ACKNOWLEDGMENT

The satisfaction that accompanies that the successful completion of any task would
be incomplete without the mention of people whose ceaseless cooperation made it
possible, whose constant guidance and encouragement crown all efforts with
success. We won’t forget to mention our course mates; Bezawit Dagnachew, Bona
Haile and Dinksira Elsa for their wonderful and skillful guidance in assisting with
the necessary support to ensure that our project is a success

ABSTRACT
The word “vote” means to choose from a list, to elect or to determine. The main
goal of voting (in a scenario involving the citizens of a given country) is to come
up with leaders of the people’s choice. Most countries have problems when it
comes to voting. Some of the problems involved include ridging votes during
election, insecure or inaccessible polling stations, inadequate polling materials and
also inexperienced personnel. This online voting system seeks to address the above
issues. It should be noted that with this system in place, the users, citizens in this
case shall be given ample time during the voting period. They shall also be trained
on how to vote online before the election time.
In “ONLINE VOTING SYSTEM” a voter can use his\her voting right online
without any difficulty. He\She has to fill a registration form to register himself\
herself. All the entries are checked by the DATABASE which has already all
information about the voter. If all the entries are correct then a USER ID and
PASSWORD is given to the voter, by using that ID and PASSWORD he\she can
use his\her vote. If conditions are wrong, then that entry will be discarded.

1 Chapter 1 INTRODUCTION
“ONLINE VOTING SYSTEM OR VOTING SYSTEM” is an online voting
technique. In this system any Ethiopian who is 18 or more years old and any sex
can give his/her vote online without going to any physical polling station.
There is a database which is maintained in which all the names of voters with
complete information is stored.
In “ONLINE VOTING SYSTEM” a voter can use his/her voting right online
without any difficulty. He\She has to be registered first for him\her to vote.
Registration is mainly done by the system administrator for security reason. The
system administrator registers the voters on the system visited by him only by
simply filling a registration form to register voter. Persons seeking registration are
expected to contact the system administrator to submit their details. After the
validation of them being voter has been confirmed by the system administrator by
comparing their detail submitted with those in existing database such as those as
the registrar of persons, the person is then registered as a voter
After registration, the voter is assigned a secret voter ID with which he/she can use
to log into the system and enjoy services provided by the system such as voting. If
invalid\wrong details are submitted, then the person is not registered to vote

1.1 BACKGROUND OF THE STUDY

The online voting system is a term encompassing several different types of voting
embracing both electronic means of counting votes. It can also involve
transmission of ballots and votes via telephones, private computer networks, or the
internet.
Online voting is an electronic way of choosing leaders via a web driven
application. The advantage of online voting over the common queue method is that
the voters have the choice of voting at their own free time and there is reduced
congestion. It also minimizes on errors of vote counting. The Individual votes are
submitted in a database which can be queried to find out who of the aspirants for a
given post has the highest number of votes.
With the “ONLINE VOTING SYSTEM”, a voter can use his/her voting right
online without any difficulty. He / She has to register as a voter first before being
authorized to vote. The registration should be done prior to the voting date to
enable data update in the database. However, not just anybody can vote. For one to
participate in the elections, he/she must have the requirements. For instance, he/she
must be a registered citizen i.e. must be 18 and above years old. As already stated,
the project „Online Voting' provides means for fast and convenient voting and
access to this system is limited only to registered voters. This project done by Fares
Yohannes, Dinksira Elsa, Bezawit Dagnachew and Bona Haile, a student at Dilla
University of Computer Science is geared towards addressing problems
encompassing manual voting systems that have been in place ever since
independence.
Online voting systems are appealing for several reasons which include; People are
getting more used to work with computers to do all sorts of things, namely
sensitive operations such as shopping and home banking and they allow people to
vote far from where they usually live, helping to reduce absenteeism rate.

ONLINE VOTING SYSTEM is a voting system by which any Voter can use his\
her voting rights from anywhere. ONLINE VOTING SYSTEM contains-:
•Voter’s information in database.
•Voter’s Names.
•Voter’s vote in a database.
•Calculation of total number of votes. Various operational works that are done in
the system are: -
•Recording information of the Voter in Voter database.
•Checking of information filled by voter.
•Discard the false information.
•Each information is sent to ADMIN.

1.2 STATEMENT OF THE PROBLEM

The basic methodology as applied to voting system would involve giving
voter realistic voting tasks to accomplish using a variety of ballot designs. A
rigorous methodology is used to sample variable aspects of the system. Such as
voters and ballots. The sample is constructed so as to provide a statistical basis for
generalization from the sample to the population they represent. Voting task
performance is measured using variables such as accuracy, time, and workload.
Unavoidable Software Errors
The voting process by registered voters in our country is very cumbersome.
So many cases of missing data in the voter registration files have been reported.
There are also scenarios where unregistered voters flock in the polling centers as
“Dead Voters” to participate in the voting process. Even after voting, malicious
clerks and officers-in-charge of a polling station end up playing with the results
figures. This results in the release of wrong results leading to cases of post-election
violence. The voters can also vote from anywhere around the globe, they don’t
need to travel back to Their country during election time in case they are abroad.

1.3 OBJECTIVE OF THE PROJECT

The specific objectives of the project include:
Reviewing the existing/current voting process or approach in our country,
Ethiopia;
Coming up with an automated voting system;
Implementing an automated/online voting system;
Validating the system to ensure that only legible voters are allowed to vote.
The pandemic has accelerated digitization in all sectors. In some cases, the
experience has been traumatic. In others, on the other hand, it has been a real
revelation after which many wonder: why didn’t we do things in this way before?
This is undoubtedly the case for electronic voting.
However, electronic voting is a mature technology in widespread use.
Telematics voting is secure and has legal validity
Electronic voting reduces the effort of preparing a poll
The best engineers are said to be those who are lazy by nature, because they
automate any task before repeating it twice. Perhaps that is why telematics voting
systems incorporate numerous features that make our life easier. Preparing a
census, sending a call, writing a questionnaire or counting votes. A good e-voting
app will allow you to do many of these tasks effortlessly.
Online voting optimizes the voter experience
By using digital voting, we take care of health and the environment
By saving unnecessary trips, we are stopping emitting tons of CO2. There are
certifications – such as ISO 50001 – that take these types of measures into account,
helping to encourage responsible behavior in companies and organizations. In
addition, giving the option of voting comfortably from a distance allows us to
protect the health of the most vulnerable and improves the accessibility of voters
with functional diversity.
Online voting means significant financial savings
Holding a face-to-face assembly can imply considerable costs. Event room
booking, catering service, travel expenses, voter assistants, etc. A good electronic
voting service will give you the option of subscribing turnkey projects so you don’t
have to worry about anything. This way you can save time and money, and
dedicate your efforts to the most important tasks.

1.4 SCOPE OF STUDY

The main scope of this project is to make sure that the peoples vote is counts, for
fairness in the elective positions. This is also will produce:
Less effort and less labor intensive, as the primary cost and focus
primary on creating, managing, and running a secure voting
application.
Increasing number of voters as individuals will find it easier and
more convenient to vote, especially those abroad.
1.5 LIMITATION OF STUDY
The Security of online voting systems
One of the most significant Limitation of online voting system is that
they are not as secure as traditional paper based system because
there’s always the potential for hackers to tamper with the results
Lack of transparency
Another Limitation of online voting system is that it can lack
transparency. With traditional paper based voting, voters can see
people counting the ballots. But with online voting, the process is
entirely electronic, making it harder to verify the results.
1.6 BENEFIT OF THE STUDY
Benefit from online voting
Online voting allows people in today’s mobile and digitally advanced society to
participate in the democratic process over the internet. The online voting system
offers the highest levels of transparency, control, security and efficiency of election
processes. Online voting provides voters with a comfortable and secure voting
experience and allow election organizers to save resources in planning their next
election.

Election organizers - take benefit of online voting and reduce costs

Simplified election organization

For election organizers, planning postal or ballot box elections is synonymous with
high costs: you need to find an appropriate physical space to hold the election,
inform eligible voters, prepare postal voting forms and organize the vote count.
Give yourself maximum flexibility and efficiency in election planning and create
ballots easily online. Observe voter turnout in real-time and engage voters with a
few mouse clicks. Easy ballot creation and personal election invitation design, as
well as automatic vote counting, greatly simplifies election organization. Complex
voting procedures can also be easily be mapped out in the online voting system.
Maintain ballot secrecy with secure and efficient online voting
Test your online election for free before your actual election starts
Receive legally valid results and conduct online voting
Increase voter turnout with easy vote submission and digital voter
communication
