Safety and security lie at the heart of the prosperity of any nation.
Citizens
want to feel safe and secure. At a high level, public safety involves protecting the
public — safeguarding people from crimes, disaster, and other potential dangers and
threats. The safety and security of citizens must now be viewed holistically by
national, regional, and municipal governments, who must also cooperate across
borders to achieve this goal. Thus, the core goal of the Philippine National Police is
to provide the Philippines with safety and security in the coming years. The
organization aims to help the government in achieving the aspiration of its people, of
providing sustainable development, integral human development, and
democratization. To do this, there are 4 factors that should be considered- National
Stability, General Welfare, Community Safety and Security and Quality of life.
National Stability had been a problem in the Philippines for many years. The
country is still facing national stability problems in terms of all the sustainable
development indicators given by the United Nations, which threatens the realization
of the Philippine Development Plan Ambisyon Natin 2040 of the government. To
address the problem, the government is applying securitization thru the whole
government-protection-approach by trying to provide work opportunities thru
urbanization and industrialization. The government also addressed problems in food
security and government partnership within the local and national society. But even
with securitization there is still increase of occurrence of risks and threats, crime and
violence, and problems in urbanization due to poverty, hunger, inequality, and lack of
work.
To deal with the realities of the country’s situation and status in National
Stability, the Philippine National Police is tasked to work on overseeing the general
welfare of the country. The organization then applies the concept of socialization on
which people are taught to be proficient members of a society. Police officers will
teach people the ways on how to understand societal norms and expectations,
society’s beliefs, and awareness of societal values. The personnel of the
organization shall communicate with the populace. They will also watch on the
norms and standards, diversity of people’s belief and ideology in a certain area that
might be contributing to the threats and crimes that are happening to the certain
place. It is also the organizations’ roll to make sure that there is social harmony in
the community.
The Philippine National Police shall adopt the secularization approach to
deliver community safety and security by working together with the different local
organizations, government offices and other public/private and local and international
entities to apply their roles. The organization shall do partnership with them in
making sure that the programs and activities of these organizations are realized and
implemented and vis a vis. For example, is the partnership with the Department of
Health on which the Police personnel are tasked to make sure that proper health
protocols are implemented in the community. Another example is the organizations’
partnership with local officials in assuring that there is public peace and order.
If all these things are done properly and successfully, the country will be
synergized, and it will bring good result in upgrading the quality of life of the citizenry.
The Philippines shall have good governance that would lead to genuine local
autonomy and sustainable peace. It would foster justice and equity, and sustainable
peace. Also, it will boost patriotism and nationalism among the Filipino people.
