The Complainant submits this complaint to the Court and states that there is probable cause to believe
Defendant committed the following offense(s):

Charge Description: On or about August 25 or 26, 2021, in the City of Windom, Cottonwood, the
above-named defendant caused the death of another while committing 3rd degree assault and/or
robbery.

STATEMENT OF PROBABLE CAUSE 8/27/2021

 
Your Complainant is a peace officer employed by the Windom Police Department. In this capacity, I have
reviewed police reports relating to the above-named Defendant, Ralph Leslie Apmann, DOB, 3/25/1964
(57), and the allegations contained herein. Based upon that information, your complainant believes the
following to be true and correct. 

On August 26, 2021 at 0043 hours, Windom Police Officers were dispatched with the Windom Ambulance
to the Phat Pheasant Pub in Windom for an unresponsive male. Officers arrived and learned the male
victim had been drinking in the bar and was last seen with RALPH LESLIE APMANN (DOB 03-25-64) and
his daughter, Alexandra Marie Apmann. A bar employee called Alexandra and told her the victim was found
outside the bar and he was dead. Alexandra told the bar employee, the victim and her dad got in a fight,
but the victim was alive and breathing when they left the bar. 
Officer Marcy was called to the scene and spoke to RALPH LESLIE APMANN. RALPH LESLIE APMANN
indicated he had been drinking at the bar. RALPH LESLIE APMANN said he saw the victim causing
problems in the bar with other customers. RALPH LESLIE APMANN said he asked the victim to come to
the back room and play pool with him. He asked about 20 times. RALPH LESLIE APMANN said they
played 2 games of pool, which the victim lost. The victim and RALPH LESLIE APMANN then went out the
back door of the bar to have a cigarette. RALPH LESLIE APMANN said before getting out the back door,
the victim punched RALPH LESLIE APMANN in the head. RALPH LESLIE APMANN grabbed the victim
around his waist, picked him up and tackled him to the ground outside. RALPH LESLIE APMANN said he
and the victim wrestled until RALPH LESLIE APMANN said he was feeling winded and like he may lose
the fight. RALPH LESLIE APMANN then placed the victim in a choke hold. RALPH LESLIE APMANN said
he held the victim in the choke hold until he stopped struggling. APMANN said he was passed out like a
drunk. The victim was left flat on his back. When they left, the victim was taking deep loud breaths.
APMANN said “lets get the hell out of here.” RALPH LESLIE APMANN said he and Alexandra left the bar,
walking around the outside of the bar to get to their cars. RALPH LESLIE APMANN never asked anyone to
check on the victim and didn’t tell anyone about the fight. RALPH LESLIE APMANN said he went home
with Alexandra to 1748 4th Avenue, Windom. A PBT at the scene indicated APMANN’s alcohol
concentration was approximately .08. 
Officer Marcy spoke to Alexandra Apmann, she indicated she witnessed the fight. Her recollection of the
fight was similar to her fathers, except she indicated the victim was left face down. 
Officer Marcy spoke to bar employee who called Alexandra Apmann to tell her about the victim, as
Alexandra Apmann and RALPH APMANN were last seen with the victim. The employee asked if we have
the victim’s money, because he had a wad of cash on him in a money clip. The employee estimated the
victim had a couple hundred dollars in 20, 10, 5 and 1 dollar bills. The employee saw the wad of cash
because earlier in the night two customers were discussing a missing $100.00 bill from pull tab earnings.
The victim heard these customers and asked them if they thought he took the money. The victim said he
didn’t have the $100.00 bill and pulled out his money clip with his wad of cash to show the customers. The
victim did not have a $100.00. The employee also said the victim was buying RALPH LESLIE APMANN
drinks when they were playing pool together. 
A search of the location where the victim was found discovered approximately $4.00 in quarters laying
neatly in a pile, as if they had just come from a pocket. These quarters were collected as evidence. After a
search, no money clip was found in the area. 
The victim was brought to the Emergency Room in Windom where he was pronounced dead at 0128
hours. The victim’s belongings were bagged as evidence. No money clip was found. The victim did have a
wallet but there was no cash inside the wallet. 
The victim was brought to the Ramsey County Medical Examiner, where an autopsy was completed on
August 26, 2021. A provisional report indicates the manner of death is Homicide, and the cause of death is
pending. There were multiple traumatic injuries including the following injuries to the anterior neck: 1. Focal

soft tissue/subcutaneous tissue hemorrhage; 2. Fascial hemorrhage, lateral right sternocleidomastoid8/27/2021
muscle, base of neck/clavicle insertion; 3. Focal hemorrhage, right omohyoid at the clavicular insertion; 4.
Focal hemorrhage, right sternohyoid at the clavicular insertion; 5. Subcutaneous tissue hemorrhage, deep t
the left Sternocleidomastoid muscle; 6 fascial hemorrhage of the right peri carotid connective tissue; 7.
Multiple fascial hemorrhages of the anterior paraspinous muscles; 8. Focal fascial hemorrhage of the
connective tissue of the left side of the thyroid cartilage. Injury to the posterior neck includes focal
hemorrhage of the paraspinous muscle of C3 Spinous process. 
Officer Marcy searched 1748 4th avenue for a money clip and a “wad of cash.” Alexandra Apmann was not
present. A money clip was not found but a large amount of cash was found in a drawer in Alexandra
Apmann’s room. This cash was photographed but not taken, because there were $50 bills, and these
denominations were not described to Marcy. Later, Apmann came to the LEC with the search warrant that
was left at the house upset that police took her money, which suggests she just assumed police took it
without checking. 
On August 27, 2021, Officer Norrell spoke to the same Phat Pheasant employee Marcy spoke to the
previous evening and a friend of the employee. The friend said Alexandra Apmann’s boyfriend, told the
friend Alexandra Apmann told the boyfriend the victim should not be flaunting his money because he
doesn’t know about/if there are sharks in the water. The friend was watching the victim play pool with the
boyfriend, but the victim was cheating. The friend was going to play pool with the victim, but did not want to
because the victim was cheating. APMANN, however, wanted to play pool with the victim. The friend
believes APMANN’s intent was to call the victim out for cheating, then take him out back and rob him. The
friend indicated when he was there the pool tables were set up and the boyfriend was sitting alone as if he
was waiting for them to return. The friend saw Alexandra come in, look startled, get her purse and go back
outside. The friend and boyfriend went outside a little later and found the victim. 
On August 27, 2021, Officer Marcy and BCA Agent Derek Woodford spoke with APMANN. APMANN said
when he was going outside to spoke a cigarette with his daughter he did not know the victim was going
outside as well. But the victim followed him. As they were going out the door, the victim slapped or punched
him and pushed APMANN out the door. APMANN turned around, grabbed him and kind of body slammed
him to the ground. APMANN was on top of the victim who was flailing. APMANN was trying to control the
victim. Eventually, the victim stopped resisting. APMANN said he took the victim’s wallet out of his pocket.
APMANN explained he did this to see who he was because he was concerned about retribution. APMANN
said he didn’t look at the wallet very long and didn’t remember the victim’s name. 
At the scene, the wallet was found on the ground, near the victim. The wallet is a small flip wallet that holds
and identification and some credit cards, and not a standard wallet. It was realized later this is what the
employee meant by money clip.

From the above sworn facts, and any supporting affidavits or supplemental sworn testimony, I, the Issuing Officer, have
determined that probable cause exists to support, subject to bail or conditions of release where applicable, Defendant’s arrest
or other lawful steps be taken to obtain Defendant’s appearance in court, or Defendant’s detention, if already in custody,
pending further proceedings. Defendant is therefore charged with the above-stated offense(s).

SUMMONS
THEREFORE YOU, THE DEFENDANT, ARE SUMMONED to appear as directed in the Notice of Hearing before the
above-named court to answer this complaint.
