to act as emergency responders to prevent much casualties.

Section 2. Function and responsibilities. The BDRRMO’s shall perform the following functions and
responsibilities as enumerated hereunto, to wit;

A. Serves as quick responders in times of emergency and disaster.


B. Provide and effective mechanism to obtain funds, equipment and facilities to be used during
emergency and disaster in order to prevent much casualties and damages.
C. Ensure safe and proper transport of victims to the nearest medical facility.
D. Administer proper first aid techniques to those affected by the disaster of Calamities.

Section 3. Barangay Tungkalan, shall include in its Annual Budget or in a Supplemental Budget the
corresponding expenses of BDRRMO subject to the approval of the Sangguniang Barangay for the needed
supplies and equipments.

Section 4. This order shall take effect immediately.
